Same for Seoul. The numbers (9,963,000) are Seoul city proper. The metro area is closer to 25 million.
Some cities are MSA, others are urban areas, others are city proper. There's no consistency.
Which is why the best thing to do is average Demographia with Citypopulation.de. That's what I do at least.
