ICCA -The International Congress and Convention Association announce jointly with the city of Kaohsiung, the Kaohsiung Protocol Framework as the major legacy outcome of the 59th ICCA Congress. We are re-imagining the future of global events and it all starts here. This year, the ICCA Congress has been transformed into a hybrid experience like no other. As part of our interactive six-weeks-long Congress programme, the entire global ICCA community connected with each other and explored new ideas, formats and technologies.

Together we created the “Kaohsiung Protocol”, a crowdsourced framework identifying major trends and key strategies which will enable the international meetings industry to thrive, now and into the future. The trends identified include Innovative Business Models, Shared Risk, Digital Restructure & Hybrid Events, and Enhanced Engagement & Value Strategies.

ICCA President James Rees states: “It has been a privilege to work with the Kaohsiung City Government and we thank all the Host City Stakeholders for their commitment to rise to the challenge presented by the global pandemic and to re-imagine the ICCA Congress and build a hybrid event that will act as a “live” case study for the entire events industry and ultimately will deliver a framework for the future of our association that will be enshrined in the Kaohsiung Protocol – a tangible, documented framework that will be the true legacy of this year’s event - and that will resonate with members for years to come.”

The Kaohsiung Protocol Framework is ICCA’s response to the major global trends such as technological advancement, safety and health, and understanding the next generations of attendees, all impacting the global events industry. It is our conclusion that it is the duty as well as privilege of the event industry to contribute to the advancement of the society through promoting core values such as knowledge economy, sustainable development, and global connection.

Gregg H. Talley, moderator of the Kaohsiung Protocol working group and CEO of the Talley Management Group added: “It’s an exciting day to see the fruition of the Kaohsiung Protocol with the signing. We have a framework for members to build from based on our customer’s input. And we have an interesting path forward on innovative business models, industry collaboration and advocacy. Our goal was to create a legacy for the Kaohsiung Congress – Mission accomplished!”

This is a new framework for identifying and prioritising these important trends and strategies. We call upon ICCA members and the society as a whole, to make reference to the Kaohsiung Protocol Framework in coordinating future development.

ICCA CEO Senthil Gopinath: “ICCA’s primary objective is to restart our industry in a safe and sustainable manner. ICCA being the global meetings industry association decided to create a frame work which will enable and support ICCA members and the wider business events industry to utilise the knowledge, best practices and understand new business models”.

ICCA年會11/1開跑 將簽高雄議定書

有會展界的奧斯卡之稱的「國際會議協會(ICCA)」,將於11月1日至3日在高雄舉辦第59屆全球年會,高雄市政府經濟發展局23日在高雄展覽館,舉辦會前記者會,邀集全台超過200位國內產、官、學代表出席,一起見證高雄會展產業的重要時刻。


「高雄準備好了!」高雄市政府秘書長楊明州致詞時表示,要藉ICCA年會,讓高雄躍上世界舞台。

他說,高市府五年來,從競標到舉辦的過程,非常不容易,加上今年疫情攪局,大家都擔心好不容易爭取到的「會展界的奧斯卡」,能否順利舉辦?幸好,高市府團隊透過遠距、線上線下方式規劃議程,讓ICCA年會仍能持續辦理,並作為未來後疫情時代的借鏡。

楊明州指出,此次年會更首創「高雄議定書」(Kaohsiung Protocol)」,針對全球會展嶄新模式和產業趨勢,提供指南,將於本屆年會現場公開簽定,代表高雄將以城市之名,寫入世界會展產業歷史,為台灣會展產業立下重要里程碑。

他說,高市府未來也將持續推動亞灣區會展、觀光、5G、AIoT、數位內容及經濟活動發展,運用海、空雙港優勢,打造高雄成為不輸香港維多利亞港的國際門戶。

與會的經濟部國貿局副局長李冠志表示,今年因為疫情爆發,經濟部與高市府及協力單位,從年初就持續與ICCA總部溝通,非常高興最後睽違28年的ICCA年會,仍可透過視訊順利在台舉辦。

他期待,藉由ICCA年會,展現高雄年輕、開放、多元的特色,把高雄的願景投射在會展產業的發展,透過年會讓國內業者與各國ICCA會員互動,找出後疫情時代會展產業發展的新模式。

ICCA signs off record-breaking Congress with Kaohsiung Protocol

The 59th International Congress and Convention Association (ICCA) Congress was a congress like no other, with a record attendance, albeit the majority in digital attendance. The ICCA family demonstrated a victory of the power of community and connectivity, with the official Congress days, 1-3 November in Kaohsiung and the other global hubs packing in valuable content and networking to add to the extended six-week congress programme of knowledge sharing under the 59th Congress banner.

