I haven't seen any plans of what tracks on the bridge would connect to. Sure there's tracks on both sides of the river, but linking them wouldn't result in a meaningful increase in service. There aren't any existing service patterns that have the Tappan Zee as a critical missing link. The only thing that makes since would be adding a new line from Suffern, Spring Valley, Nyack, Tarrytown, White Plains, to Port Chester generally paralleling 287. It would be fantastic at creating new commuting modes to/from White Plains relieving 287, with the added bonus of a link to the NEC, but except for the section from Suffern to Spring Valley, the ROW would have to be created from scratch. Very pricey.
Anyway, my main question is this; What would rail on the Tappan Zee link up to?
