DPP have already announced their inteniton to completely renovate the terminal once T3 comes on line. The building was poorly built and the KMT administration at the time is to blame for allowing orgranzied crime in the form of the 4 Seas and Bamboo Union to influence the bid. This level of corrupt bidding and oversight is a common feature of KMT administrations - Taipei Gate, Evertransit BOT, Radium Group BOT, Taipei Dome BOT, Airport MRT... notice a trend?

The orange roof trim on the terminal extension brings to mind the dated palace architecture that dominated Taiwan's authoritarian years ... Songshan terminal, Taipei Station, Yuanshan Hotel, Jiantan MRT. It's a pity the KMT is still tied to these ideologically driven designs.

I would not blame any political party. I want to blame the architect and contractor! I always hated T2 design, when new, it was already an outdated design, and it get hold so bad.

I will add something about your comment. The passenger traffic during 2000s was declining until KMT took office in 2008. Since then, passenger traffic rise dramatically because KMT open direct routes and air space to China. Political issue made by DDP during 2000s cause problems for Taoyuan International Airport development. DDP though there is no further development for this airport because lack of traffic. That terminal 3 project was developing during KMT ruling. And, airport company is set up during this period. For me, both parties have caused problem to this airport. People is out of patient for this leaking issue, especially DDP and KMT promised solve this problem in the past. People don't care it is DDP ruling or KMT ruling. Just get this done! KMT don't solve it, it does not mean DDP can have excuse. Closing-terminal2-plan has already been criticized by airlines. Airport company is evaluating the plan. I think it will take longer time before they make decision.


Political infighting can cause power shortage to my beloved country is so ridiculous. Lack of power reserve has caused problem to Taiwan competitive. Power outage in 8/15/2017 made a lot of people rethink political infighting between KMT and DDP.

No. The decline started after the KMT took power during the financial crisis. And that can't be blamed on anyone in Taiwan. If you have evidence to the contrary, feel free to post a link.

Sure traffic increased dramatically after 2009 when more tourists from China and LCCs arrived.Even with a decrease in Chinese arrivals the past year, overall passengers are still increasing.

Well, it would seem the terminal has some serious problems that need to be addressed. Closing it down to renew it makes sense to me, but if they don't want to shift to T3 then that's fine - they can just work around renovations like they did at T1.

Sure traffic increased dramatically after 2009 when more tourists from China and LCCs arrived.Even with a decrease in Chinese arrivals the past year, overall passengers are still increasing.


Except for the plan to renovation T1, which would have been done earlier if it wasn't for constant obstruction made by the KMT controlled legislature.

Well, it would seem the terminal has some serious problems that need to be addressed. Closing it down to renew it makes sense to me, but if they don't want to shift to T3 then that's fine - they can just work around renovations like they did at T1.

Power reserve is used to avoid power outage in any situation including power plant shut down. Media and critic have talked a lot about Taiwan is facing power outage because of low power reserve. 2-3% power reserve is too low for our country. Mr. Lai has admitted it is national problem that government has to solve when he replaced Mr. Lin last month. It is evident prove that DDP make mistake for their power policy.

For Taoyuan International Airport, open air-route to China is very important policy. It help Taoyuan International Airport to catch up other major airports in nearby region and make government set up master plan for Taoyuan Airport. It is fact. The other fact is Taoyuan International Airport still has a lot of works need to be done to improve its facility and infrastructure. KMT has not done yet. So DDP take responsible immediately since it become ruling party. KMT become opposite party, so its job is to watch DDP. Our concourse is so outdated. Our roof is still leaking. Our airport was flood last year. Terminal 3 project and New WC taxiway is not finished. I say again, people only care government solve these problems as soon as possible.

Taoyuan airport always as a good customer service, he always has food rating.
So after the completition of terminal 3, Taoyuan airport will be a real world class airport.

So what should the policy be? Nuclear plants? Renewables? Coal? Gas? What is the mistake?

What do you mean "catch up other major airports"? TPE is dated, but the customer experience has always been fine in my opinion. Friendly helpful staff, flights are on time, always a jet bridge instead of a bus, free hot and cold water, clean toilets. True, the airport doesn't impress like Singapore or Madrid, but it has always been more passenger friendly than most.

Frosty relations with mainland China meant hundreds of millions of potential customers will not use Taiwan as a transit point to other locations. This keeps TPE rather low on passenger numbers compared to other airports in the region, especially its immediate competitors HKG and ICN.

