I live in DeKalb County, City of Atlanta. About 10% of the City of Atlanta is in DeKalb County. I know from first hand experience that my friends and neighbors JUST outside the city border in unincorporated DeKalb are actively fighting Greenhaven, and would much prefer to be annexed by the City of Atlanta. A sizable chunk of those folks have already been successful; about 100 yards to the east of me, east of Clifton and bound by I-20, have been annexed by the City of Atlanta, and will become part of it on April 1. In general, people inside of I-285 identify much more with the City of Atlanta. Their preference was to remain unincorporated, but with the Greenhaven steamroller about to gobble them up, they took an active roll in soliciting annexation by the City of Atlanta. Unrelated, but the entire Emory University Clifton corridor has also recently been annexed the City of Atlanta.

Yes. For my friends and neighbors close by, it's much more about having the government center closer by, much better fire and police response, and being annexed into one of the highest performing public elementary schools in the State.
