A lot of years went into the study and planning of Hudson Yards. They can't just flick a switch on a developer's whim to allow
anything be built. I'm sure Silverstein wouldn't be the last to suggest a conversion to residential. Too much conversion defeats the purpose of Hudson Yards, which is to provide a new commercial district. As always, residential development can be built just about anywhere.
What Silverstein could do, if he just had to get into the ground now, is build the residential component, and reserve a space for future commercial development beyond the retail.
