I think the city will keep fighting the billboard companies, so this is far from over. The billboard companies are actively making proposals to change their billboards to try to bring them in compliance. I’m sure some compromise will ultimately play out. Who knows how long it will take. Apparently the only billboards in compliance are the ones in industrial zones, which means all billboards in midtown and downtown are currently non compliant

Is prison architecture coming into vogue in residential development? We seem to be getting a good handful of low rises and high rises with the small or skinny windows mixed in with matte black or gray walls.

And they look good as a mixture to the overall fabric of the city and the various styles that change every 5-10 years.

Have you seen the floor plan for the building. I’d say those are elevator corridors probably. Just a guess like yours…

It's unlikely they're elevator corridors. This aesthetic was applied to an entire side of Alta East on Memorial Drive, though less tastefully than above. It looks needlessly bleak and I cannot imagine how it improves the appeal of the space within. I'm sure it's less costly, but it's at the expense of livability for the tenants.

Those thin windows appear to be on the side wall of east and west facing units, where the main (larger) windows face on the opposing corner of the building. The floorplan is probably identical to those on the interior of the building, so those thin windows were just added in the bathrooms and kitchens where a solid firewall would be in a normal floorplan. Those thin windows are not designed to be the primary windows in the unit, but they were just added to let additional light in and break up what would normally be a blank wall.

You can see on the picture of 1280 west below, the corner units have the same floorplan as interior units, so there is this giant blank wall that appears on the corners of the building. It appears this building added small windows to that wall to add additional light and break up what would be a blank wall. They could have spent more money and made a dedicated floorplan for the corners, so both walls would have had large windows, but they chose a compromise and just added the small windows where they could in the existing floorplan.

*edit: on a serious note - Windows/fenestrations represent one of the main challenges in efficiency in the ongoing energy usage of our built environment, so look at smaller windows as greener than solar panels!

Based on this rendering, I think you're right.
