Michael Shah’s Delshah Capital and John Carson’s OTL Enterprises plan to construct a 180-unit luxury rental building in Downtown Brooklyn, replacing a longtime drug treatment facility with a new mixed-use building.

Plans call for the construction of a 20-story building at 22 Chapel Street between Jay Street and Flatbush Avenue Extension, according to documents filed Wednesday with the city’s Department of Buildings. The existing two-story brick building is home to the START Treatment & Recovery Centers Inc.

The new building will span 150,431 square feet with more than 15,200 square feet earmarked for a community facility, according to filings. It will also have nearly 2,000 square feet of ground floor retail and 87 parking spots.

According to the filing, the community facility will occupy parts of the cellar, first and second floors. The second floor will also house a lounge, party room, offices, children’s room and gym.

Apartments will occupy floors three through 20, with a pool and lounge on the 15th floor and rooftop terrace.

More than a decade after the Bloomberg administration greenlit a mixed-income apartment building in Chelsea, the long-stalled project is finally moving forward.

On behalf of developer Artimus Construction, the New York City Housing Authority filed building plans for a 160-unit building at 401 West 28th Street, an 18-story apartment building within the Robert Fulton public housing complex, as The Real Deal reported earlier today.

In addition, Artimus will install a basketball court and making playground and parking improvements.

In a statement, a NYCHA spokesperson told TRD, “The Fulton Houses project will provide affordable housing for New Yorkers at a time when affordable housing is increasingly difficult to come by… NYCHA residents [will be] given a rental preference for 25 percent of the units.”

The building will have 51 studios, 70 one-bedrooms and 38 two-bedroom apartments. There are several affordability “tiers” for residents, with 64 units set aside for those earning 165 percent of the area median income (AMI), 32 units for those earning 135 percent AMI, 31 units for those earning 80 percent AMI and 32 units for those earning 50 percent AMI.

There are a dizzying number of major new infrastructure projects going on in the metro area: New Tappan Zee, Goethals, and Kosciusko Bridges, the LIRR tunnels to Grand Central, and a new LaGuardia terminal. Pretty insane. Not to mention Phase 1 of the 2nd Ave subway which opens in December (possibly).

Agreed. Far too much is allowed to try and hold New York back. Its a peacock. You gotta let it fly.
On another note, this tower is filling out an area of Manhattan that could use some height. It will add a dramatic impact over the bridges unlike anything before.

Initially proposed in 2006, the $1 billion mixed-use project broke ground in 2014 after years of delay due to a reported lack of funding.

Correction: an earlier version of this post named the wrong architect for the project.

Oh man, that's horrible. If you're going to do a facadectomy like that (which can be amazing), at least try to make the addition something noteworthy. That's just a lazy faux brick facade over a beautiful neo-gothic structure, with no meaningful nod to - or even departure from - the original in style, massing, or material. I'm no architect - or even architecture student - but I know this is just bad.

The properties Related is taking over include a three-story storage building at 170 Eleventh Avenue, two plots facing 23rd Street, and another plot on the other end closer to 22nd Street.

U-Haul will retain their property at 536 West 23rd Street, which the company currently uses as a garage for its pick up trucks and moving vans. They will however sell 70,000 square feet of air rights from that property to Related.

As is usually the case with Related, very little is known about the project so far except that this new building will have 140 apartments, and the structure itself will span about 288,000 square feet. Related will need to get city approval to transfer the air rights from U-Haul to their development site since it sits in a different zoning district, according to TRD.
