MANGALURU: Work on at least 24 smart bus shelters in Mangaluru is expected to be completed soon. Smart bus shelters will provide real time transit data like route numbers, information on arriving buses with their estimated arrival time as well as information on bus route maps and and guides.

They are expected to be user-friendly for the elderly, children and physically-challenged, including tactile and braille boards for the visually-impaired.

It will provide safety by means of increasing visibility for waiting commuters and provide ICT facilities like Wi-Fi and mobile charging points. There will be slots for advertisements, said B H Narayanappa, managing director, Mangaluru Smart City Limited.

However, spotting of two bus shelters adjacent to one another at several places has invited criticism from the public.

Narayanappa clarified, “People are looking at these shelters just like any other bus shelter. But these are smart bus shelters. We will be providing IT facilities. The shelter will have CCTV cameras, display information about facilities offered by the corporation as well as information on government programmes and schemes, apart from details of vehicle movement. These bus shelters will not only protect people from rain and sun, but will act as information boards. After their construction, the old bus shelters will be removed. We will not allow two bus shelters at the same place,” he said.

Some of the bus shelters will also have e-toilets.

Mangaluru Smart City Ltd. (MSCL) has dropped its move of developing an integrated transport hub (bus stand project) at Padil. Instead, it would be built at Pumpwell in front of Karnataka Bank headquarters, according to its Managing Director Mohammed Nazir.

The initial proposal was to develop the transport hub at Pumpwell. Later, it was proposed at Padil.

Speaking at the eighth city-level advisory forum meeting of the MSCL here on Saturday, he said that if the transport hub was to be built at Padil, private land had to be acquired. In addition, no private parties have shown interest to take up the project on a joint venture.

Hence the project would be taken up on 7.23 acres of land available with Mangaluru City Corporation (MCC) at Pumpwell. The MSCL would again send the ₹445-crore proposal to the high-powered committee of the State government seeking its approval to build the transport hub at Pumpwell under public-private partnership (PPP) model.

He said the contract of the multi-level car parking (MLCP) project at Hampankatta had been awarded to R.K. Infra Private Ltd., Bengaluru, under the PPP model. It would have provision to park 400 cars and 200 two-wheelers. Now, the MCC and owners of 22 properties in the old service bus stand area will have to sign a memorandum of understanding (MoU) before taking up the project.

Mr. Nazir said the MSCL invited the bids thrice to take up the modern Central Market Project under the PPP model, but none responded. During a review, the board of the MSCL felt that there was a need to relax certain conditions in the bid, especially the one related to rehabilitating the existing owners of shops and stalls in the market. The bid proposal contained that the one who would get the award would have to bear the rehabilitation cost also by creating infrastructure for the same.

Now, the MSCL would call the bid again within a week by deleting the clause related to rehabilitation, which would have to be done by the MCC. It has been proposed in the project to make provision for 597 shops and stalls.

Hydrogeologist says constructing them will be cheaper than drilling borewells

Dakshina Kannada, Udupi have been reeling under water scarcity for some years now. The government declared Mangaluru and Bantwal taluks in Dakshina Kannada and the entire Udupi as ‘drought hit’ for the first time in 2016-17. N.J. Devaraja Reddy, a Chitradurga-based hydrogeologist, rainwater harvesting consultant, expert and author, has been visiting the coastal belt for roof-water harvesting and borewell recharging for a decade. He spoke to The Hindu on water issues in the coastal belt.

The government, farmers, industries are after borewells as a panacea to meet water demand. Is this the only solution?

Drilling borewells is definitely not the permanent solution. The coastal belt has reached a point of no-return by believing so. Water is not being lifted but ‘mined’ in the coastal belt.

A case in point: A farmer from Belthangady called me up sometime ago seeking a solution as all the 18 borewells on his land have become dry now. Borewells are not yielding even after digging 400ft.

Then what is the immediate feasible solution?

Store rainwater in geo-membrane tanks. Constructing them will be cheaper than drilling borewells and there will be no need to recharge them like borewells.

As the coastal belt receives an annual average of 4,000 mm rainfall the tanks will easily get filled in the rainy season.

Such tanks are best suited to farmers. Drinking water needs can also be met, partially or fully.

Is water stored thus enough for farming?

Why not? Some farmers in Vijayapura are now growing grapes by using water collected in geo-membrane tanks. Even farmers in dry belts of Kalaburagi, Bagalkot, and Anantapur (Andhra Pradesh) districts are using water which are stored thus.

Can you quantify the amount of water which can be stored thus ?

