'Splitting a lot' is a severance process sometimes referred to as a 'consent' as in a 'consent to sever'. In Ottawa the same panel of appointed people review severance applications that review Minor Variances and often times a property needs both and they are usually dealt with at the same time.
The house at 366 Winona was demolished in the past couple days. This 3-block stretch of Winona has a ton of construction right now, maybe helps explain why Richmond + Churchill project is delayed.
