City mulls plans to build W Hotel in downtown Houston

A proposal to build a luxury hotel in downtown Houston found support at a Feb. 13 meeting from residents and business leaders who have long bemoaned the Bayou City's lack of high-end hotel inventory.

Texas Hospitality Partners LLC is proposing to build a W Hotel on top of the downtown Partnership Tower, which was designed to support the structure, according to meeting attendees and a public agenda document. Houston First Corp. held the public board of directors and hotel committee meeting, and an ad hoc committee was formed to study over the next 45 days a potential term sheet for the hotel.

Any plan would need final approval from both the Houston First board and the city of Houston before a signed development agreement is put in place — a process that could take months.

Houston First, Texas Hospitality Partners and W Hotel chain owner Maryland-based Marriott International Inc. (Nasdaq: MAR) couldn't immediately be reached for comment. The Greater Houston Partnership declined to comment through a spokeswoman.

W Hotel proposal for downtown Houston set for vote

The project is expected to create more than 745 construction jobs, though more information about the construction was not specified in the release. The hotel would have more than 300 rooms, create at least 275 jobs and potentially create $3.4 billion in direct overall revenue to the city of Houston, Houston First and other local government, per the release.

The 10-story Partnership Tower, at 701 Avenida De Las Americas near the George R. Brown Convention Center, was unveiled in October 2016 and was designed to accommodate additional floors for a hotel in the future. News of the W Hotel proposal first broke in February, and it found support from residents and business leaders seeking more high-end hotel inventory in Houston.

New W Hotel for downtown Houston moving forward

The board of Houston First Corp. voted 10-3 Thursday afternoon in favor of the deal, which will grant some $43 million in property, sales and beverage tax breaks for the luxury hotel, set to be developed atop the agency’s 10-story building next to the George R. Brown Convention Center.

The agreement now heads to Houston City Council for approval.

Al Kashani of Texas Hospitality Partners said the $130 million project would be an economic boon for the city. The 308-room hotel, he said, would be privately financed and create a minimum of 275 permanent jobs worth more than $14 million annually, along with more than 745 construction jobs.

Plans to build a hotel atop the office building have been in the works since 2014, when Houston First initially sought proposals from developers. At that time, however, it said no local rebates or abatements would be offered and that it envisioned a more modest hotel brand.
