Recreational marijuana use OK’d by Nevada voters

Nevadans voted Tuesday to legalize recreational marijuana for adults ages 21 and over. The passing of Question 2, by a margin of six points according to early polling results, allows for the legal purchase of up to 1 ounce of marijuana or up to one-eighth ounce of marijuana concentrates such as wax, carbon dioxide oil and shatter.

Under the law, recreational users will also be allowed to buy marijuana paraphernalia such as bongs and glass pipes. Those living outside a 25-mile radius of the closest Nevada marijuana dispensary will be permitted to cultivate up to six marijuana plants at home for personal use, as long as it’s away from public view.

High-speed rail plans may include station near proposed Raiders stadium site

A representative of XpressWest on Wednesday gave the Nevada High Speed Rail Authority an update on plans to build a line between Las Vegas and Victorville and Palmdale, California, and to Union Station in downtown Los Angeles.

Andrew Mack, chief operating officer of XpressWest, also told the five-member authority board that the company may look into the possibility of building a station near the proposed 65,000-seat domed stadium that is under consideration on 62 acres at Russell Road and Interstate 15.

The property is one of two locations XpressWest has explored for a Las Vegas terminus for the initial phase of a 185-mile, dual-track line to Victorville. It’s also a leading candidate for the site of the $1.9 billion stadium that could house the Oakland Raiders if the team were to relocate to Las Vegas.

Gov. Brian Sandoval on Thursday tapped his economic development chief to be chairman of the Clark County Stadium Authority, a new body established to oversee construction and operations of a proposed $1.9 billion domed football stadium in Las Vegas.

Steve Hill, executive director of the Governor’s Office of Economic Development, takes on the added role heading the authority immediately. Hill also chaired the Southern Nevada Tourism Infrastructure Committee, which recommended construction of the 65,000-seat stadium as the proposed future home of the NFL’s Raiders and the UNLV football team.

Sandoval filled out his three appointments to the stadium authority by selecting Dallas Haun, chief executive officer of Nevada State Bank, and Bill Hornbuckle, president of MGM Resorts International. Hornbuckle also served on the infrastructure committee, while Haun serves on UNLV’s Campus Improvement Authority board.

About 50 people on Friday took tours, chugged a whiskey toast and helped Affinity Gaming executives celebrate the conclusion of a $3.2 million face-lift at the 248-room Old West-themed Whiskey Pete’s property south of Las Vegas.

The company modernized the rooms with a top-to-bottom overhaul with new wallpaper and fixtures. Renovations included the addition of new bathrooms, upgraded beds and carpeting, modern furnishings and appliances including refrigerators, flat-screen televisions and plug-ins for laptops, smartphones and other devices. Company officials said it was the first major work done on the rooms since the property opened in 1977.

Clark County Commission votes to fund proposed Raiders stadium, Las Vegas Convention Center

A majority of Clark County commissioners voted Tuesday to codify two hotel room tax increases to fund the upgrade of the Las Vegas Convention Center and the construction of a 65,000-seat stadium.

Both tax increases were made official in a single 6-to-1 vote with Commissioner Chris Giunchigliani dissenting.

One tax increase will finance $750 million in bonds for a $1.9 billion domed stadium project, which could become home to the NFL’s Oakland Raiders and UNLV football team.

It’s no boom, but Las Vegas construction forges ahead

The latest numbers from Dodge Data and Analytics, a New York-based business intelligence firm specializing in the construction industry, show a 28 percent decrease in both residential and nonresidential construction projects getting underway in September 2016 as compared to September 2015.

Cumulatively, according to Dodge’s year-to-date numbers through September, Clark County has seen $3.093 billion in construction projects get underway in 2016. That number is up slightly from $3.077 billion in 2015, representing an increase of just more than a half percent.


This half-percent rise comes from residential construction consisting of both single-family and multifamily dwellings, which has grown 15 percent — from $1.54 billion to $1.77 billion — while nonresidential construction saw a decline of 14 percent, from $1.53 billion to $1.32 billion.

The public will get a chance to see that 1¼-ton glass dragon sculpture at the Lucky Dragon hotel-casino a little earlier than expected.

The property’s 27,500-square-foot casino with 37 table games and 300 slot machines will be ready for business as will its Chinese restaurants on the atrium level overlooking the casino floor and into the middle of the massive centerpiece dragon created to give players good luck.

The property’s five restaurants, where food has been prepared for onsite employees who have been training for nearly two weeks, will be a “night market,” inspired by street food outlets in Taipei and Beijing.

Las Vegas’ NHL team set to make long-awaited team name announcement

After the NHL awarded Las Vegas an expansion franchise for the 2017-18 season, owner Bill Foley labeled the next big announcement as the reveal of the team name and logo. He promised to make the eventual unveiling an event with a free celebration.

He’ll finally deliver on that pledge at 5:30 Tuesday evening at Toshiba Plaza outside of T-Mobile Arena. The team’s general manager, George McPhee, and NHL Commissioner Gary Bettman will appear alongside Foley as he uncovers a mystery that has gripped local sports fans ever since Las Vegas was first linked to a team nearly two years ago.

The name is expected to be some variation of Knights, with Desert Knights, Silver Knights and Golden Knights the most likely choices. Foley initially wanted to name the team Black Knights in homage to his West Point alma mater, but a number of factors ultimately dissuaded him from that.

Downtown Grand first to take bets on e-sports

The Downtown Grand is now taking bets on e-sports—becoming the first casino in the U.S. to do so — only two days after Nevada’s Gaming Policy Committee recommended that the state’s regulators begin working to allow the practice in Nevada.


Through William Hill, the U.K.-based company that manages the casino’s sports book, the Grand is now taking bets on the finals of the 2016 League of Legends Intel Extreme Masters Season XI e-sports event in Oakland, Calif, on Saturday and Sunday.

