Thanks for all the updates, Jon. I enjoy seeing what's going on in Waco.

This American-Statesman piece says the stadium will seat 45,000 and could be expanded to 55,000 later. It's supposed to open in August 2014.

Baylor University has snatched up dozens of vacant lots in the neighborhood east of its new riverfront football stadium, but a city planner Monday told worried neighbors that zoning restrictions are in place to keep the neighborhood residential.

But some neighbors weren’t buying it. At a meeting of the Olive Heights Association, several residents said Baylor has the clout to get zoning changed for whatever it wants to do.

At the meeting, city planning director Clint Peters displayed a map showing that Baylor has bought residential lots throughout the neighborhood, including four connected blocks along East Seventh Street.

Waco ISD alternative school to become loft apartments

Developer Jerry Dyer, who is making a mark on downtown Waco with his Franklin Place retail and housing venture, has another project in mind.

Dyer confirmed he hopes to buy the Waco Independent School District’s alternative school campus, 805 S. Eighth St., and convert it into space for loft apartments, while retaining its historic look.

Dyer and Austin-based Realtex Development Corp. have signed a contract to purchase the 50,794-square-foot school, which the school district shuttered and designated as surplus property.

The deal will close if Dyer agrees to proceed after performing his due diligence.

“I am considering a condo-loft conversion that would preserve the structure,” Dyer said.

THC guidelines

He said he is pursuing a designation from the Texas Historical Commission that would allow him to receive tax credits on his investment if he follows THC guidelines.

He said he thinks he could place about 45 lofts in the building, which is one of several properties WISD is selling or has sold across Interstate 35 from the Baylor University campus with the help of real estate agents Jason Attas and Jim Peevey at Central Texas Commercial.

If and when the deal closes on the alternative school, WISD would receive $510,000.

“We’re really starting to see some really positive developments in that area and we want to be part of it,” Dyer said.

Four-year Interstate 35 expansion project will progress north to south through Temple

The ramps between Midway Drive and the southwest Loop will be reversed during construction, and exits will be on the frontage roads instead of the main lanes. “Ramp reversal prevents motorists from having to go through an intersection to get on to an interstate,” TxDOT spokesman Ken Roberts said.

Panda Power will now double in size

TEMPLE (April 4, 2013)—Dallas-based Panda Power Funds says it will double the size of the 758-megawatt natural-gas-fueled power plant it’s building in Temple, creating as many as 800 construction jobs.

The company announced Thursday it has completed financing on a 758-megawatt expansion of the plant.

The Temple I and Temple II generating stations will have a combined capacity of 1,516 megawatts, which the company says is enough power to supply the needs of about 1.5 million homes in Central and North Texas.

Panda broke ground on the plant in September.

The construction of a project on the scale of the Temple II plant will contribute about $1.6 billion to the area economy during construction and the first 10 years of the plants operation, according to a study by Impact Data Source of Austin.

“Approximately 700-800 jobs will be created to construct the Temple II plant at peak construction,” the company said in its announcement Thursday.

New student housing complex planned near Baylor

Dozers Tuesday were demolishing an aging apartment complex and a handful of old houses on Speight Avenue near the Baylor University campus, where a private group will build a multimillion- dollar student housing community that includes a seven-story parking garage.

Called the View, it will feature 257 apartment units and bedrooms for 718 occupants, in addition to features such as a swimming pool with cabana lounges, a clubhouse with social lounges, an outdoor barbecue area and Internet cafe. It is scheduled to open in fall 2014.

“It will be the largest privately owned student housing complex within walking distance of campus,” said Brad Copeland with Dallas-based Copeland Commercial LLC, which is placing the View near his alma mater, along with New Jersey-based University Student Living LLC.

Caterpillar continues to grow in Waco

When Caterpillar expresses an itch to expand, Waco and McLennan County typically help with the scratch. incentives come in the form of tax breaks and grants from the Waco-McLennan County Economic Development Corp.

“The city and county have put up $2.2 million from the corporation toward an overall investment of $49 million,” said Melett Harrison, a program administrator in the city of Waco’s economic development program who said Caterpillar has created about 550 jobs in the area.

The Waco City Council recently approved yet another deal with Caterpillar, which will receive a business grant of approximately $45,000 in exchange for a pledge to install $6.2 million in machinery and equipment at the Caterpillar Work Tools plant on Texas Central Parkway.

As part of the pact, the company will create 60 new full-time jobs with benefits by the end of 2015 and retain 188 jobs.

Upscale apartment complex planned for 2014 opening

BELTON — A $10.43 million River Springs at Barge Ranch apartment complex is expected to open in north Belton next year, developers said.

