If you're talking about this picture below:

Then you're incorrect.. this pic was part of series of pics I posted on page 2 and 3 of various Queens hoods. The pic is actually of a neighborhood much farther out than Astoria.. It's Richmond Hill.

New York and Philadelphia used to have a lot more that were put underground. The noise and dark sidewalks made the adjacent property undesirable. In Philly, "the 'Kenzos' under the El" are kind of a running joke. It's still pretty shady but getting better. I just hope we can appreciate the aesthetic uniqueness before they're redesigned or removed. The West Philly El was rebuilt a few year ago. It's still unique but more modern looking. Lost a bit of its charm IMO.
In general in the outer boroughs of NYC, the streets that are the under the tracks aren't shady at all. They're usually really vibrant retail strips and the main thoroughfares of many neighborhoods with throngs of people and traffic as far as the eye can see.

I think we're slowly getting there. In Philadelphia, especially around the elevated tracks, development tends to grow nearby before approaching the lines. They have a local reputation to outlive. Not surprisingly, those who seem to be embracing the property under the tracks are NYC borough transplants, not locals.
