^That Philadelphia shot is like a Jazz Age vision of the future. Is it fair to characterize Philly's skyline as neo-Deco?

I gotta tell you...this image struck me because of the variation in age, scale and style of the buildings. Philadelphia really isn't one of the places synonymous with Art Deco (a fact that I've lamented in the past) because there aren't a ton of great examples compared to other big cities but there are gems and the crop of 20s/30s era buildings seen in that shot (all of them in a tight corridor along Walnut or Locust Street between Broad Street and Rittenhouse Square) are wonderful. I've never seen a nice close image like that with the graduating eras of highrise buildings in this city. Couple that with the fact that the 80s era Trophy Towers either are neo-Art Deco styled (BNY Mellon Center) or stylistic homages to Art Deco (Liberty Place was modeled after the Chrysler Building) and I think your description fits.
