In a slight advancement of the decades-long debate over how to bring rail to Los Angeles International Airport, transportation officials Monday voiced their support for a project they said could solve one of Southern California’s most vexing and infamous planning dilemmas.

In a report made public Monday, Los Angeles County Metropolitan Transportation Authority staff members called for a $1.7-billion project that would include a train and a new light-rail station 1.5 miles to the east of LAX’s passenger terminals.

The $200-million station at 96th Street and Aviation Boulevard would connect to the Green Line, the Crenshaw Line and a so-called "people-mover," which would likely resemble San Francisco International Airport's circulator train. Although airport officials have not finalized a route, the circulator train could connect Metro rail to a consolidated rental car facility, a planned ground transportation hub and LAX's passenger terminals.

The Noise Near This Airport’s Runway Is Getting Louder

Oct. 28, 2014

"SANTA MONICA, Calif. — Residential neighborhoods encircle the municipal airport here on three sides. And while it has no airline service, about 260 aircraft operate every day from Santa Monica Municipal Airport’s 5,000-foot runway on a plateau above the surrounding terrain.

From above, the airfield looks “like an aircraft carrier in a sea of homes,” says Alan Levenson, who lives near the airport and sometimes watches the activity from the roof of his garage.

Aircraft as small as single-engine planes and helicopters and as large as twin-engine business jets fly in and out of the 227-acre airport. As its traffic has increased, it has brought to a boil a simmering battle over whether the airport has outgrown its surroundings..."

The future Landside Access Modernization Program includes a new automated LAX Train that will connect passengers to the airline terminals from new facilities at the airport including a Rental Car Center, multiple locations for passenger pick-up and drop-off, and Metro’s planned Crenshaw Line station at 96th Street/Aviation Boulevard. The plan is designed to relieve congestion in the Central Terminal Area (CTA) as well as on local streets surrounding the airport.

“Today we are moving one step closer to bringing rail to LAX and building the world-class airport our residents and visitors deserve,” said Los Angeles Mayor Eric Garcetti, who chairs the Metro Board of Directors. “The automated train to LAX, consolidated Rental Car Center and new passenger check-in facility will not only save time for travelers, but it will also ease traffic at the airport, on our freeways and in the surrounding neighborhoods. The LAX train will also improve our local economy as part of our airport modernization program that will create 40,000 jobs, remodel terminals and dramatically upgrade the passenger experience at LAX.”

The LAX Landside Modernization Program includes the following elements:

A new automated LAX Train to connect the passenger terminals to the Rent-A-Car Center, multiple pick-up and drop-off facilities and Metro’s planned Crenshaw Line station at 96th Street/Aviation Boulevard.

- Provides free, fast, reliable and convenient access to terminals for passengers, employees and other users of LAX 24/7, 365 days a year.

- Includes three stations in the Central Terminal Area connecting to the airline terminals with a convenient pedestrian walkway system.

- Encourages passenger pick-up and drop-off outside the Central Terminal Area.

- Designed specifically for travelers with luggage.

A single Rent-A-Car Center that will consolidate all rental car companies into one convenient location connected to the airport by the LAX Train.

- Improves the customer experience for visitors renting cars at LAX.

- Eliminates the need for rental car shuttles.

- Provides rental car customers direct access to major freeways.

New locations for arrival, departure, pick-up and drop-off outside the Central Terminal Area connected to the airport by the LAX Train.

- Offers new convenient parking with direct access to the LAX Train.

- Provides easily accessible and comfortable areas to meet and greet passengers.

- Creates new pick-up and drop-off locations with access to other hotel and airport shuttles.

- Includes retail, dining options and other amenities.

A quick connection to Metro’s planned Crenshaw Line station at 96th Street/Aviation Boulevard.

- The LAX Train will link the airport to Metro’s transit station and provide a connection to the region.

Sichuan Xinglida Group Enterprises Co., which has built numerous mixed-use projects in mainland China, bought the hotel through its U.S. subsidiary, XLD Group. The seller was DiamondRock Hospitality Co., a Maryland real estate investment trust that owned it for about a decade, according to Karin Chao of Asia Pacific Capital Co., an adviser to the buyer.

The Airport Marriott is one of the largest hotels in Los Angeles County, with 1,004 rooms in 18 stories. It was completed in 1972 at 5855 W. Century Blvd.

About $35-million worth of improvements are coming to the hotel, said Eddy Chao of Asia Pacific. Meeting rooms on the top floor will be eliminated to create a new "executive floor," where guests in Marriott's rewards program can lounge and eat breakfast.

This looks good but there is sure a lot of open space next to this several billion dollar people-mover and intermodal transit center that can be developed and leveraged to help fund this investment.

Also, as long as it is not an aeronautical hazard, the consolidated rental car facility should have solar panels covering every square inch on the roofs of the garages.

