There are some interesting images on this page including plans for old parks projects around downtown and the river.

I'm pretty sure these cranes were working on the Capitol Tower and the Omni Hotel.

The 600 block of Congress Avenue. This is where the One American Center is. All of the buildings facing Congress were demolished for it except for the one on the far right.

Notice they hadn't yet added the 9th floor of the Littlefield Building. Originally the building had a rooftop terrace in its place.

Might be even earlier? It doesn't look like any of the "six-pack" buildings along the South Mall were built yet. I believe most came along in the mid-late 30s.

I was under the same impression... but I just did a quick search of UT building dates.
The tower was open in 1937. the 6 pack was built between ( approx) 1951-1956!
Not much else was built between those years. ( War...etc I suppose)
The cars are hard to read but do look 30s/40s.

So, take a year or so off the 1951 date for site prep and construction and the photo is somewhere between 1937 and 1949/50.

This was taken at least after 1939 since you can see the Texas Memorial Museum above the power plant in the upper left.

I judged around 1940 because I think the streetcar tracks on the Drag were torn up around then and I think I can still detect them in this photo. The "six-pack" buildings weren't started until the early 50s and construction on the last one began in 1965 (if I remember correctly) and wasn't completed for a year or more.

The endzone-endzone stands in Memorial Stadium were elevated sometime between the time this picture was taken and 1963, my first year at The University. Lights for night games were also added in 1955 or so. The south-facing picture is what the south mall looked like when I was in school. And the Kappa Sig house was on 19th Street, facing the tower. Anyone else remember the annual "Kappa Sig Revolt" on March 2 of every year?
