70-Story Tower Could Come to Part of Jersey City’s Avalon Cove Site

An application that calls for constructing one of the tallest buildings in New Jersey could be approved as early as next week.

A Manhattan-based firm calling itself Tower Cove Jersey City Urban Renewal has filed plans to construct a 70-story tower at 444 Washington Boulevard in Jersey City’s Ward E. The residential portion of the proposed high-rise would consist of 950 units, according to a legal notice that was issued on Friday. On the ground floor, the building would contain four spaces that would bring a combined 17,200 square feet of new retail space to the Washington Boulevard corridor. 572 parking spaces are planned as well.

The property, located in a flood plain along the Hudson River Waterfront Walkway between Harborside and Newport, sits roughly a block east of the Harsimus Cove stop on the Hudson-Bergen Light Rail. The premises consist of AvalonBay Communities’ Avalon Cove complex, which is made of two separate five-story buildings with a total of roughly 500 apartments. Parking is also provided at the development, which was constructed over two decades ago.

Although it is not yet clear where exactly the 70-story building would be constructed at 444 Washington Boulevard, it appears that the existing apartments will remain.

Tower Cove Jersey City Urban Renewal is registered out of the 22nd story of Paramount Plaza in Midtown Manhattan, a floor that is also used by AvalonBay Communities. The Jersey City Planning Board is scheduled to take up the company’s application during its meeting on Tuesday, August 13, at 5:30 p.m. The developer is seeking Preliminary and Final Site Plan approval with variances.

New Details on Avalon Cove Project Reveal Plans for NJ’s 4th Tallest Tower

A proposal to bring a new high-rise to a property between Harborside and Newport near the Jersey City waterfront is now expected to be heard during a public meeting in September.

As Jersey Digs first reported earlier this month, a firm known as Tower Cove Jersey City Urban Renewal is seeking to construct a 70-story tower with 950 units and 17,192 square feet of retail space at 444 Washington Boulevard. The proposed development would be just under 722 feet high, according to documents from Jersey City’s City Planning Division that were obtained by Jersey Digs. This would make the structure the fourth tallest building in both the city and the state behind 99 Hudson, the Goldman Sachs Tower, and the upcoming second phase of Journal Squared.

Initially, the application for Preliminary and Final Site Plan approval by AvalonBay Communities-owned Tower Cove Jersey City Urban Renewal was expected to go before the Jersey City Planning Board during its August 13 meeting, but the matter has since been carried to the September 10 meeting.

The proposal calls for the building to be built on the same tract as the existing Avalon Cove complex, which consists of around 500 apartments. However, a landscape plan shows that the tower would be constructed near the northwest corner of the premises along Washington Boulevard and that the existing two apartment buildings would be left intact, though six apartments are expected to be removed.

Renderings Unearthed for Approved 70-Story Avalon Tower in Jersey City

Designed by Manhattan-based Gerner Kronick + Valcarcel Architects, the 950-unit Avalon Tower will rise just about 722 feet high at its highest point, with a shorter section topping out at 575 feet. Under the plans, the high-rise will be constructed near the northwest corner of the premises, while a six-story parking garage and retail facility will be built along Washington Boulevard just south of the tower.

Breaking down the tower’s apartments, 505 of the units would be studios, 265 would include one bedroom, 160 would contain two bedrooms, and 20 would have three bedrooms. The high-rise’s 59th floor is slated to feature an amenity area that includes an outdoor terrace and pool, while a “multipurpose terrace” will also be featured throughout the building’s the second floor.


The 145,216-square-foot parking garage just south of the tower will include 382 spaces for residents plus a health club and 17,192 square feet of retail space split between four different storefronts facing Washington Boulevard. A new service road will be created between the buildings for loading and parking access, and an additional 130-space surface parking lot will include spots set aside for those visiting the project’s retail component.

Both new buildings will utilize aluminum and brushed stainless steel on their exteriors. The existing Avalon Cove buildings at the property, which consist of 498 apartments inside two five-story structures, will remain under the plans. When the tower is built, the entire Avalon complex will include a total of 1,448 units.

AvalonBay’s 70-Story Tower Planned For 444 Washington Boulevard Appears To Be On Hold, In Jersey City

Activity has yet to begin at 444 Washington Boulevard in Jersey City, the site of a 722-foot-tall skyscraper from Gerner Kronick + Valcarcel Architects and Tower Cove Jersey City Urban Renewal. In addition to the 70-story tower, which will contain 950 residential units, there will be a second 575-foot-tall structure, as well as a neighboring six-story building containing 17,192 square feet of retail space and a 382-vehicle parking garage.

Recent photos show the state of the site, which is bound by Washington Street to the west, Thomas Gangemi Drive to the north, and 2nd Street to the south. The northern section of the Avalon Cove residences is where construction is planned to proceed. This area is currently occupied by two one-story car garages and several surface-level residential parking spaces separated from the sidewalk by a black gated fence.

Both skyscrapers will be clad in sleek aluminum and brushed stainless steel façades. 444 Washington Street will yield 505 studios, 265 one-bedrooms, 160 two-bedrooms, and 20 three-bedroom homes. Residential amenities include a multipurpose terrace on the second floor and an outdoor terrace and swimming pool on the 59th floor. A pair of open-air public spaces called the East Coast Greenway Plaza and Overlook Plaza will be built along Thomas Gangemi Drive and sit adjacent to the Hudson River Waterfront Walkway. These plazas will include a pedestrian terrace, a children’s play area, and a dog run. The existing 498 Avalon Cove apartments will bring the total number of units in the development to 1,448.