Surf Air, the members-only airline, is poised for a growth spurt

Over the past two years, Surf Air has been one of the most innovative air service providers. It seems like it could be a very competitive service for people who have to travel frequently for business.

Surf Air, the members-only airline, is poised for a growth spurt

By ANDREA CHANG

Surf Air CEO Jeff Potter, investor William Woodward and Executive Chairman Sudhin Shahani next to one of the members-only airline's aircraft at Hawthorne Municipal Airport last month. (Genaro Molina, Los Angeles Times)

"Surf Air, the members-only start-up airline, is ready for a major expansion to four other California cities

Pay $1,750 a month. Fly as much as you want. Arrive a few minutes before takeoff. Park for free. Forget TSA security; you don't even need an ID to board. And then get comfortable — on this fast-rising California airline, every seat is both a window and an aisle.

Since its inaugural flight two years ago, Surf Air has grown to 1,400 members, with plenty more eager to sign up: The waiting list numbers 600.
The original business plan targeted businesspeople traveling between Southern California and Silicon Valley. Now the Santa Monica company is gearing up for a major expansion to four other California markets by October: Santa Rosa, Monterey, Sacramento and Palm Springs.

Surf Air hopes that with its entry into those cities, chosen because they are gateways or popular as weekend getaways, it will evolve from a business airline into one that includes personal lifestyle travel..."

Airport Must Add Nine Commercial Flight Slots To Comply With Noise Ordinance

This was in the news this week--- it's interesting that Long Beach airport may have to add flights to comply with its noise ordinance, as usually airports are required to decrease activity to be compliant with noise regulations.

UPDATED: Airport Must Add Nine Commercial Flight Slots To Comply With Noise Ordinance

By Harry Saltzgaver
Long Beach Gazette
Nov 30, 2015

"An annual analysis of aircraft operating noise at the Long Beach Airport has led to the conclusion that the city must offer nine more daily commercial flights in order to stay in compliance with the Airport Noise Compatibility Ordinance.

The City Council is scheduled to conduct a study session on the report at its Dec. 8 meeting. A memo from City Manager Pat West details the issue as part of the Dec. 8 City Council agenda.

The analysis, conducted by Mestre Greve Associates, is part of the compliance agreement settled in court in 1990. That was the year a baseline was established, figuring the “noise bucket” for three categories of airplane — commercial, commuter and general aviation..."

340 Acres Near LAX Getting Total Overhaul
A three-mile pedestrian path and lots of open space

The plan aims to mix office space, retail, pedestrian and bike areas, and green space on the large site, and will include eco-friendly features, like "permeable pavement and green roofs," area councilman Mike Bonin tells KPCC. The plan calls for a three-mile pedestrian path connecting Westchester to Playa del Rey and the beach, plus as much as 49 acres of open space. Rios Clementi Hale Studios was the master planner for the project.

Delta to Relocate, Upgrade Operations at Los Angeles International Airport Through $1.9B Plan

Delta Air Lines (NYSE: DAL) is moving forward with the first steps toward a $1.9 billion plan to modernize, upgrade and connect Terminals 2 and 3 at Los Angeles International Airport (LAX) over the next seven years. Los Angeles World Airports' (LAWA) Board of Airport Commissioners approved a terminal facilities lease and license agreement earlier today. The future project, which will also provide a secure connector to the north side of the Tom Bradley International Terminal (TBIT), enables Delta to build a premier space for its LAX operations alongside its airline partners.

The relocation will expand Delta's gates at LAX commensurate with the airline's growth there. Since 2009, Delta has more than doubled its number of seats and grown from 70 daily departures to more than 175.

By relocating from Terminals 5 and 6 to the complex at Terminals 2 and 3, Delta will operate alongside many of its airline partners, including Aeromexico, Virgin Atlantic, and Virgin Australia. Later, a secure connection to TBIT will enable seamless access to additional partners, including Air France-KLM, Alitalia, China Eastern, and China Southern.

The project also supports LAWA's broader efforts to enable a more balanced and efficient airport for customers and airlines; provide a smooth connection to LAWA's planned Landside Access Modernization Project, once completed; and upgrade and modernize LAX before the city's bid for the 2024 Summer Olympic Games.

Long Beach Airport gets more routes as competition heats up

When Long Beach officials gave Southwest Airlines access to Long Beach Airport for the first time this year, experts predicted heated head-to-head competition with the airport’s biggest carrier, JetBlue Airways.

Game on.

Southwest, the nation’s most popular domestic carrier, last month launched four new flights each day from Long Beach to Oakland, serving the state’s most popular market, routes between Southern California and the Bay Area.

But Southwest didn’t stop there. It persuaded the city of Long Beach to temporarily allocate three daily slots to Southwest that weren’t being used by JetBlue. Long Beach allows 50 daily slots for large jets. Southwest said it would use JetBlue’s slots to fly to Las Vegas starting in September.