It is possible to store 1 crore litres of water by building a geo-membrane tank in about 200 sq.mt. area depending upon (varying) its depth, length, and width. About 12 lakh litres of water can be stored in a tank which is 3m deep, 21m wide, and 21m long.

There has been some arguments that laterite soil structure is not suitable for groundwater recharging, especially in the coastal belt. What is your view on it?

It is a wrong concept. Recharging is definitely possible.

How can the water scarcity in the coastal belt be solved ?

It needs an integrated and site-specific approach. The practice of building the traditional ‘kattas’ (bunds) should be revived. Open wells and borewells should be recharged by harvesting rainwater. But recharging borewells should be done under the guidance of an expert. Otherwise the groundwater will get polluted, thus raising another issue. The coastal belt is already facing this threat with unqualified persons suddenly emerging as ‘experts’ for commercial reasons.

Are there enough qualified experts in State?

Yes. There are more than a dozen.

Sahyadri Sanchaya, a registered body of green activists that has been fighting against the Yettinahole project, claimed here on Tuesday that the State government was now planning to divert water from nine tributaries of the Netravathi to the parched districts at an estimated cost of ₹60,000 crore.

At a Meet-the-Press programme organised by the Dakshina Kannada Union of Working Journalists on water issues, Dinesh Holla, convener of the sanchaya, said the State government has now realised that the Yettinahole project will not yield 24 tmcft of water for diverting to dry districts of Chickballapur and Kolar as projected by the government earlier. Hence, the government is now planning to lift water from the nine tributaries based on the G.S. Paramashivaiah Committee report. The tributaries are in between the Kudremukh Range and Pushpagiri Range in the Western Ghats.

If the government goes ahead with it, also called as ‘garland project’, Dakshina Kannada, specifically the Netravathi will completely dry up, he said.

Shreesha M.J., a rainwater harvester and Sanskrit teacher at Vivekananda College, Puttur, suggested that small vented dams should be built along the Netravathi to mitigate water crisis in Dakshina Kannada.

While doing so, the dams should not be built along the course of the river in the ghat belt. They should be built only after the river enters the main land in the district, he said.

Narendra Rai Derla, a college teacher and writer, said that usage of water by people has increased now.

Mangaluru: The ‘Sustainable Coastal Protection and Management Investment Program – Tranche 1’ under ADB to prevent coastal erosion along 300 km stretch of the coast has been completed. Tranche 2 programme is presently in progress at the cost of Rs 620.20 crore.

Due to the creation of artificial reefs, coastal erosion at some locations in Ullal has lessened. However, severe coastal erosion was experienced at Mukkacheri and Someshwar this year. Hence, in order to prevent this, 10 inshore berms at the cost of Rs 26.33 crore will be created at Someshwar along with 2 artificial reefs at the cost of Rs 104.82 crore and a seawall at Mukkacheri at the cost of Rs 22.08 crore. The work is expected to begin soon.

Under the Tranche 2 project, a retaining wall will be constructed at Yermal Tenka, 35 groyen will be constructed at Udyavara, a 4.5km long retaining wall at Kodibengre, dune construction and plantation of saplings at Kodi Kanyana, 24 groyen at Maravanthe and construction of dune and planting of saplings for the benefit of the communities at Bailuru Tambebila, Manki, Dhareshwara, Kadle Bir Kodi and Gange Kolli. Currently, all these works have begun and Rs 231.52 crore has already been spent.

One year pending!

ADB has provided the time frame form 2011 to 2020 to complete Tranche 1 and 2 projects and only 12 more months remain. The work needs to be completed by then. Rs 448.68 crore will be provided by ADB and Rs 192.07 crore will be provided by the state government for the Tranche 2 project.

Completed in Ullal

Creation of 8 inshore berms, recreation of breakwater, construction of 2 offshore artificial reefs in the middle of Ullal sea had been undertaken under the Tranche 1 project to prevent coastal erosion at Ullal at the cost of Rs 246.11 crore in 2012, and the work has been completed.

Plans for 3rd phase

The port department has planned for the development of 5.50 km stretch between Mukka-Sasihitlu and the total 12.30 km stretch between Ucchila-Kapu, Uppunda-Bijuru and Paduvari-Shiroor in Udupi district under the 3rd phase.

