But mishaps early on in the project on top of delays caused by the COVID-19 pandemic could push the debut back to March, the IG report states.

The train hall will serve as Amtrak’s New York hub and offer an alternative to Penn Station for NJ Transit and Long Island Rail Road riders while they wait for their trains. The new space will also include retail, and Facebook last month inked a deal to occupy 730,000 square feet in the redeveloped building.

The project initially was supposed to be completed by March 2021. At Cuomo’s request, the timeline was moved up three months — but the IG says that deadline is unlikely to be met.

Amtrak in 2017 committed to $106 million of work on the $1.6 billion project — including installing ventilation systems, construction of new office space and a wayfinding system for passengers.

A combination of inexperienced managers and no set construction schedule on the Amtrak portion of the project led to cost overruns, the report states.

In the summer of 2019, Amtrak officials discovered “some program team members had been unilaterally approving contract changes that committed the company to additional spending without executive approval,” according to the report.

I don't know if it's so bad. The cost overruns were almost a given with this thing. They moved the completion date up, and can't make it, so they're going back to the original completion date, a few months later. But the good news is that overall it's on track, and should (should) open by the end of the year. I try to get peeks as I'm walking through there. You can smell the newness of it all. Likewise, at the opposite end, the new 7th Avenue entrance is on pace to open by the end of the year. That's something to look forward to as this awful year comes to a close.

It won't really do that though. The entrance on 34th doesn't work that way, and yeah, it's a different shape. But it won't work like that.

It's been closed for a couple of decades. The state (which now owns the building) has since used it for various events, like fashion week. The postal lobby has been and will remain active as usual.

It is a welcome addition for sure, but until our elected "leaders" get their acts together and give us a proper Penn Station, it will never be anything besides a pretty gauze on a gaping wound.

The photos of the empty station look like a city frozen in time. It will be interesting to see the station begin to come to life. The station and the rest of the building still has more work to go, but the train hall will be in use for the public.

They’re further along inside than I previously thought. I love public spaces and mass transit, so it’s exciting to see this entry into cityscape open up. No doubt it will be seen many times, whether you are in New York or not. I had already become accustomed to using the Moynihan exits, so the new hall opening up is like some great magic trick, as if it appeared out of thin air.

It's a long overdue addition.

I tried to familiarize myself a little with the layout. Only the Moynihan Hall portion of the building is open. And the restaurants, stores, and food hall aren't open yet either. The building will become much more lively when that happens, and when Facebook moves in. But it's already a beautiful site. Didn't get to see all of it just yet, and didn't get over to the east end to see what's going on there. But I'm excited to finally see this thing open. It's already a destination of it own.

Mostly likely there will be. There's already a coffee shop open, I didn't pay attention enough to see what it was, but don't think it was a Starbucks. The food hall itself isn't scheduled to be open until the fall (and with the ongoing pandemic, it's just as well). But I think some of the retail in the train hall itself will open sooner. I already saw a Magnolia Bakery that looks like it will open soon down on the main floor. They make good stuff.

But yeah, the place is busier, there's a buzz around, like everyone is excited for the place. Or maybe everyone's just been locked inside for too long. People were even stopping to check out the renderings of coming stores and restaurants. Even at the east end, with the new 7th Avenue entrance, there was a buzz. Something for the people to get excited about in these times.

Made it over to the 33rd Street entrance today, and I hadn't realized before the difference in grade between 33rd and 31st Street. So the mid-block passage, which you have to go up a level to reach from the 31st Street side, is at street level on the 33rd Street side. This is where you will get into more retail, and make your way to the food hall, and 9th Avenue.

I know everyone is oohing over the hall but the new departure boards are shockingly good. Just amazing.

Only upgrade would be to display NJT trains that are accessible from the hall but I assume that's a result of never ending turf wars.

Fantastic hall!! But I am sorry that it is closed 1-5am. Is instead open 24/7 the new 7th avenue/33rd street entrance? Thanks for the possible reply.

NJ Transit backed out of being a "tenant", and also didn't extend the first two platforms (tracks 1 - 4). As a result, those tracks aren't accessible from the main floor, but are from the mezzanine level. But regardless, NJ Transit uses those other tracks, so you can still end up in Moynihan, there just isn't a display screen there.

NJ Transit also has a nice train hall of its own, although much smaller than Moynihan, on 7th Ave, and will be the main user of the expansion south.

Yes, that is the plan. I don't know if that's to be permanent, or if it's to coincide with the current subway service closures during those hours due to the pandemic. But it's said that it would close between 1 a.m. and 5 a.m. Grand Central also closes for a few hours. But between those hours, Penn Station isn't nearly as crowded as it is in daytime hours, so I don't think it would affect much.

Newark Penn is similar. Closes for a little bit at night, very late at night. Usually to clean the Amtrak benches from the folks sleeping on them.

That's the thing with NYC projects. They take eons in some cases to happen, way over budget in some cases (especially with transit or anything MTA/Rail/Bridge related)... but... BUT... they are top notch quality.

Its a suiting station expansion for the future of the neighborhood. Empire Station will be the premier location in time!

Moynihan Train Hall will be open to the public daily from 5:00 a.m. through 1:00 a.m. Moynihan Train Hall will be closed to the public between 1:00 a.m. and 5:00 a.m. Between 1:00 a.m. – 5:00 a.m., all Amtrak operations will be handled at New York Penn Station including baggage, Red Cap services, access and egress to platforms.
