The Penn Ave. corridor... a business district shared with Friendship, Bloomfield and Lawrenceville (becoming E. Liberty's to the east of Garfield) is seeing some improvement. It's become a major independent art hub... called the Penn Ave. Arts Corridor.

Modern Formations, Edge Studio and Attack Theatre are some of the innovative arts venues in the Garfield area. Also, People's Indian Restaurant is rather highly regarded.
This housing/retail development is also new to Garfield's Penn Ave.:

Despite the Penn Ave. developments, I haven't really noticed much improvement in the rest of the hood... Garfield seems rather generic by Pittsburgh standards anyways.... though I do like those Penn Ave. rows in the last couple pics. I've heard there's a good city view from Fern Ave.
