Houston has tons of these mid rise, block encompassing developments going on. I'm very impressed with the quality of them too. I love the street level (Shops, tree lined sidewalks).

Is the 17-story apartment part of the initial build or will it follow later?

^ It's phase two but the article (and others) say it's u/c as well.

  • A hotel (front, center)
  • Office Building (front, right)

The problem is they all seem to be separate, self-contained units that bear no relationship to each other. And there's no creativity to them. What makes this one different are the additional highrises. Kind of like Ballston in DC.
