That's correct. A law firm was going to claim ~200,000 sq feet in the building, but decided to stay put in Pennzoil Place.

A current update concerning Skanska's plans for Capitol Tower:

Skanska CEO: It May Be A While Before Skanska’s Office Tower Breaks Ground

NEW ORLEANS – Skanska USA has placed its proposed Capitol Tower on hold until the Houston office market rebounds, says Richard Cavallaro, CEO of Skanska USA.

Skanska poured the foundation for the proposed 35-story tower in June of last year. Cavallaro, commenting on Friday after a speech at the National Association of Real Estate Editors conference in New Orleans, said no timetable has been set for constructing the 750,000-sf downtown Houston building.

The proposed Capitol Tower in downtown Houston will not be starting unless there is significant preleasing, Cavallaro told Realty News Report.

In October 2014, Skanska demolished the Houston Club Building, 811 Rusk at Capitol to make way for the new tower.

A couple of blocks away from the Skanska site, Hines is already under construction with a 1 million SF spec building at the corner of Main and Texas Avenue. Hines will finish the project in late 2016 or early 2017.

But since the Hines project began, Houston’s office market has softened due to the contraction in the energy industry. Some 10 million SF of sublease space is on the market and another 6 million SF of space is still under construction.

It could be a long time before the Houston office market regains its footing.

Word is CBRE may become a tenant for the tower..

Skanska hires brokerage to prelease downtown Houston tower

Skanska's Capitol Tower is planned for the site at 811 Rusk St., which is where the former Houston Club building was, which was demolished in October 2014.

The 35-story, 750,000-square-foot tower, which hasn't broken ground yet aside from its foundation being poured, has been on hold. In June, a company spokesperson told the Houston Business Journal that the company wouldn't move forward on vertical construction until market conditions improve.

"Since we self finance our (projects), we do not have set preleasing requirements," said Elizabeth Miller, director of communications for Skanska's northeast division. "Rather, we evaluate each potential leasing deal and the market conditions to determine the construction start of our projects."

The garage is in use with no retail until the office tower proceeds. Skanksa left it exposed as well unfortunately.

Bank of America in talks to anchor new downtown Houston tower

Bank of America has been in talks with New York-based Skanska USA Commercial Development, the tower's developer, for more than a year, sources close to the deal told the Houston Business Journal. The bank would take between 200,000 and 250,000 square feet in the downtown tower.

[When asked to comment on Bank of America's interest, Skanska issued the following statement to the Houston Business Journal:

“Recently, we have been in talks with a number of tenants interested in Capitol Tower, and we are optimistic that the downtown leasing market will continue to present new opportunities as we move through 2017," the statement read. "Capitol Tower is a premier address in the heart of downtown and we look forward to going from ‘in development’ to ‘under construction.’”

Still unknown though it's rumored to be Bank of America. First of three cranes went up over the weekend.
