Good Looking Taipei 2010

These projects had applied for "台北好好看" to get more building bulk ratio.
However, these projects are still in process which mean the companies haven't get certificate.

I hope they go through. I would like to see a bit more clutter of medium rises in Taipei, if anything...

most buildings are a little dull but a couple of them are on the right path!

They must be built before 2010 because they apply this temporary policy which call "促進都市再生2010年台北好好看". This policy is aimed to renew Taipei city.

And one important thing needs to say is that these renderings are only for application of the policy. These projects need to assess environmental effect by Department of Environmental Protection before they can get certificate.
The final design will be different to these renderings.

Extend of "台北好好看" policy

「整頓台北市容 郝市長祭出利多措施」


台北市2010年舉辦國際花卉博覽會,預計會吸引超過600萬人到台北市觀光旅遊,不過許多人對於台北市的第一印象,就是建築風格不一、環境老舊、街道招牌凌亂、綠地空間不足。


台北市副市長林建元說,就曾經有一位外國駐華外交官向北市府官員說,台北市是他任職過,景觀最不好看的亞洲城市,而台北市發展觀光,其實很 大的一個限制,就是台北市的建築環境,台北市常常得到的評語是建築物矮小擁擠、外牆髒亂、缺乏地標建築。


台北市副市長林建元甚至用慢性皮膚病來形容台北市的都市景觀,為了讓台北市跟得上國際都市,台北市政府動員各局處,要大規模推動「台北好好看」系列計畫,包括八項行動計畫,要以實際的容積獎勵,增加台北市大型都更建案的推動,而第一系列的增加開放空間,去年10月底已經截止,一共有48案提出申請,42案通過推薦,包括十七件在科技產業軸帶、二十件在士林、中山區等老舊社區、三件在南港三鐵共構車站、捷運大安站、及捷運南京東路站等交通樞紐點;還有兩件在親水河域,儘管這個容積獎勵專案,遭到綠營質疑,有圖利特定大財團之嫌,如果以專案容積獎勵平均70%計算,平均一個建案可以多獲利28億元。


不過台北市副市長林建元說,這些通過推薦的更新案,不表示就可以得到申請的容積獎勵,還是要看對台北市景觀環境貢獻有多大?而幾個比較具代表性的申請個案,例如中正橋水源路的更新案,原來是老舊社區,不過透過容積獎勵民間投資,會是未來河岸跨堤相當重要的地標建築。


台北市長郝龍斌也表示,外界質疑市府提供的容積獎勵相當優惠,圖利大財團,其實在容積獎勵的條件下,必須限時限期要完成建案,如果沒有在要求的期程建築,每年的容積獎勵都會被遞減。而除了台北市要多一點重要的地標建築,台北市都市景觀很重要的一個敗筆,還有建築物普遍老舊、外牆髒亂,台北市政府從3月底開始,也鼓勵民眾主動申請減少廢棄建物,到10月31號為止,向北市府申請建物拆除及綠美化,就可以獲得容積獎勵及稅捐減免、權利保障。而容積獎勵包括騰空期程獎勵及美化容積獎勵,最高可以得到法定基準容積10%的獎勵額度。


台北市財政局長邱大展表示,台北市政府統計,花博規劃的策略區域,包括圓山展場周邊、市民大道、民族東西路、民生東西路、羅斯福路等老舊建物有600多棟,公有與民間私有的各占2成5及5成8。而在整個台北好好看的系列計畫中,台北市政府也要針對申請許可過期的廣告、影響市容、有安全疑慮的市招,透過簡化的申請程序,鼓勵民眾更新,希望可以讓台北市八成的廣告招牌更新。


今年度也會編列4000萬元,協助、補助台北市老舊建築拉皮外牆清洗,也會在台北市各橋樑、河岸設施、花博區周邊、公有建物等,進行夜間照明特色景觀形塑,讓台北市的夜晚景觀更具魅力。台北市長郝龍斌說,台北好好看系列計畫,希望藉由公私部門的合作,為台北市多增加30公頃的廣場式或綠地的開放空間、3.4公頃人行步道、減少20多萬公頃的二氧化碳排放,就經濟層面 可以為台北市創造6000億元的經濟效益,也增加上萬個工作機會。

40million fund for renovation of old buildings (cladding or wall)

provide reward for residents that glorify their places

while i like the fact that government has sectioned off another new area for development, what Taipei really needs is urban redevelopment and renewall. All these new buildings do not cover up the ugliness of the buildings that surround them.

In the website I just post, it says that these projects are urban redevelopment project.

This project is one of 41 projects. The design doesn't change since approval.
