Youth marijuana use prevention and deterrence ($45.5 million);
Substance abuse treatment ($40.4 million);
Public health ($12.4 million);
Regulatory oversight ($1.8 million);
Law enforcement and public safety ($3.2 million); and
Statewide coordination ($200,000)

Well there is the most useless $45.5 million in the entire state budget. Why don't we just tax condoms to raise funds for abstinence only education too?

That's like funding transit with a gas tax.

TABOR suit can proceed, as the 10th Circuit ruled the plaintiffs have standing. Next up, game time at the Dist Ct (actually start a trial) or pre-game to the Supreme Ct (appeal standing, assuming the SCotUS even wants to hear the case).