The upscale, 232-unit community will be off Texas 317 near the River Fair retail and entertainment area, said Mike Beevers, who represents Belton property owner and developer Bill Barge of Barge Properties.

The project was permitted March 26 and awaits loan closure, he said.

Construction is expected in the next 60 days and should be completed in June 2014, Beevers said. The first residents could move in as soon as nine months after work starts.

The “high-end” community is expected to appeal to a broad range of residents including young professionals, college students, young couples, families and empty nesters, he said.

“It’s a beautiful, heavily wooded area with rolling hills,” Beevers said. “It’s going to be attractive to a broad spectrum of the population.”

January opening FedEx Freight’s new building is scheduled to open by mid-January. It will receive less-than-truckload deliveries that crews will place in other trucks for distribution. The center, valued at $8 million to $10 million, will have 60 dock doors, with room for expansion that could include 18 dock doors. Though heavy equipment already is clearing land for the center, a formal groundbreaking took place on Wednesday.

TEMPLE — City officials and business leaders are constantly exploring new ways to revitalize downtown, and an interest in multiuse buildings there could provide a boost for the area.

In the Mood Ballroom owner Karen Gonzalez lives above the downtown business at 13 S. Main St. with her husband, Rudy. The couple bought the building in 1999 because they were able to renovate and use the 6,600-square-foot lower level as a dance studio, while living in the building’s spacious 6,600-square-foot upper level.

"There’s definitely advantages and disadvantages,” Gonzalez said about living and working in the same building. “But the advantages definitely outweigh the disadvantages. And you don’t have to commute.”

A possible spike in multiuse activity downtown could come from the renovation of the Hawn Hotel. The Temple City Council approved a letter of intent in September authorizing the hotel’s redevelopment. Criterion Management Group LLC will renovate the property, which will feature urban condominium units in its upper floors. The first floor of the Hawn Hotel’s main building will be developed as retail space, support services and a restaurant.

Additional retail downtown will draw significant activity, Gonzalez said.

“Eventually, we’ll have shops that will support more urban downtown living,” she said. “Downtown living is becoming popular with younger people. But you have to have reasons for people to come downtown. We have nothing to draw people.”

The addition of dress shops, men’s clothing stores and convenience stores are among the types of businesses that would benefit downtown, Gonzalez said.

Tracking down Whole Foods rumors in Waco

Rumors persist that Austin-based Whole Foods Market is eyeing the Waco market, with one report placing a potential future home near Baylor Scott & White Hillcrest Medical Center located at State Highway 6 and the Interstate 35 frontage road.

This could mean the Legends Crossing development where the hospital sits or Central Texas Marketplace, home to Best Buy, Cabela’s and more than a dozen other stores.

Founded in 1980, Whole Foods has grown to 362 locations in the United States, Canada and the United Kingdom. It has become the largest chain in North America to sell organic and natural foods, and it has gained a loyal following despite its hefty price points. Annual revenues now exceed $14 billion.

Legends Crossing, home to the popular Chuy’s Mexican food chain, a cluster of hotels and a small, scenic lake that has become a popular picture-taking site, would seem an attractive location for a Whole Foods Market. The development is within the booming Hewitt/Woodway corridor, near a hospital filled with health-conscious employees and right across State Highway 6 from the sprawling Central Texas Marketplace that continues to grow.

BJ's Restaurant to open first Texas microbrewery in Temple

BJ's Restaurants Inc. will bring its first Texas brewpub to Temple, north of Austin, an investment worth roughly $2.5 million, according to the Temple Economic Development Corporation.
The California-based restaurant chain will locate the brewpub in downtown Temple, near East Central Avenue and North 12th Street. The chain already operates a number of restaurant and brewhouses in Texas. This location, however, will primarily be tasked with supplying craft beer to BJ's locations throughout the state. It will include a tasting room for customers to sample the product.
Company officials expect that the brewpub will bring eight jobs to Temple in 2015.

Temple lures shops, apartments, with incentives

A retail and apartment project under construction north of Austin in Temple was spurred by $250,000 in incentives.
The Temple Economic Development Corp. announced that the Shoppes on the Hill broke ground recently, with Temple EDC President David Blackburn lauding it as a "quality retail and restaurant development for everyone in the community."
Phase 1 of the 12.4 acre site will include 13,500 square feet of retail with two pad sites. Phase 2 will include a 195-unit apartment complex. Panera Bread, Noodles & Company and Aspen Dental have signed on and should be open later this summer. The project is valued at $20 million at final build-out.