“Right now it’s happening,” Downtown Grand CEO Seth Schorr said. “Someone could come down and bet on winner of the final match of the Intel Extreme Masters, a major tournament taking place in Oakland.” Schorr said his sports book started taking bets at about noon today.

Raiders owner Mark Davis said he remains “committed to Las Vegas” and is not swayed by Oakland’s attempts to prevent the NFL franchise from relocating.

Oakland Mayor Libby Schaaf said Tuesday the city has agreed on the framework for a new stadium plan. However, Davis said the Raiders are not part of that agreement.

The San Francisco Chronicle reported Oakland City Pro Football Group LLC, a team of investors led by former NFL star Ronnie Lott, met in a closed session with the Alameda County Board of Supervisors to discuss terms for selling or leasing the Oakland Coliseum, the home of the Raiders. Details of the plan, which were not made public, are expected to be presented to the Oakland City Council next week.

“We believe that Lake Tahoe will be the site of the next Winter Olympics in the U.S.,” said former Nevada Lt. Gov. Brian Krolicki, who has been leading the effort to bring the games to the state for more than a decade as chairman of the Reno Tahoe Winter Games Coalition. “It is our goal and our hope. But it is complicated.”

Nevada’s opportunity to host a Winter Games — perhaps as soon as 2026 — has been enhanced by the opening of T-Mobile Arena in Las Vegas, soon to be home of the city’s new National Hockey League franchise, as well a potential new 65,000-seat domed stadium in the city.

More than one facility would be needed for the men’s and women’s Olympic hockey tournaments, so Orleans Arena and the MGM Grand Garden also could be viable venues, Killoran said.

South Point owner Gaughan buys additional land surrounding hotel

Property records indicate that Gaughan bought 29.4 acres near South Point for $17.1 million since early last year. His most recent purchase closed Oct. 31 and was a steep discount from what prior owners paid during the real estate bubble a decade ago.

Altogether, Gaughan’s new parcels form an L-shape of sorts that extends south of the casino-resort along Interstate 15. Clark County commissioners in March approved plans for an outdoor, equestrian staging area for South Point – which has a 4,600-seat equestrian arena and hosts bull-riding contests, horse shows and other events – and a new 28,800-square-foot maintenance building with carpentry and auto-repair shops.

It seems unlikely that hotel guests would notice the project. But it’s yet another expansion effort by Gaughan, who in the past eight years has added, among other things, casino space, bowling lanes and a third hotel tower to South Point, located at 9777 Las Vegas Blvd. South, some six miles south of the Strip.

Amazon is slated to expand its presence in Southern Nevada.

The company expects to begin operations by the summer of 2017 out of an 813,120 square-foot fulfillment center that is under construction off of North Lamb Boulevard just north of Interstate 15 in North Las Vegas.

Host of projects being planned or built right now will change landscape of Las Vegas Strip

There are major projects — the kind that was the norm on the Strip until the recession hit — planned for Las Vegas Boulevard.

They are Resorts World, being developed on the former Echelon site by Genting Americas; Alon, being developed across from the Wynn by a group of developers; and Paradise Park, a Wynn project planned for the golf course behind the Encore and Wynn Las Vegas.

Of the three, the mega-sized Asian-themed Resorts World seems to be furthest along.

“We have been working very diligently to refine our design,” said Michael Levoff, vice president of corporate communications for Genting Americas. “That is work that’s ongoing. Also, we have done a lot of work on the site in term of preparation.”

“These issues have been going on for an awful long time. We have not made great progress in Oakland and San Diego,” Goodell said. “We feel strongly about keeping our teams where they are. Relocations are painful and something we want to avoid at all costs, but that is something that we have to continue to work on. Those are decisions the clubs have to make.”

“There are some real strengths to the Las Vegas market,” he said. “It’s clear the Las Vegas market has become more diversified and more broadly involved with entertainment and hitting big events. There is a growth to the market. You can see the trajectory and where it’s going when you look at the data. There were some very positive things about it.”

Raiders owner Mark Davis reacted to Goodell’s comments by saying, “I’m not making any predictions.”

Davis laughed and added, “They have asked us not to talk about relocation, so I’m not going to talk about relocation. There’s a gag order, and I guess it’s just on me.”

“At this point, there’s really no reason for optimism in either market for the Chargers or the Raiders,” Indianapolis Colts owner Jim Irsay said.

“I think Las Vegas is a big enough market, and it’s a different market than Oakland. There’s a real enthusiasm from the powers that be that run that city and state to have an NFL team, and that goes a long way.”

“It’s not the biggest market, and you would prefer a bigger one,” Houston Texans owner Bob McNair said. “But sometimes you have to go where the opportunity is.”

Raiders, Adelson family fine-tuning stadium development details

Meeting on Thursday in Las Vegas, Raiders executives and several Adelson family members, including Las Vegas Sands Corp. Chairman and CEO Sheldon Adelson, discussed details from stadium naming rights to parking revenue to locker-room design, said Andy Abboud, vice president of government relations and community development for Las Vegas Sands.

Clark County Commission Chairman Steve Sisolak also attended the meeting and tweeted afterward, “Had a great meeting today with the Raiders and the Adelson family. Both are working very hard to finalize a complicated deal.”

Sisolak said the meeting, attended by Raiders President Marc Badain and Dan Ventrelle, one of the team’s attorneys, was conducted in Adelson’s office at The Venetian.

Much of the discussion centered around the process that lies ahead as the Raiders prepare to file a request with the NFL to relocate the team from Oakland to Las Vegas. That request is expected to be made in January, prior to owners’ meetings preceding Super Bowl 51 in Houston.
