The start date looks like a placeholder. The estimated cost might be misleading as well. But they are working with what, four or five old buildings so the cost is increased. Maybe they're planning on excavating the basement for some hot River Level action.
How much did the Savoy restoration next door cost? That might give us something to go on.

Usually, owners and architects like to state the estimated cost as fairly accurately as possible. While the filing fee with the state is the same, the fees a Registered Accessibility Specialist (reviews the plans for the state) charges will increase based on the estimated cost. Same with the city's permitting fees.
Interesting, and good, that a different architect is involved in this portion of the work. This particular architect (no, I don't work for them) remodeled a building near the Pearl into a West Elm store, so they do have relevant experience.
