Does anyone have a before shot from about 10 years ago? The changes would be pretty cool to see.

^There's got to be a few on Flickr somewhere. I've seen Eau Claire shots where the entire neighborhood looked like one massive parking lot lol - so many changes within the core over the past decade or two.

My guess is because of how hot it gets. I was up there on a sunny day that was around 22C and it felt scorching with any umbrellas. The time when it's good is in the evenings.
