Perhaps. But in this city, that requirement would have killed this development.
As it was, it was a long term empty building that was repurposed using wood frame construction sheathed in OSB. So, if that's what it took to get the lights back on in this building, a full height brick veneer isn't even in the conversation.
IMO, putting a modern brick veneer on this sort of addition wouldn't have matched up well to the existing, and would probably have been
less attractive than IMP