What do you mean "catch up other major airports"? TPE is dated, but the customer experience has always been fine in my opinion. The policy? Government said it will try to increase power reserve to 15% of total power supply as soon as possible to avoid power outage. It will based on increase number of fire power plant using coal and natural gas and wind plant and solar generator. Yesterday, government claimed that electricity price will increase 20% for non-nuclear policy.

Customer service is very poor until Taoyuan Airport Company established in 2008 by Ma Government. Since then, survey on airport serivce is improved annually. I give you some data.

受颱風外圍環流與東北風共伴效應影響,桃園地區13日大雨不斷,桃機二航廈下午2時左右發生漏水,國家門面再次出糗。國民黨文傳會副主委洪孟楷砲轟交通部長賀陳旦神隱境界已經不怕開水燙!他諷刺表示與其要花四千多億蓋注定虧本的蚊子建設,不如把機場搞定,「不讓外國人笑話我們,真的很難嗎?」

桃園機場昨天又因大雨而漏水,並且造成地面積水,洪孟楷說這已經不知道是第幾次國門因雨而讓國外旅客看笑話,他說這樣的品質和國門真的是號稱進步先進的台灣所有?而上台後信誓旦旦要解決此問題的賀陳旦部長更是神隱,「真不怕開水繼續燙?」

洪孟楷說即便現在桃園機場有公司管理,但交通部身為主管機關責任絕對責無旁貸,賀陳旦從「保證不再淹水」變成「是漏水非淹水、但同樣錯誤不再犯」,到現在乾脆不再發言。洪說如果政務官不能勇於任事、不把該負責業務當成必須解決之事,那麼張三李四王五誰來當官不也沒有分別,人民的需求還放在心上嗎?

洪孟楷直言,與其要花四千多億蓋注定虧本的蚊子建設,把機場搞定別再淹水,不讓外國人笑話,真的很難嗎?

Another big problem of Taoyuan airport is the poor design of the signage!
Easily confusing and misleading!
Even worse than the signage in Kaohsiung airport!

台灣大眾運輸系統特別容易迷路,台北火車站甚是被外國旅客形容為「大迷宮」,許多人歸咎於動線設計不良。然而在設計師眼中,有個更關鍵、卻容易被忽略的原因:指標設計。

設計師葉忠宜、張軒豪認為,旅客來到台灣,第一眼會注意的是機場「指標」。但桃園機場第一、二航廈指標設計卻「停留在20年前」。他們更進一步指出,台灣大眾運輸系統容易迷路,問題都在「指標」無法跟上現代設計美學;指標的顏色、字體、大小,只要好好設計,就會柳暗花明又一村,迷宮變成康莊大道。

●交通指標 需專業設計

「通用設計(universal design)」是近年崛起的趨勢。尤其在高齡化社會,指標材質、字體大小與顏色,須顧及視力較弱的族群,包括色盲與白內障遊客;日本和歐洲都有專門的指標設計公司,交通運輸站的指標都「讓專業的來」。但台灣缺乏此類公司,多交給建築師設計,因此指標有許多改善空間。

●看問題-顏色

張軒豪舉例,桃園機場指標設計問題,首先即在字體的「顏色」。符合「通用設計」的指標,字體色彩明度色階差異要大。桃機指標主要是藍底白字,雖符合原則,但藍色看板材質易透光,意外降低色差,視覺效果打折。

●看問題-字體

第二個問題是「字體」。葉忠宜認為,桃機指標中文字採用新細明體,但新細明體會產生視覺不協調感;且筆畫過「細」,光線不佳時很難辨識;它與英文字體的搭配也格格不入。因此,新細明體不適合當指標字體。

●看問題-位置

第三個設計盲點,是「箭頭與文字的相對位置」。台灣指標的「箭頭」統一放在「文字」左邊,但向右走的箭頭也放在文字左邊,很容易造成覺錯覺。有些人就算看到箭頭向右,卻不知不覺往左走。

●常被忽略的小眉角

機場指標還有許多「小眉角」,比方,圓柱不適合放指標,因為會因曲面而變形。同一指標不宜放過多轉乘資訊,有時指標愈多、愈容易迷路。葉忠宜說,在機場如此廣闊又動線複雜的空間中,哪些位置適合放指標不會遮蔽乘客視野、也不會在吸引乘客閱讀時擋住人流,都需要精密計算。

●改善方案 加強辨識力

葉忠宜、張軒豪在2017台灣文博會主題館中,提出「桃園國際機場的指標設計改善小提案」,重新設計機場指標。

在他們的設計方案,中文字體改為森澤UD新黑體字,顏色為黑底黃字。歐文字體則是Fontsmith 的FS Millbank字體。箭頭根據方向決定位置,向右的箭頭就放在右邊,向左的箭頭就放在左邊。他們也在指標中加入日文標示。