Tranche 1 programme in connection to the prevention of coastal erosion has been completed. Tranche 2 is in progress and is expected to be completed by next September. Work at Mukkacheri will be started in a couple of days – Gopal Naik, Joint Director, Sustainable Coastal Protection and Management Investment Program

Project implementation

The artificial reef will be created in the model of a breakwater with the use of stones laid parallel to the coast. The two reefs at Ullal, including the north and the south will be constructed in the sea at a distance of 600 meters from the beach. This will reduce the strength of the waves.

Seawall is nothing like a normal wall. It will be created as per the design given by marine geology specialist according to which, a geo-textile bed will be laid first. It will be covered with stones to prevent it from slipping. Later the seawall will be created by connecting the stones at the locations where the waves gather their strength thereby effectively reducing their strength.

Inshore berm involves the systematic installation of bags made of geo-textile material filled with tonnes of sand along the coast. This reduces the strength of the waves.

Groyen is the construction of a 70 meter long stone based breakwater. One side will be connected by using geo-textile bags filled with sand.

The National Biopharma Mission, with funding from the Department of Biotechnology and the Biotechnology Industry Research Assistance Council, has sanctioned a medical technology and rapid prototyping facility to be established at Yenepoya (Deemed-to-be University), Deralakatte.

The facility will address the needs of medical device developers for testing, verification, rapid prototyping and pilot batch production of medical devices. It will be a part of Yenepoya Technology Incubator and will be located at Yenepoya Research Centre, Deralakatte. It is open to all the innovators, startups, students and faculty, the university said in a release on Tuesday.

The rapid prototyping facility will be used for producing prototypes of geometrical complexity in a relatively short time using the additive manufacturing approach and to build complex 3D models in medicine such as surgical fasteners, scalpels, retractors, display systems, among many others including bioprinting and organ printing. The prototyping technology is also used for designing specifically individualised products, including hearing aid, biologically active implants and organs, the release said said.

Recently, the technology even made advancements in the production of cartilage tissue for use in reconstruction and regeneration and printing of kidney and artificial organs. This process could also eradicate the headaches associated with organ donation and transplantation, cosmetic surgery and meat production, the release said

In a recent development, Kenya’s Mombasa county inked pacts with Mangaluru-based Yenepoya Hospital, Kanachur Institute of Medical Sciences and the Mangalore Institute of Oncology to provide treatment conveniences to patients in the African continent.

The agreement is first international collaboration of Mangalore Hospitals with Mombasa which is one among the 47 counties in Kenya. Following the partnership, three Mangaluru medical institutes will help train laboratory technicians and also support in capacity building of healthcare facilities in Mombasa.

Minister in-charge of Dakshina Kannada B. Ramanath Rai laid foundation stone for construction of the new medical super-speciality block, child health institute, composite ayush medical hospital and the district public health laboratory on the premises of Government Wenlock Hospital at a cost of ₹23.5 crore here on Saturday.

The new 126-bed medical super -speciality block, sanctioned by the government last year, will be constructed at a cost of ₹10 crore. This block will come up next to the 176-bed three-storey block, which is being constructed on the hospital premises at a cost of ₹15 crore. With a total of 300 beds, Mr. Rai said the medical super-specality block will cater to all super-speciality treatment needs of patients from Dakshina Kannada and other neighbouring districts, including Kasaragod in Kerala.

The 67-bed child health institute will come up next to the Regional Advanced Paediatric Care Centre, the popular child care centre of Wenlock Hospital constructed on the funds provided by Infosys. The State government sanctioned ₹3 crore for construction of the institute in the budget in 2017.

The 50-bed Composite Ayush Medical Hospital will come up near the District Drug House. There will be 10 beds each for Ayurveda, Yoga, Unani, Siddha and Homeopathy. The government has sanctioned ₹10 crore for the hospital. “This will be the first such hospital in the State,” said Food and Civil Supplies Minister U.T. Khader, who had sanctioned the project during his term as Health Minister.

The District Public Health Laboratory will come up on the first floor of the Trauma Block of Wenlock Hospital. An amount of ₹50 lakh was earmarked for this project announced in the 2015-16 budget. This lab will be used for detection of communicable diseases namely H1N1, dengue, malaria and chikungunya.

Four major projects to be taken up under the Smart City mission

Minister in-charge of Dakshina Kannada B. Ramanath Rai will lay the foundation stone for development projects estimated at Rs. 2,266.65 crore under the jurisdiction of Mangaluru City Corporation on Tuesday. It will include 65 projects costing about Rs. 2,000 crore, under the Smart City mission.

Mayor Kavitha Sanil told reporters here on Monday that four major projects would be taken up it.

