Architect ~ W.H. Lynn R.H.A.
Lynn was an Irish architect but am looking for a bit more info on this design. I assume it was never built, but what was built in its place, and why did an Irish architect produce a design? was there a competition?

I'd take a bet on Château Frontenac. Château St-Louis was the name of the french gouverneur's residence at the exact place where Chateau Frontenac actually stands. Moreover Château Frontenac opened in 1893.

Yes, originally apparently there were two of these mansions located near the fortification walls.

I believe this engraving is for the same plans discussed here.. they were a kind of romantic 19th century reconstruction along the lines of what the Château Frontenac is:
