I can't spot the Capitol Tower site yet. Either that or the mural's facing a different direction.

That site is out of the field of vision for the camera. It would be on the bottom and to the right just a bit.

No, not until demo is done and caissons for the actual new tower are set. At least per definition on this site, which in this case I'd agree with until all demo is done.