They are a bus stand at Pumpwell (Rs. 400 crore), multilevel car parking facility at Hampankatta (Rs. 98 crore), reconstructing central market building at Hampankatta (Rs. 50 crore) and setting up a command-control centre in the corporation building at Lalabgh (Rs. 49 crore). The command-control centre would have CCTV camera surveillance of the city, and supervisory control and data acquisition (SCADA) system to monitor water supply, water leakage, movement of vehicles transporting waste, etc.

Foundation stone for a modern market- cum- commerical complex at Kadri (Rs. 16 crore) and at Kankanady (Rs. 42.50 crore) would also be laid. Some of the other projects for which foundation stone would be laid are replacement of 11.40-km-long sewage-pumping mainline (Rs. 93.55 crore), work on underground sewage network, a park, and work on storm water drainage works (Rs. 61.30 crore) under Atal Mission for Rejuvenation and Urban Transformation, nine road development projects (Rs. 17.35 crore) and 19 other projects costing Rs. 37.75 crore.

Some of the road projects to be taken up will include widening Mangaluru Junction Railway Station Road, Yekkuru- Pakkaladkka JM Road development, Lady Hill- Sulthan Bathery Road widening, building storm-water drains on the concrete road between Kavoor Junction and Kuloor Junction, widening Malemar road, and building footpaths on Kadri Kambala Road.

“An amount of Rs 30 crore has been set aside for developing a road underbridge near Mahakali Padpu. The southern railways was entrusted with the responsibility of drafting a detailed project,” he added.

“Other projects being planned under Smart City include developing a model road near Kadri Park (Rs 12 cr), an indoor Kabbadi stadium in Urwa market (Rs 10 crore), and a 77-year-old slaughter house (Rs 15 cr). The multi-level parking (Rs 94 cr), Central Market (Rs 145 cr) and inter-city bus stand (Rs 500 crore) are being planned under PPP (public, private partnership) model,” he said.

Khader said the Kuloor bridge will be closed for traffic and work would begin on a new bridge.

The MSCL will not only develop concrete roads, but has also planned to construct footpaths, ducts and medians and beautify the stretches by planting saplings. MSCL, the special purpose vehicle to implement the Smart City Mission, has reserved Rs 83.45 crore to develop roads in Court, Central Market, Bunder, Port, Milagres, Mangaladevi, Hoigebazar and Bolar wards which are included in the Smart City Mission as Area Based Development (ABD) wards. Most of the roads concretised by the Mangaluru City Corporation (MCC) do not have footpaths, drains and proper median. People have been facing difficulties due to this. Considering this, new Smart City packages are planned by including all such works.

Official sources said that tenders have been invited and the work may begin soon after the process is completed. The MSCL has set a deadline of 12 months to complete both packages. The MSCL has earmarked Rs 10.2 crore for the development of Kadri Park road in the city. Meanwhile, Rs 8.5 crore has been reserved to install water meters for all domestic connections.

Mayor K Bhaskar Moily said several roads in ABD wards will be converted into Smart Roads at an estimated cost of Rs 300 crore under the Smart City Mission. New Central Market will be built at an estimated cost of Rs 145 crore and a multi-level car park will be built in the city at a cost of Rs 94 crore. Meanwhile, a detailed project report (DPR) has been prepared for the construction of a bus terminal in the city at a cost of Rs 500 crore. All projects under Smart City, MCC, ADB funding and other government schemes will be taken up by holding coordination meetings involving all stakeholders, he added.

Mangaluru Smart City Limited has proposed to take up 44 works worth ₹ 958 crore in the city and seven other works under the public-private partnership (PPP) model at an estimated cost of ₹ 912 crore under the Smart City Project. Talking to reporters here on Tuesday, Managing Director of the company B.H. Narayanappa said that 20 acres of land has been identified in Padil for developing the transport hub. “We need more land. Development of this hub will be among the projects to be taken up under public-private partnership model at a cost of ₹ 500 crore,” he said.

Mr. Narayananappa said that the company has proposed to build satellite bus stands at Pumpwell, Bangra Kuloor and the Old Bus Stand. It has also planned to develop the bus terminus in the State Bank area. Among the other works taken up under the public-private partnership model include construction of a multi-level car parking complex at Hampankatta. Partnering business establishments in the area have given approval to the design and tender was being called for now. The first phase of installation of roof-top solar panels on government buildings is also being taken up under this model. As many as seven works estimated at ₹ 912.17 crore are proposed to be taken up under the model, he said.

