Proposal at Aqueduct Racetrack in Queens would bring new hotel complex, more lottery machines; state’s approval needed

The proposal includes adding a 400-room hotel, a 20,000-square-foot spa and resort, at least 140,000 square feet of convention and meeting space, plus additional room for food, retail and casino expansion.

The plan, which would expand the Resorts World Casino footprint at Aqueduct by an estimated 750,000 square feet, was outlined June 27 to the New York state Franchise Oversight Board by Resorts World Casino President Ryan Eller.

If all goes to plan, Mr. Eller told the board, the complex would open in April 2019.

The additional video-lottery terminals would come on top of the 5,500 electronic gambling machines of varying types already at Resorts World.

A spokesman for Resorts World said the expansion would be built on the west side of the existing casino, a space now covered by a parking lot.

Aspects of the project require approval from the Franchise Oversight Board, which represents the state of New York in real-estate developments that involve the Aqueduct and Belmont racetracks, and from the New York state Gaming Commission.

The proposed venture at Aqueduct is rooted in a move this spring by lawmakers to include a budget line letting Resorts World Casino host 1,000 video-lottery machines that were originally to be installed at a proposed gambling parlor in Nassau County.

.....In the less than five years since the Resorts World Casino at Aqueduct opened, it has generated $1.5 billion toward the state’s education fund, said Michael Levoff, Genting senior vice president of public affairs.

The project is currently in the pre-development stage, but Resorts World is hoping to break ground on the new facilities and improvements by fall of this year, a spokesman for the company said. Michael Levoff, the senior vice president of public affairs for Genting Americas, the owner of the casino property, said the new construction would lead to an eventual boon for New York’s education system, which receives funds generated by casino revenue.

“This new expansion, and its corresponding increase in visitation to our facility, will result in a boost in revenue for both New York’s education fund and the state’s horse racing industry—while also acting as a catalyst for additional economic development in our local Queens community,” he said. “Beyond providing additional revenue, this expansion will also add approximately 1,500 good-paying careers for New Yorkers and thousands of construction jobs.”

The proposed expansion would take place on the west side of Resorts World Casino. The area currently includes only parking, so construction will not significantly disturb the day-to-day operations of the casino. Future amenities were also being considered, including additional hotels, an entertainment venue and more retail space.

State Sen. Joseph P. Addabbo, Jr. (D-Howard Beach) said he was optimistic about the potential expansion from what he had heard and looked forward to hearing more details about the proposal.

“Whenever we look at something this large, you need to look at the details, but I immediately saw jobs,” he said. He also liked the fact that the new amenities would not be solely related to casino-related activities.

“You don’t have to be a gambler or a gamer. There will be a spa, more food. There’s something hopefully there for everyone,” he said. “It becomes a destination where Resorts World can look at a customer and instead of hours spent there, they can look at days spent there.”

Casinos are death traps. I'd rather them have built the convention center here and not this temple of vice. It looks like something you'd see in Vegas, a bad precedent for NYC.

Representatives from major gaming companies have been meeting this week with lawmakers in Albany, including the Assembly speaker, Carl E. Heastie, to push a proposal to open as many as three full-fledged casinos in the New York City area.

They say that such a move could provide the state hundreds of millions of dollars each year in new revenue and create thousands of new jobs, an argument that has been given extra heft by the collapse of the Amazon deal in Queens, and the ongoing effort to find a financial cure for the city’s decrepit subways.

Under one proposal, Aqueduct Raceway on the Queens border with Long Island and Yonkers Raceway would be converted from so-called racinos into full gaming operations. The chairmen of the Assembly and Senate gaming committees have thrown their support behind the idea of bringing gaming to New York City. Gov. Andrew M. The leader of the Senate Democrats, Andrea Stewart-Cousins, has not publicly stated a position about new casinos, but Mr. Heastie has been historically cool to the idea.

Sands is seeking to open a new luxury casino in New York City, and the company has enlisted the former governor, David Paterson, to advocate on its behalf.

