That ancient ship is for local rivers, the Seine and its tributaries, since river freight has been a major and historic factor in the development of the metro area.
Of course it had to be crowned with some fleur-de-lis as a city of the former monarchy.
Speaking of which, too bad the fleur-de-lis remained a monarchist political symbol here.
Being a republican, I think this would still be a fine flag for my country.
It's only historic and a well known emblem of France's identity, although the same fleur-de-lis was used in a few other countries or foreign provinces too, I believe.
But local politics makes a nonsensical symbol of it anyway.
