Expanding the airport and replacing the CTB are not mutually exclusive goals. The CTB has been past useful life for a looong and time already the many airside improvements planned for taxiways (mostly double loaded to gates rather than singles), ramp area, service vehicle circulation, hard stands, installation of hydrant fueling, increased clearances, elimination of tow in gates, etc will make a meaningful difference to airport operations.

Biden, who last year dubbed the Queens airport "a Third World country," fully supports the plan which will break ground next year. Total construction will take about 18 months, Cuomo said.

"It is actually happening," said Cuomo. "LaGuardia Airport is un-New York."
He said that approvals that would normally take years were expedited by the vice president's office.

The construction will create 8,000 jobs, Cuomo said. The overhaul will completely change LaGuardia's current design. Instead of a series of ad hoc terminals, the new airport will consist of one unified terminal that will have connection to mass transportation, including to rail and ferry.

The new airport will be moved about 600 feet closer to the Grand Central Parkway to create more space for flight operation, the governor said.

The vice president praised the governor's efforts to push the plan forward. "This is the greatest city in the world and it requires 21st century infrastructure," Biden said.
The plan to build a new airport could not be done without the full cooperation of Delta Air Lines since the airline privately leases its own disparate terminals on the site. The governor called the company "a great corporate citizen."

John F. Kennedy Airport will also receive improvements as part of the wider infrastructure overhaul. The airport will get its own new hotel, set to create about 3,700 jobs, Gov. Cuomo said.

The event is the vice president's second in New York state on Monday. Earlier in the day, the pair revealed the details about the siting of a photonics hub in Rochester at a news conference in Western New York.

In October, the two talked about plans to improve the region's airports and announce a design competition. In February 2014, Biden said if he blindfolded someone and took him to LaGuardia, he'd think he was in "some Third World country."

Greatly overdue. 4 billion should go far to transform the airport into a world class place. Not to mention landing at LaGuardia is the most scenic ride in the world. If your on the left side of the plane facing West.

Hey! Where the parking garage go? I just don't see it. Can they build a new parking garage right next to the terminals.

Can they build 2 more new runway? I think they have to build 2 more new runways instead of 2 existing runway. I think they will reduce the congestion. They don't have worried about a flight delays due to NY traffic controls. It will save their times. It will improve. eased the congestion.

Posted this on SSC, but without more runway capacity it seems they're just building nicer buildings for people to sit around and wait for their delayed flights to leave.

The airport won't be adding new runways, and wasn't expected to be doing that for various reasons. The RPA report that came out a few years ago explains why. Adding more runways there wouldn't be worth it basically given airspace constraints with the two other larger fields.

How do you ignore a rude poster? There doesn't seem to be any ignore function.

The design of the airport looks good but could have been more imaginative and daring of course.

Yes everyone wants a nicer main terminal, but honestly just refurbishing would go a long way. That and getting the train connection to Manhattan.

The reality is LGA should be for origin/destination in NYC only. We don't want or need connecting flights here like a hub like Atlanta or Denver or DFW. Those places need large central terminals with airside connections. LGA does not. Very few people need to ever switch terminals there. A central terminal can actually be worse - adding curb to gate time due to longer walking times. The strong point of LGA - and what it should strive for - is quick times from curb to gate.

Honestly the Delta terminal was perfectly nice when I was there last. New, plenty of seating, easy to get in and out quickly.

They need to focus on renovating the older terminals, a train connection, and maybe an additional runway. An extra runway will help on nice days but at the same time make rainy days that much worse since you'd have more traffic but be forced back to one runway due to visibility.

Refurbishing that old terminal would be a non-starter. It doesn't have the space and it's falling apart. New terminal was the best option. Anyway, what you want is not happening. All the terminals are being demolished and replaced.

Also, Go read the RPA report. Adding a runway at LGA would be not cost effective and poor asset management. The best place to add a new runway is at JFK and EWR. The airspace constraints in the area mean that incraesing asphalt at LGA won't lead to a great enough movement increase to be worth the political, financial and environmental effects of trying to fit another runway into LGA (an airport that is basically in the middle of a major city).

THe reports I've seen indicate the project will be taking 4-5 years. The 18 month figures is wrong. Airliners.net have a discussion going on it.

The rail connection will probably be the air-train to transit. Although slower than an express service (one seat ride) this is still the most feasible option and politically acceptable solution right now.

The ferry is a useful addition, but does not have the capacity or reliability (due to operation on water) to be a worthy solution to transit access to LGA.

A second runway would certainly help. Yes there are air space constraints but that can be solved too, with better technology coming to planes and ATC. But just now there are often queues of planes waiting to take off on a clear day. Why not have two so you can have twice the takeoff capacity. Won't solve the bad day weather but many times it has been a clear day and I sit on that tarmac for an hour for a 50 minute flight to YYZ.

You won't have twice the t/o capacity. The airspace configuration won't allow that without affecting the capacity of the other airports. The RPA report details all this. The conclusions shows that a new runway at LGA would not be worrth it for the movement increase. The political and environmental movement (NIMBY) would make it a very long and expensive ordeal. They are not going to build a runway unless it is a major improvement in capacity.

And I'm saying I don't buy that there isn't room for improvement in airspace management. Obviously that would have to come first before the runway but that is where the money should be going - improving on time perfomance so I don't have to sit in a nice new terminal for 4 hours. NYC is doing around 1.5 million aircraft movements. London does 2 million. So there is at least some room for improvement.
