Why Does My City Lack Skyscrapers?

Welcome to Bakersfield, California. With over 400,000 residents, we are the 48th most populous city in America. But this city is flat & I mean has zero buildings over 200'. Two 12-story towers, one 10-story, a couple of nine-story towers, and one eight-story building. Pathetic. I love cities with a skyline.
There are over 25 cities in the US on this site that boast a far more impressive skyline than Bakersfield. Among them are #69 Anchorage, Alaska with 15 over 150'; #115 Salt Lake City, which has half the people of Bako, has 40 over 150'; and #402 Duluth, population 86,000, has 6 towering over 150'! Our downtown is a joke. No wonder we are the armpit of California. A lot of money here but no skyscrapers that catch your eye.

Maybe earthquakes? I don't know but that is weird.

Welcome to China, there are sooooo many skyscrapers in most of cities in China
