Shanghai building collapsed

An under-construction apartment building in Shanghai collapsed on 6/27.

Almost knocked the other building in the complex down

wow, in order for that building to collase, the architect that designed it must have been comletely incometent.

You must say... the engineers.
An architect design the building distribution, facades, spaces, etc..., not how the structures should work or how the concrete or steel should be used or how a building must support their own weight, etc.
This particular case looks like a group of errors of engineering, supervising, administration, directive and may be also corruption.

The developer, Shanghai Meidu Real Estate, has been banned to sell the housing following the collapse. It had sold out 489 of 629 homes.

Sources at the Information Office of the Minhang District government told Xinhua that 255 owners have applied to the government for refunds or compensation.

But some owners also worried that they could not buy the same apartment with the refunds because of the increases in housing prices.

The sources said the government has taken "appropriate control measures" against nine people from the developer, construction contractor and supervisor.

The authorities will also examine the structure and foundation of the building on Monday.

The 132 households evacuated shortly after the collapse returned to their village nearby at 7:30 p.m. Sunday after their homes were confirmed safe.

Wow...

I find it amazing though that it remained mostly in one piece. And that the majority of the windows stayed in tact.

It just means that the building itself was solidly built but the foundation was inadequate.

The district government said last night that the emergency rescue phase of the operation had been completed and the focus was now on finding what went wrong at the nearly completed structure. Officials did not say when they expected to finish their probe.

Meanwhile every half hour, inspectors were monitoring the other buildings in the complex, nearby homes, a flood-control wall and area pipes to prevent possible problems.

Investigators took samples of the building's key construction materials such as concrete and steel bars for laboratory analysis.

Architectural experts who examined photographs of the wreckage said they suspected that the collapse occurred because of the excavation of a garage area under the building and the use of substandard materials for the structure's foundation.

Meanwhile, hundreds of people who bought apartments in the 10-building complex where the mishap occurred - Lotus Riverside - were waiting for answers about what will happen to their investments. More than 70 percent of them had submitted a request to get their money back by 5pm yesterday.

Owners posted a statement at the developer's office, appealing for a refund and mortgage loan interest compensation within the next month.

"The price gap of purchasing a similar apartment nearby should also be addressed," said one of the buyers surnamed Sheng.

The government gave no direct response to the request, saying only that "all investors' money is safe."

The community has 629 apartments, with 489 of them sold.

District authorities said earlier they had put nine people from the developer, construction contractor and supervisor "under control," without elaborating. The developer's bank account was also "under control," the district said.

At the collapse site yesterday, six digging machines were working to refill the underground garage area with earth.

Reconstruction was also under way on a flood wall that collapsed the day before the building fell. It was apparently damaged by a huge pile of earth that had been removed from the garage site and placed near it.

The Shanghai construction authority published a notice on its Website yesterday, saying that it would launch tougher testing of reinforcing steel bars used in local building construction.

THE land parcel where an apartment building under construction in Minhang District collapsed on Saturday was sold to its developer for well below the price other builders paid for plots in the same area at the same time, according to a document available online.

The 2003 transaction occurred at a time when developers were awarded land rights without the need for public bids, leaving builders that enjoyed "good relationships" with local governments well positioned to obtain a financial advantage. In this case, the land sold for about a third of what other developers paid for similar parcels.

The document, posted on the Website of the Shanghai Real Estate Appraisers Association, showed that privately owned Shanghai Meidu Real Estate Co paid 46 million yuan (US$6.7 million) for 42,342 square meters of land on October 10, 2003. The Lotus Riverside project called for a total floor area of up to 76,216 square meters, which meant the land cost was less than 604 yuan per square meter. The average price of flats in the building that collapsed was 14,297 yuan per square meter.

The document showed that Meidu's purchase price was far less than that paid by other developers for land nearby. For example, a 5,121-square-meter parcel in the same area sold in 2003 for 1,929 yuan per square meter, according to the document.

"When the deal was concluded, there was no real public bidding for land," said Xue Jian-xiong, an analyst at E-House (China) Holdings Ltd. "Developers had to bank on their relationships with governments to acquire land at better prices."

Before August 2004 when public auctions were instituted, local governments could direct selected developers to submit proposals detailing how much they would pay for land on offer and how they would develop it. The governments also determined the final winners.

Earlier media reports said that Meidu might have had a close relationship with the government of Meilong Town, where the land is located. Some reports even speculated that Meidu was under control of the local government, which did not offer a public explanation on how the land award was made.
