I would say public housing played a role in making European and Canadian cities less racially segregated than the US. The US has the least of it in the and it was stigmatized as "Black" for decades, long before other Western nations had large numbers with African ancestry (really only in the post-1950 period). In Canada, Britain, France, the Netherlands etc. public housing is more dispersed and couldn't really be segregated in the same way.
