That's looks to be shot from around 17th St & 4th Ave, South Slope. I used to live in a 5th floor walk up on 17th between 4th and 5th with this view except lower, and then they built the building foreground right which blocked almost everything.

That's the Prospect Expwy, and the elevated station beyond is Smith & 9th F/G and the Gowanus Canal below. I've linked the street view of the building I believe it's taken from below.
