Do other places have freeways that "bounce"? Or is that just CA?

I've been to Phoenix. Your roads are shit. Sorry.
Compared to where? Our roads are better than almost anywhere else I've been outside of Japan.

Refer to Exhibit A from several pages back:

Phoenix is in the United States therefor the roads suck. Might not be as bad as New York City or New Orleans but they're still shit. I've been to pretty much every major city here in the United Potholes of America and our road infrastructure across the board pales in comparison to most other industrialized countries.

I hope you're being sarcastic. Phoenix is one of the last cities I would pick on in terms of worst road infrastructure. The arterial grid found there and many other cities in the US is highly efficient at moving high volumes of traffic across large distances.

The grid like most cities west of Ohio [and Florida], is set to the PLSS - township and range system, it's far superior to the British system of metes and bounds that the 13 original colonies implemented.

Part of the problem as to why smaller East Coast metros like Boston, Washington, Atlanta have such terrible traffic congestion is due to the old system of establishing roadways based off of topography, physical geographical features and irregular shaped privately held properties.

That money goes to people's pockets, not roads. That money also goes to road diets, in a time when traffic is becoming heavier and the use of rideshare technology has been increasing. It also goes to things like busses, at a time when transit counts have been declining.

Just this week, the Governor decided to Get To The Bottom of California's high gas prices. He can't seem to figure out why they're a dollar more per gallon than everywhere else. It certainly isn't the gas tax increase from last year.

As for the good weather comment:
Because the roads have been so badly neglected and poorly maintained [to cut costs and redirect spending to government salaries and free healthcare for Illegal Aliens] every single time it rains [not very often], potholes rip open the streets. Most cities continually maintain their streets, filling cracks with tar to prevent water from getting under the pavement, resealing streets fairly often -- this doesn't happen here. It's all reactionary responses. Throw some asphalt in a pothole and call it a day.
