L'îlot Balmoral n'est pas au bout de ses peines. La majorité des immeubles vides du quadrilatère du centre-ville de Montréal n'ont pas été entretenus au cours des dernières années, selon les informations obtenues par Le Devoir. À part le Blumenthal, dont la façade de la rue Sainte-Catherine est protégée comme bien patrimonial, tous les autres immeubles de ce site du centre-ville, y compris le grand Wilder d'une douzaine d'étages, rue De Bleury, n'ont pas été chauffés pendant les derniers hivers. La décision a permis d'économiser environ 100 000 $ par année à leur propriétaire, la Société immobilière du Québec (SIQ).

Cette dernière avoue que certains de ces édifices, dont le Wilder maintenant très mal en point, devront peut-être être démolis.

«Tous les systèmes mécaniques et électriques des immeubles étaient désuets et devaient être refaits entièrement, dit Martin Roy, porte-parole de la SIQ, le bras immobilier du gouvernement. Le Blumenthal a été un peu chauffé pour éviter la détérioration de la façade. [...] Un projet de recyclage pourra être développé pour l'autre édifice [le Wilder]. Si tel n'est pas le cas, ce sera autre chose, peut-être la démolition. Mais on ne peut pas se prononcer là-dessus. On verra.»

L'îlot Balmoral se situe entre la Place des Arts (PdA), la rue Sainte-Catherine, la rue De Bleury et le boulevard De Maisonneuve. C'est là que le gouvernement péquiste de Bernard Landry voulait installer le Complexe culturel et administratif, comprenant la salle de l'OSM et la Maison des conservatoires.

La SIQ a acheté les édifices et la portion sud des terrains du lot en juillet 2000 pour 3,5 millions de dollars. Le projet du complexe a été abandonné en novembre 2003 puis remplacé par un projet de partenariat public-privé visant la construction d'une nouvelle salle pour l'orchestre sur l'esplanade Est de la PdA et l'installation des conservatoires rue Henri-Julien.

Jusqu'à l'achat par la SIQ, au début de la décennie, les immeubles de l'îlot Balmoral abritaient des commerces et des entreprises, dont beaucoup de galeries d'art et de centres de création qui semblaient satisfaits de leur sort immobilier avant leur éviction. La SIQ a-t-elle accéléré la mort de ces immeubles? N'avait-elle pas la responsabilité patrimoniale de les maintenir en l'état pour maximiser leur récupération, ne serait-ce que dans une perspective de développement durable?

«Pour nous, ce sont des édifices excédentaires et nous n'avions pas à investir dans ces propriétés en ne connaissant pas leur sort, répond M. Roy. [...] La SIQ acquiert des terrains pour des projets précis. Nous gérons pour nos clients, les ministères et les organismes.»

La Ville de Montréal et Québec, par l'entremise de leurs bras immobiliers respectifs, se divisent le lot. La SIQ en possède la plus grande portion, au sud, totalisant 7460 mètres carrés. Le Wilder compte 7460 mètres carrés, le Blumenthal, 6500 mètres carrés de surface. La façade en terre cuite de ce bâtiment de 1910, dans le style de l'École de Chicago, est protégé comme bien patrimonial.

La Société immobilière a consacré environ

200 000 $ par année à l'entretien du site, dont la moitié de la somme pour chauffer «minimalement» le Blumenthal depuis 2003. En gros, en ne chauffant pas tous les immeubles depuis 2003, la SIQ a économisé la bagatelle d'environ 400 000 $ au total.

Les immeubles de l'îlot Balmoral sont les seuls du parc immobilier de la SIQ a avoir été laissés à l'abandon presque total au cours des dernières années. «Notre parc totalise 2,5 millions de mètres carrés, commente le porte-parole. Notre taux de vacance n'est que de 1,75 %.»

Les effets du manque d'entretien sont déjà bien visibles sur le Wilder. L'immeuble léprosé perd ses morceaux de l'intérieur comme de l'extérieur. La peinture et le plâtre des murs et des plafonds se détachent par grandes plaques. Un grand grillage a été posé sur un des murs pour empêcher les briques se détachant de tomber sur les passants ou les voitures des parkings de l'îlot.

