A Madison developer is proposing a $55 million development with 202 apartments on the site of the historic Goll House on North Prospect Avenue in Milwaukee.

The proposal would preserve the Goll House and move it closer to Prospect Avenue. A 26-story apartment building would be built behind it, at 1550 N. Prospect Ave., on the bluff overlooking Lake Michigan, according to plans submitted to the city.

The proposal is from an affiliate of Madison developer Palisade Property. Palisade Property has been looking at the site at least since last summer when it put the land under contract for purchase and was in talks with Milwaukee Ald. Robert Bauman over a 17-story apartment building on the property.

the downsizing might not be terribly significant afterall.

apparently the site in questioned is already zoned for 186 units as of right, only 8% less than the 202 units in the original proposal that was shot down by the city council.

But it turns out that the property's zoning allows a building with 186 apartments without council approval, according to the Department of City Development. That unit count is calculated in part by taking into account the development site's square footage.

Madison developer Chris Houden's revised plans are calling for a 27-story building with 192 units, according to a new Department of City Development report.

Houden would develop the tower on a 27,938-square-foot site at 1550 N. Prospect Ave.

The Goll House, a historic former mansion converted into offices, would be moved about 30 feet northwest from its current location to make way for the tower. Houden would develop another four to eight apartments in the Goll House, the city report said.

Houden's earlier proposal, filed with the department, called for a 26-story building with 202 units.

so the unit count has been lowered close to the as-of-right threshold and the tower itself is now proposed to be 1 story taller. win-win!

The Milwaukee Common Council effectively killed a $55 million, 27 story tower proposed for 1550 N. Prospect Ave. today. The proposed apartment building required a zoning change to allow it to move forward. The council voted 10-5 to approve that change, but didn’t meet the super majority requirement for the vote. Alderman Robert Bauman led the opposition to the project on the basis that the proposed tower is “just too much building for the site.”

Joining Bauman is voting against the project were aldermen Cavalier Johnson, Jose G. Perez, Mark Borkowski and Tony Zielinski.

Chris Houden and his Madison-based firm DCH Properties, whose firm proposed the project, released this statement: “We are incredibly disappointed that while the majority of the council supported the development, a small minority blocked what would have been a $55 million investment in the city. Like a majority of the council, we believe that the development would have been a win-win-win for our community – bringing a $55 million project to the city, creating new jobs for city residents and ensuring the restoration and revitalization of the historic Goll House.”

A revised apartment high-rise proposal for Milwaukee's east side has received an initial city endorsement − setting the stage for construction to start in 2023.

The Plan Commission on Monday recommended approval for design changes to the 25-story, 192-unit apartment tower, planned for 1550 N. Prospect Ave.

"I think this is a much better building, for what it's worth, than what was originally approved," said Allyson Nemec, commission vice chair.

Developer Chris Houden Jr.'s firm, Madison-based Willow Partners LLC, hopes to begin building the tower next summer. The $69 million project is to be completed by spring 2025.