“I think, in an iconic city like New York, to have an iconic structure, would be another, really beautiful, tourism destination,” Mr. Paterson said in an interview
, adding that he wished someone had proposed it when he was in office and “we had a $21 billion deficit.”

MGM Resorts, which owns Yonkers Raceway, and the Genting Group, a Malaysian-based conglomerate that runs the Resorts World racino at Aqueduct, have stressed the speed with which they could transform their current operations in Yonkers and at Aqueduct Racetrack into full-fledged casinos, arguing they could be up and running within months, as opposed to the years it might take for an outside company to start from scratch.

“Resorts World is a proven operator ready to move immediately once given the authorization,” said Michael Levoff, a spokesman for the Genting Group, noting that the Aqueduct casino had been operating in Queens for seven years, and generated “over $2 billion in much-needed revenue.”

Sands, meanwhile, seems to be banking on the appeal of construction and other union-friendly jobs. The company is already negotiating agreements with at least two major unions, including the Building Construction and Trades Council, whose president was one of the authors of an op-ed in early March that advocated for an expansion of casinos downstate as a way to provide “new revenue to improve public transit service, fund public education, and other New York priorities.”

The argument in favor of expansion was echoed in a letter sent to Mr. Cuomo by the Business Council of New York, a frequent ally of his, arguing that it would add up to “$1.5 billion in much-needed immediate revenue,” though the Council said it was opposed to the idea of “any quick-fix approach to convert existing racinos.” The process, it said, should be opened to bidding.

The appeal for the casino companies is clear: untold numbers of potential customers, including the 65 million tourists who come to New York City every year.

“You’ve got massive population, not only in New York but in surrounding states,” said Ron Reese, a spokesman for Sands. “And that’s really what drives the success of these multibillion dollar casino resort properties.”

Indeed, Mr. Cuomo characterized a New York City casino as “the golden franchise” for gaming.

“If you were to go there, and I’m not even sure I would go there,” the governor said, about such a plan, “it would have to be through a competitive bidding process, so we made sure New Yorkers got the best price.”

Manhattan doesn't need a casino. Maybe it's time to put one in Coney Island as a draw and anchor to the planned indoor amusement district. I never understood Cuomo's logic of opening the upstate casinos first.

Powerful downstate casino giants have privately made the pitch to the four upstate casinos and state leaders that lifting a moratorium on New York City-area gambling licenses could be the bailout the upstate ones need to survive.

If the state were to drop its ban on new casinos before 2023, the New York City-area casino developers are each offering $500 million to the state for casino licenses, as well as offering to pay the fees that would be owed to the upstate casinos if the ban is lifted.

Not only that, the new revenue from the downstate casinos could allow the state and upstate casinos to renegotiate their tax rates because the industry as a whole would be bringing in more revenue for the state, the casino hopefuls have argued.

Sands wants a foothold in New York City, while MGM wants a casino license for its newly purchased Empire City Casino in Yonkers, and Genting wants one for Resorts World New York City in Queens.

The three casino companies have been working the halls of the state Capitol in recent weeks promising heavy investment in the state if the ban on new casinos in New York is lifted.

Vegas casinos could be coming to NYC

Three large casino companies are jockeying over a rare opportunity to bring a piece of the Las Vegas Strip to the Big Apple, The Post has learned.

Wynn Resorts, Bally’s Corp. and Las Vegas Sands are all quietly positioning themselves to compete for a New York City-area casino license in anticipation of Albany putting out a request for proposals as soon as next month, sources told The Post.

Efforts have included talking to potential developer partners and wooing local politicians for support, sources said.

The mad scramble comes as Albany struggles to close a $15 billion budget deficit and create jobs in a state badly hurt by the pandemic. This has motivated some lawmakers to push to issue three gaming licenses reserved for downstate New York (an area that encompasses the city, the lower Hudson Valley and Long Island) this year instead of in 2023 as originally planned.

Two of the three licenses are expected to go straight to gaming properties that have already been OK’d to run slot machines in the area: the Resorts World Aqueduct racino in Queens and the MGM Resorts-owned Empire City Casino in Yonkers.

