If I recall correctly, the developer actually wanted very badly to keep the smokestacks but something about zoning or landuse or whatever came up and precipitated them being torn down. It would have been cheaper for the developer to leave them in all honesty. In reality, once this is done, it's just the library lagging. The entire waterfront from Annabel Basin to Newtown Creek is likely to be built out in the next 10 years. Hell, in the next 2, if the library gets built, the whole thing will be built out all the way down to Borden already.
