Rank major US cities into Tiers

Try not to focus solely on population, but take into account economic and cultural importance as well.

Tier 1
New York
Los Angeles
San Francisco
Chicago

Tier 2
Washington D.C. (arguably Tier 1 due to governmental affairs)
Philadelphia
Houston
Seattle
Atlanta
Boston
Dallas
Miami

Tier 3
Minneapolis
Phoenix (aside from exponential population growth, not really sure what would carry it up to the Top 2 tiers.
San Diego
Austin
Las Vegas

Tier 4
St. Louis
Charlotte
Jacksonville
Nashville
