It is alterations to the existing Capilano Water Treatment Plant. They are building a new treatment plant just to the east of the photo's right edge.

Here's a few focusing on the Hudson condo in Victoria, with a view of the rooftop of the old Hudson Bay building, and views from one of the suites.
