To me this looks under construction! Looks like the core is already being built, which means there is a foundation.

^ That is a great video. I see them flying small drones fairly often around the site, but, I'm pretty sure I didn't see that day of flight!

My favorite city in Texas, Dallas, is going through a huge transformation. Love this design. Sleek, modern, and props to the architect.