Seule la succursale de la Banque TD, à l'intersection Sainte-Catherine et De Bleury, demeure pour l'instant certaine d'échapper à la destruction prévisible, partielle ou totale. Le centre de service est toujours en activité et la banque avait refusé de le vendre à la SIQ au moment du projet de Complexe administratif et culturel.

La SIQ attend maintenant les idées pour le développement du site stratégiquement positionné au centre-ville. «Nous avons des rencontres avec la Ville de Montréal et le Quartier des spectacles, dit M. Roy. Nous sommes en attente de leurs propositions.» Le ministère de la Culture et des Communications a formulé le souhait que l'îlot privilégie les projets culturels, histoire de ne pas dévitaliser davantage le quartier, dont les anciens ateliers d'artistes sont de plus en plus remplacés par des logements luxueux.

Le nom de l'îlot évoque le château de Balmoral, un grand manoir de la région d'Aberdeenshire en Écosse, une des résidences d'été préférées de la famille royale anglaise depuis l'époque victorienne. Le site écossais compte plus de 100 bâtiments tous parfaitement entretenus, parfois depuis des siècles et des siècles...

this was so predictable: the government buys a bunch of fully-occupied, well-used buildings, evicts all of the tenants for a white elephant scheme that was never realized, deliberately lets them decay and then uses that as an excuse to bulldoze them.

i wish the city had stricter regulations when it comes to abandoned buildings. in this case, the SIQ made a conscious decision to let heritage buildings rot, which not only deprives the city of valuable office, retail or community space, but also endangers the public.

so after these buildings are demolished, how much do you want to bet the whole lot will sit empty as a massive vacant lot for 20 years?

replacing these buildings (or any potential new buildings that would be built here) with a park would be a total waste of space. sure, it would be good for the four weeks of jazz fest and francofolies, but what about the rest of the year? on that stretch of ste. catherine alone there is already place des arts, phillips square and the new plaza in front of st. james. the last thing it needs is another open space. that would completely kill the cityscape.

building a park across from place des arts is like building a park across from another park. it doesn't make any sense.

I hardly call place des arts a park, or Phillips square for that matter,try to picture something like St. viateur park in that area. And it would also be very attractive for future condo projects being built around the area.

You could be talking about 10 Ontario West here (the Sleb). I once worked for a cool little independent production company out of that building and it was filled with those so-called "cool creatives" that draw people to an area. Now there aren't even wealthy yuppies there; it sits empty and dead.

i see what you mean, but something like st. viateur park wouldn't be conducive to hosting festivals. there's also the danger that the surrounding area would be overwhelmed by open space. its streetlife would be killed. the only way a nice park would work in that space would be if the whole area around it was developed very intensely... which isn't going to happen. still, i agree that a very nice park would be preferable to the kind of vacant lot i'm sure spectra would prefer.

we'll see what happens. i just think that this was a collossal disaster. if the provincial government hadn't come up with its half-baked idea for a new symphony hall and yet another pointless government office building, these buildings would still be occupied by the small businesses and creative enterprises that keep the city vital.

as for 10 ontario west, at least the government wasn't involved with that mess. but it still has the same effect on the city: perfectly good low-rent office space perfect for upstart businesses has been wasted.

everything is going? the bank on the corner? the tall loft building on bleury? the tall white garment building fronting onto sainte catherine? how can they do this? these are important buildings...will there be any opposition?

I think someone said earlier the old T-D Bank building on the corner was protected.

the TD bank should be saved, but please bulldoze the rest, they're a bad eyesore!

i hope they do it dynamite style, its been a while since a big building has been dynamited, would give great pics

really? i think they add density. imagine what they would look like cleaned up, well-lit and with modern construction towering over them.

it would be a more complex sight than just one modern tower or whatever.

The one building that has a side to Maisonneuve is absolutely fugly, and should have been teared down a long time ago, the other one if restaured could give something nice, but maybe not.

i am for the creation of a big plaza for festivals so they don't have to close ste-catherine down almost the whole summer. That plaza could be also rented to promoters for rock/music shows.

The white stone building next the TD on Ste-Cath is a beaut, too.
