From that it looks like it was sold to Strand over a year ago. It seems an odd choice to switch to office from residential there, just as Chard are switching their project from office to residential at 8 East Broadway. The Quadreal office building under construction just to the north (Architype) might establish the market demand.

I think an office building would be good there since it's such a busy corner.
Isn't there an office or light industrial project at Main and 1st?
It would also extend the office uses in the are to the south from the Central building and SkyTrain.

It's Charlie Brown with the football. This school has been promised repeatedly. To say it's coming the day you produce a budget without it listed (while many others schools are) is a bit of a joke.

I read that there are no new schools in the budget (just a seismic replacement in Victoria). There is, however, a provincial election later this year...

If you look at the budget document there are several schools listed including new ones and replacements. I assume they were announced previously, so no new announcements for new schools.

So, there is a HUGE amount of unallocated money in the space. $4.2 billion over the three years from 2024-2027.

Only $1.586 billion on the books for projects over $50 million. I anticipate 10-20 school announcements over the next two months.

They aren't spending $4.2B on capital projects. I expect a lot of that money is on staffing increases, etc. Hard to say exactly as the budget document starts to become more of a marketing tool and less of a finance document.

Yes they are.
K-12 Taxpayer supported capital spending:
2024: $1.18 billion
2025: $1.49 billion
2026: $1.48 billion

K-12 operational spending gets adjusted upwards by a lot this year due to how they accounted for labour settlements over the last 3 years.
2023: $9.02 billion
2024: $9.74 billion
2025: $9.81 billion
2026: $9.83 billion

You are telling me with a straight face they have $2.72 BILLION DOLLARS of capital spending specifically on K-12 schools that's just a hand wave on the budget and not accounted for anywhere? Color me skeptical.

What are they spending it on? High level budget numbers are smoke and mirrors.

Yes. A good portion of that is regular capital maintenance, and smaller projects.

The budget is first and foremost a political document. There is no requirement that every project contemplated by listed, only those approved. Intentionally delay the approvals? No, never - you can say you wanted the budget presented earlier so normal timelines left individual projects unnamed. But it would be irresponsible to not anticipate them, and you get a big envelope to spend without busting your budget.

Not saying I love this tactic, but it makes complete sense to me politically for the government to omit certain flashy items in the budget to later dates. It's an election year after all!

With respect to the Olympic Village school, Horgan and Bailey stood on the site in 2020 and promised to "fast track" it.

Unfortunately, the province can't just start building something. VSB has to get things ready. VSB has prioritized seismic standards rather than capacity growth, and played games with allocating existing capacity which has slowed down access to various seismic programs over the years.

It sounds like it's the VSB who may have been dragging their feet. Brenda Bailey tweeted that the VSB got the Province the business plan for the school in January, and the Dailyhive piece says the City and VSB agreed a 99 year lease this week, (although it was approved in principle a while ago) so presumably we just need a podium set up on the grassy area, and a press release.

The land has been set aside since like 2007. They did something more official around 2020 or 2021. That was a very minor step.

You're carrying a lot of water for Bailey and Horgan's totally broken promises. They always point their fingers at the VSB, as if they don't have the power to override them at any time.