That would leave just one license for the Las Vegas and Atlantic City big shots who want to bring blackjack, roulette and other forms of casino entertainment to the Big Apple or neighboring Nassau County.


Las Vegas Sands CEO and chair Robert Goldstein told The Post in an exclusive interview that his company is still focused on coming to the Empire State even after last week’s sale of its Las Vegas properties, including the Venetian Resort, for $6.25 billion.

“We are eager to bring our expertise and resources to New York — a move that could bring needed revenue, thousands of jobs and help rebuild the state from the devastating effects of COVID. And we don’t need any subsidies to do it,” Goldstein said, referring to the billions the Sands pocketed exiting Vegas.

Goldstein first broadcast his company’s interest in snagging a Gotham-area gaming license in a conference call with investors in January. But last week’s sale of its Vegas properties had insiders questioning whether Sands might be planning to exit the US entirely to focus on its much more profitable Asian gaming business.

Not so, said Goldstein. “While we are prudently keeping our options open, we have been approached by a wide range of real estate interests from basically every borough. They all understand the huge potential economic benefits,” he told The Post.

Wynn and Bally’s, neither of which has publicly discussed its plans to vie for the New York license, declined to comment.

The Empire State casino race kicked off in 2013 with a constitutional amendment authorizing seven gambling casinos in the state. The four upstate casinos were licensed first, and a moratorium was placed on the three downstate casinos for fear they would take business from the upstate gaming concerns.

That moratorium will expire in 2023. But Gov. Andrew Cuomo signaled his interest in expediting the process in January, when he included a “request for expressions of interest” in his budget proposal, signaling to the industry he wants to hear from them.

Locations being scouted include Willets Point in Queens, where new Mets owner Steve Cohen leases the Citi Field ballpark and adjoining parking lots; the Belmont Park development in Long Island, which is already home to the Belmont Park racetrack and the Islanders stadium; and Staten Island’s St. George neighborhood — home to both the Staten Island Ferry and the New York Wheel, a proposed 630-foot Ferris wheel to be located next to the Empire Outlets retail complex.

“I think Manhattan is a no-fly zone. I think Westchester and Nassau will be politically challenging,” one source close to the process said, adding that he expects a license to be approved for a new location in the outer boroughs.

The project could cost between $2 billion and $4 billion, depending on what the state ends up wanting, sources said. In addition to casinos and hotels, legislators may also ask for a convention center.

Las Vegas Sands — run by casino mogul and Republican donor Sheldon Adelson until his death in January — is the largest of the three casino chains with a $48 billion market cap, six casinos in Macau and one in Singapore.

Wynn Resorts — founded by Steve Wynn, who resigned amid sexual misconduct allegations in 2018 — has a $16 billion market cap, two casinos in Macau, two in Las Vegas and one in Boston.

Bally’s is the smallest of the three, with a $2 billion market cap and 15 casinos in 11 states, including Bally’s Atlantic City. But it’s been rapidly expanding and is run by born-and-bred New Yorker Soo Kim, who grew up in Queens and went to Stuyvesant High School.

In the end, size may not matter as much as political heft, sources said.

“Bidders will need to negotiate with political powers in the boroughs. This will be a political process,” said a person close to the situation.

In theory, revenue of that scale could partially offset the cost of his $1 billion basic income plan, which would transfer direct payments to a half-million of the city’s poorest residents.

“It’s going to be in an environment right now that is essentially unused,” Yang said.

There would be a few issues with such a proposal: For one, casinos are banned on the island through a 2003 deed restriction that was hashed out with the federal government.

In addition, the unused portions of the island are unlikely to remain that way for long.

The Governors Island Trust is in the middle of a rezoning process to bring millions of square feet of development to the island, in part to help pay for its operations.

The city that never sleeps is now looking drowsier than ever.

