After reading your comment (above), I was searching further north.
I found this intriguing image that shows several tanks in Santa Monica, but none appear to be a gas-holder.

Here's a closer view. (note the carriage waiting at the bottom of the stairs, and someone has hung their laundry out to dry)
I couldn't help but notice Shoup's Tavern. (the building is uncharacteristically long for a tavern. note the impressive flagpole, sans flag)