UD指的就是「通用設計」。張軒豪表示,這套字體是基於「在細小尺寸內就能順利辨識」的原則下開發,擁有容易辨認字體外型、容易閱讀與不易讀錯等特色。而FS Millbank本身就是針對指標設計的字體,具有遠距離、行走之間也容易辨識的特性。

●借鏡荷蘭史基浦機場

張軒豪認為,荷蘭史基浦機場(Amsterdam Airport Schiphol)是機場指標的典範之一。「史基浦總是不斷改變、不斷適應需求。」他分析,史基浦只要加入新動線、新人潮,機場所有指標便會做「系統性」的調整轉換。不像桃園機場加了捷運,也只是把指標當「壁貼」般移來移去,未根據整個系統的改變重新調整。

So you think a twenty percent increase is unreasonable. That may be. However, an increase may also lead to merchants finally putting doors on their business like the rest of the world instead of air conditioning the street. People tend to waste resources they feel are inexpensive and given how the average retailer floods the street with cold air on hot days, one could conclude that the price should be somewhat higher. In any case, the rate increase is a result of previous cuts. How many utilities are cutting rates?

Interesting. I really didn't notice much of a difference on the service side vs star airports last decade (ICN, HKG, SGN). The formation of an airport authority also happened around the same time that the renovation of T1 was completed, which even though it wasn't started during his administration (Gateway Series, 2004), the Ma government did a competent job overseeing completion of the project.

1,500 travelers affected by power outage at Taoyuan airport

Taipei, Dec. 22 (CNA) An unexpected power outage at the second terminal of Taiwan Taoyuan International Airport on Friday caused the delays of six flights, affecting a total of 1,500 travelers.

According to Jerry Dann (但昭璧), senior vice president of Taoyuan International Airport Company, the power outage took place around 10:45 a.m., resulting in a blackout in the terminal's southern side and basement.

Dann said an initial investigation found the power outage to be caused by a circuit breaker trip that resulted from too much current (25,000 amperes) flowing toward a newly built area for EVA Air catering services.

During the blackout, five flights were delayed by 15 minutes and another one by 48 minutes, resulting in a total of 1,500 passengers being affected, the vice president said.

Airport security, immigration and customs officials, and airline staff worked together to minimize the effect the delays had on travelers, he said.

Before power was restored by 12:16 p.m., backup generators provided power during the outage to ensure the proper functioning of systems that could not be cut off, Dann said.

He gave his assurances that the airport would further look into the issue to make the proper improvements so that similar incidents do not happen again.

Fire at Taoyuan airport: Tractor towing JAL jet bursts into flames

Pushback tractor pulling a JAL plane at Taiwan's Taoyuan International Airport caught on fire late last night

TAIPEI (Taiwan News) -- A pushback tractor towing a Japan Airlines (JAL) jet caught fire late last night (Dec. 20) at Taiwan's Taoyuan International Airport, reported Apple Daily.

After arriving at Taoyuan airport 9:31 p.m. last night from Tokyo, the crew of JAL flight JT-809 packed it in for a overnight stay in Taipei. As a ground crew member was towing the Boeing 767 aircraft to an overnight ramp at approximately 10:50 p.m., smoke suddenly appeared from the back of the pushback tractor.

The driver immediately contacted the airport's fire department and then tried unsuccessfully to extinguish the fire with a handheld fire extinguisher. Firefighters were able to bring the blaze under control within 10 minutes and no injuries were reported.

When white smoke first started rising from the vehicle, the driver thought it was caused by oil dripping on the exhaust pipe, and did not expect that it was an actual fire at first. Fortunately, fire crews were close on hand to quickly extinguish the blaze.

It is not yet known whether the fire damaged the fuselage of the JAL jet. Civil Aviation authorities will inspect the aircraft and investigate the cause of the fire. The plane is currently grounded until further notice.

【救援片】桃園機場驚傳火警 牽引車起火險燒飛機

桃園機場昨晚發生火警!日本航空一架由東京飛往桃園的JL -809班機,於昨晚9點31分抵達桃園機場後,預計在桃園機場過夜,今天清晨再執飛其他任務,不料桃勤人員駕駛牽引車,將飛機牽引至過夜機坪時,牽引車後方突然冒出大量濃煙,桃勤人員立即通報桃機公司、機場消防隊,並且以手持式滅火器試圖撲滅火勢,所幸消防人員及時趕到,順利將火勢撲滅,整個過程約10分鐘。

讀者表示,火警發生在昨晚10點50分左右,一開始牽引車冒出大量白煙時,以為是油漬滴到拖車排氣管造成,沒想到竟然燒起來了,還好相關人員處理得當,大約10分鐘就將火勢撲滅。而牽引日航班機的牽引車起火,尚無法得知是否造成機身受損影響飛安,後續將由民航局接手調查,該架班機也無法執飛明天的任務。(突發中心黃仲明/桃園機場報導)

Airports being expanded amid 'Go South' efforts

March 7 (CNA) Projects to expand the capacity of the main international airports in central and southern Taiwan are being stepped up in anticipation of more travel between Taiwan and Southeast Asia because of the government's "New Southbound Policy."

"We are accelerating the pace of renovating the Kaohsiung International Airport in response to the New Southbound Policy," Civil Aeronautics Administration (CAA) official Lin Hung-hsien (林宏憲) told CNA on Wednesday.

"The renovation of the Kaohsiung airport is now projected to be completed in 2025, three years ahead of schedule," he said.

By that time, the terminal that currently serves only domestic fights will be able to accommodate 4 million international flight passengers and 1 million domestic flight passengers, bringing the airport's total capacity to 11 million passengers per year, he said.

The domestic terminal now handles some 1 million passengers a year, while the terminal for overseas flights serves 6 million passengers.

The expansion project also includes building new aprons and a public transport access system at an estimated cost of NT$25.2 billion (US$850 million), according to Lin.

Though the New Southbound Policy helped spur an increase in tourists from Southeast Asia in 2017, Kaohsiung International Airport handled about the same number of passengers in 2017 (6.47 million) that it did in 2016 (6.40 million), CAA data showed.



The New Southbound Policy is aimed at increasing trade and other forms of exchanges between Taiwan and countries in South and Southeast Asia along with Australia and New Zealand.

The policy was adopted in May 2016 when President Tsai Ing-wen (蔡英文) took office to reduce Taiwan's economic dependence on China.

It has helped offset the drop in visitor arrivals from China after Tsai assumed power by boosting visitors from Southeast Asia, especially from Vietnam, the Philippines and Thailand.

〔記者陳宜加/台北報導〕桃園機場上週五又跳電,立委鄭寶清今天對此表達不滿,質疑桃機服務品質甫獲得國際組織排名第三,如今卻淪為「跳電機場」。

桃園機場3月9日下午再度發生跳電事件,鄭寶清今天質詢時表示,桃機3月6日才宣布在國際機場協會「機場服務品質調查」中獲得第三名,卻馬上停電,且去年12月22日停電後,桃機承諾進行全面檢修,竭力避免再度停電,但今年2月12日、3月9日卻又再度停電。

鄭寶清痛批,桃園機場淪為「跳電機場」,專門跳電,也讓國人質疑得獎公信力,政府信誓旦旦說要全面檢修、絕不再發生停電事件,承諾卻是講話不算話。

交通部長賀陳旦表示,以這次停電狀況來看,復電時間已大幅縮短,也將再次全面檢修,避免再度停電,完全同意應逐漸改進,每次事故處理都要改進效率。

桃機董事長曾大仁說,事故已找出相關原因,3月9日為發電機問題、屬於外部因素,局部迴路15分鐘就恢復供電。未來第三航廈規劃雙供電、雙維護,將有兩個供電站、增加一倍以上穩定性,須由工程規劃施工,目前內部迴路已有雙迴路、外部只有單站。賀陳旦也說,過去規劃執行較慢,已與台電協調更有保險。

TAIPEI (Taiwan News) - After a tender for work on Taiwan Taoyuan International Airport’s Terminal 3 project failed to attract enough bidders Thursday, its completion might have to be delayed beyond 2022, media reports said.

Earlier requests from project contractors had already led the authorities to postpone the original completion date from 2020 to 2022.

The new terminal is designed to handle 20 million passengers a year, and once its satellite areas are completed, the total will rise to 45 million a year, the Central News Agency reported.

However, the tender for the terminal’s main project failed Thursday because fewer than three bidders showed up to vie for the contract.

The Taoyuan International Airport Corporation failed to say whether only one or two companies had put forward their candidacy, or none at all, CNA reported.

Thursday’s failure means that the process will have to start up again, but also that the new 2022 target date, which was approved by the Ministry of Transportation, might prove difficult to maintain.

Terminal 3 is one of the biggest public construction projects in Taiwan’s recent history, and several measures have already been adopted to attract contractors, such as a relaxation of limits on the recruitment and import of foreign workers, CNA reported.

The delays also result in a rise in costs from NT$74 billion (US$2.4 billion) to NT$79 billion (US$2.5 billion), according to reports.