Given that laxer gambling legislation is one of the simplest ways to generate tax revenues, rumors quickly began flying that the New York market may soon accept a new gambling operator. Casinos are well-established moneymakers, but this past year was the industry’s worst one in decades. However, experts predict that the sector should get back on track to pre-pandemic revenue levels by 2023. Thus, gambling operators are more than interested in jockeying for a position to attain approval to run a gaming venue in the New York City area.

It is a public secret that the Las Vegas Sands, Bally’s Corporation, and Wynn Resorts are the three contenders fighting over one of the three available 2021 licenses. Two are more-or-less reserved for the MGM Resorts-owned Empire City Casino in Yonkers and the Resorts World Aqueduct racino in Queens. Both of which have already gotten the go-ahead to run slot machines. So, that leaves one license for these gambling juggernauts to compete over regarding who brings table action to NYC or the neighboring Nassau County.

New York’s Time Square is likely the world’s most famous intersection, stretching from West 42nd to West 47th Street. It sometimes gets referred to as the Center of the Universe. According to estimates, around 330,000 people pass through it each day. On super-busy ones, this number goes above 450,000. Thus, it is no surprise that gambling companies would be drooling over the thought of having a piece of Time Square real-estate for a gaming property bearing their name.

Currently, privately-owned developer L&L Holding is heavily pushing for a potential Manhattan casino to find its way inside their development project on 1568 Broadway named TSX Broadway. It is a 46-story, 470-foot-tall multi-purpose tower with a price tag of $2.5 billion and a 2024 completion date. L&L Holdings has partnered with Maefield Development and the Fortress Investment Group on this venture, which also entailed the partial demolition of the former DoubleTree Hilton in Times Square. Projection state that the tower should yield 550,000 square feet, which will feature Times Square’s only permanent outdoor stage.

Industry insiders state that L&L Holdings started its exploration of a casino endeavor last year and has since spoken with several operators, including the Las Vegas Sands. The Sands have also bandied about the possibility of opening a property close by the Resorts World casino.

Another speculation is that Vegas companies are exploring the possibility of converting pre-existing conference/convention centers into gaming floors, like that of the New York Hilton Midtown, which rivals most Las Vegas casino floors in size. It is a legendary 47-floor building near Times Square north of Rockefeller Center at 53rd Street and Sixth Avenue.

Herald Square

Herald Square is likely the second-most-popular intersection in Manhattan. It forms on the spot where Sixth Avenue, Broadway, and 34th Street cross and gets its name from the now-defunct newspaper, the New York Herald, which had its headquarters nearby. The area has a storied past in retailing and remains a must-see destination for foreign and domestic tourists. Its pavements are home to brand stores like Victoria’s Secret, H&M, Macy’s, Old Navy, Foot Locker, Target, and many more. Estimates claim that Herald Square draws about two million visitors each year, and it greatly benefits from its proximity to Madison Square Garden and Penn Station.

Per multiple reports, Maryland real-estate investment trust Vornado Realty has its sights on this area. The New York Times claims that JEMB Realty Corporation is also looking to use its Herald Towers as the site for a New York City gambling venue. JEMB Realty Corporation’s chairman Morris Baily already owns Atlantic City’s Resorts Casino Hotel. He is now looking to take advantage of this newly acquired situation to fit a casino inside the former McAlpin Hotel (now Herald Towers). The McAlpin Hotel opened its doors in 1912 and is a 25-story brown brick building designed with beaux-arts elements at its top and base. At the time of its launch, it was the largest hotel in existence. Today, it is an apartment building.

I agree. Coney Island would be an ideal place to put a casino in. It also makes the three NYC-area casinos spaced out.

coney would be a good idea, but rather than these cheeseball cheap looking new build casinos there should be a grand one in a more stately setting. i was thinking like the underused municipal building, but probably any older building could do. if it must be that this is coming then just hoping for a little more monaco to counteract the vegas/ac style queso.

My ideal spot for a NYC casino would probably be either Governor's island or Staten Island. They already rezoned to allow hotels on Governor's Island. A Casino would guarantee those hotels to be filled year round. But it would never happen on Staten Island, NIMBYs would kill it.
