Not sure what the temperatures are there, but running a propane heater under the tarps to keep the cement from freezing in cold temperature which helps the concrete to cure properly. If it does freeze the concrete becomes brittle after it cures.

That makes sense. They have what look like heaters out there right now.

I don't think they poured cement, they just don't want to have to clean 1' of snow from the pit area.

Perhaps provide elevations for the next layer of steel? There appears to be duct tape at the bottom of the PVC tubes.

According to developer, the mat pour will be night work Friday Feb. 13 @ 10pm thru Saturday @ 3pm. Should be a lot of action.