The headline achievement of the activity was the signing of the Kaohsiung Protocol Framework, as the major legacy.

The co-created document re-imagines the future of global events, identifying key trends and strategies to enable the international meetings industry to thrive. It was the product of both face to face and hybrid experience and input like no other.

The trends identified included: Innovative Business Models, Shared Risk, Digital Restructure & Hybrid Events, and Enhanced Engagement & Value Strategies.

On the final day of the Congress, ICCA honoured five of its members with the special edition of the Best Marketing Award – Recognising Leadership in Transformation.

Chairman of the judging panel and BMA Moderator, Patrick Delaney of SoolNua explained: “This year has been an extraordinarily difficult year, it has been difficult for our businesses and affected each and every country. So, in these economic and societal conditions, we felt that it was inappropriate to run our normal ICCA Best Marketing Award. However, we did want to recognise the amazing role ICCA members have played in this very difficult situation, so we combined our Global Destination Sustainability Award and the Best Marketing Award to highlight the key role in transformational leadership that ICCA members have played throughout the world.

ICCA invited all types of initiatives that provide creative answers to the current challenges to apply to be recognised. Five of the initiatives were found not only to have showcased a great amount of creativity, innovation, and local outreach, but also leadership in transformation with their unparalleled community engagement and extraordinary collaborations. They were:

KINTEX, South Korea: Created a comprehensive and innovative framework for re-opening a venue during the pandemic, which has subsequently been adopted in different parts of the world as the go to standard.
Kuala Lumpur Convention Centre: Identified a deficiency in their local supply chain, namely insufficient knowledge among the PCO community of the scope of work and services required by international planners. They formed a unique partnership with the Malaysia Convention & Exhibition Bureau (MyCEB) and the International Association of Professional Congress Organisers (IAPCO) to launch the IAPCO online platform providing globally accredited training to Malaysian Professional Congress Organisers (PCOs).
Seoul Tourism Organization: Created a series of practical initiatives and supports to underpin their campaign ‘Stand Strong Together’ and totally revitalized the local the MICE community.
The Indian Hotels Company Limited: Provided emergency accommodation and meals for frontline health and police personnel who were on duty treating Covid-19 patients during the nationwide lockdown. In addition to supplying 20,000 food boxes daily for those migrant workers who were combating unemployment.
VISITFLANDERS Convention Bureau: Rebalanced their long-term vision for business events with the immediate need to create measures to support the industry. Taking Covid-19 as an opportunity to innovate, they created a new set of services and tools for their industry supply partners and association customers.

ICCA CEO, Senthil Gopinath, thanked all initiatives for their great efforts despite facing challenging times as well as their dedication and commitment towards ICCA: “The Best Marketing award is very special for the ICCA community. Every destination makes great efforts in showcasing their achievements. Considering how important it is for the ICCA members, we decided to recognise the community leadership within our industry in these challenging times. It is amazing to see the dedication and commitment of ICCA members and how swiftly they engaged in the society. This year we received a record number of entries and it clearly showcases the long-term vision of our industry.”

為期三天的國際會議協會(ICCA)第59屆全球年會,今(3)日由高雄市長陳其邁、經濟部政務次長陳正祺及ICCA主席James Rees以遠距視訊方式共同簽署「高雄議定書(Kaohsiung Protocol)」,提供全球會展產業發展趨勢的明確指南,也讓高雄以城市之名寫入世界會展歷史,讓臺灣在全球會產業留下重要里程碑。

高雄議定書架構目的,在於確認趨勢及優先提供策略調整方針,並呼籲ICCA會員和產業先進,在未來合作發展上以高雄議定書架構為共同參考基礎。

「高雄議定書」以框架(Framework)檢驗跟全球活動的未來發展有關的各種宏觀和微趨勢,並作為目的地(Destination)、場館(Venue)、交通(Transportation)、會議管理(meeting management)、會議支援組織(meeting support organization),以及主辦單位(國際協會、企業、會議活動代理商)可參考並依趨勢發展,可隨時調整規劃方向的重要資訊,而今年ICCA將在高雄年會建立標準,隨著COVID-19或未來新增的挑戰或變化進行滾動式更新。
