Unless it changed in some way, it's underground parking accessed by Ludlow st. Maybe just weird wording

It's to my understanding that the plans call for underground parking. Don't know why it's stated that way

i thought this would be farther out of the ground by now, I feel like the crane has been up for several months.

They did just finish the parking levels underground, and you can see the core forms in place now. It should rise quick not long from now

This took me by surprise. In two years we'll see a 400 foot tower in the middle of this view, incredible