Command centre

The company has proposed to develop at a cost of ₹ 38.79 crore the command and control centre that will help people get services of all 40 government departments. The centre will be located on the third floor of the Mangaluru City Corporation building in Lalbagh.

The company has finished installation of 23 bus shelters. After incorporating changes suggested by people, it is now installing the remaining 21 bus shelters. The newly constructed clock tower will become operational shortly, he said.

The company has proposed to develop as smart road the stretch between Clock Tower and A.B. Shetty Circle at an estimated cost of ₹ 7.56 crore. This road will have a pedestrian underpass to connect the road from Mangaluru Central Railway Station and Town Hall.

The company has issued tenders for construction of a swimming pool in Yemmekere and also one to develop the Kadri Park. A detailed project report was being prepared for installation of smart water meters, redevelopment of the Old Bus Stand area and rejuvenation of Gujjarakere and Kavoor lakes.

Projects to upgrade the Mangala Stadium, to develop the waterfront and also one to redevelop the Deputy Commissioner’s office were among the works that are in the conceptual stage, Mr. Narayanappa said.
'M'luru to get Command and Control Centre'

Speaking further, he said, “Once complete, all the services of the 35 to 40 government departments will be made available at the Centre. Information on the surveillances of a CCTV camera, weather forecasting and pollution will also be given to the public once the integration of the services is completed. A sum of Rs 30 crore would be given to the Karnataka Municipal Data Society, which will have a data centre system to integrate all the seven Smart Cities in Karnataka. It will prevent the data from being tampering.”

KOCHI: With Kochi being selected as the model city for the Local Biodiversity Strategy Action Plan under the Interact-Bio project being implemented by the International Council for Local Environmental Initiatives (ICLEI), a natural asset map will be prepared for the city. Apart from Kochi, Panaji and Mangaluru are the two satellite cities selected for the project in India. “Though we have national-level and state-level biodiversity plans, none of the cities has a local-level strategy. In biodiversity conservation, local-level planning is a very critical element. Interact-Bio will support local bodies to understand and unlock the potential of nature to provide essential services and new or enhanced economic opportunities,” ICLEI (South Asia) Biodiversity Coordinator Monolisa Sen told Express.
Six urban local bodies in Karnataka choose to implement Green Links project

The ULBs of Vijayapura, Ballari, Chitradurga, Tumakuru, Raichur and Mangaluru have sent across proposals of stretches where green links can be implemented.

“Green Links is aimed at popularising walking and cycling as a viable means of transport. Please see that underpass staircase is constructed not on path of footpath but at its side. Smart citizens of Mangaluru should look at the design and ensure that this staircase does not hinder pedestrian movement on footpath.(I am talking as if they have uploaded all design in smart city website as per spirit of transparency envisioned in smart city scheme).

So, Padil transportation hub plan is not dropped but due to delays in acquiring land Pumpwell satellite bus terminal will be constructed on priority to meet smart city project schedule. In addition we need plan for smoother movement of buses on roads connecting to this hub; some suggestions are here - 1. I am still recommending radial hub & spoke mainly for servie & other long distance buses assuming population less than 20 lakhs (my 20 lakhs population area include current MCC limits + Ullal + BC Road <- that is Greater Mangaluru); for city buses were people may not mind changing buses frequently (not much luggage to carry; there is no way for check-in baggage) there are other alternatives 1. Whether smart city has any vision on what are the new routes needed for city buses? What should be widths for roads of current city & future greenfield expansions? Or will it be done later as per suggestions coming from smart traffic management apps?

Year after work began, Smart Road plan changes

MSCL managing director Mohammed Nazeer said that it was not decided whether to make the Clock Tower – AB Shetty Circle road one-way or two-way. “Though the City Level Advisory Committee of the MSCL favoured the road to be one-way, we have decided not to make it one-way till the service bus stand from State Bank is shifted to the new proposed site near Pumpwell Circle. Hence, we have decided to make changes in Smart Road so that the present median will be shifted towards Nehru Maidan side by reducing the broad footpath area. Meanwhile, letters to make the road one way in future have been sent to Mangaluru City Corporation (MCC), city police and the district administration,” he added.
Contractor booked over blocked footpath

Whether any contractor is booked till now for constructing parking area on footpath? When MCC itself constructs parking areas on footpaths and donate to builders how can others be blamed? Has anyone seen the smart taxiway constructed to parking area in front of a Bunts Hostel circle building after relocating peepal tree? The constructors have converted footpaths into such smart taxiways or smart parking bays not in front of every shop but many selected shops and buildings everywhere in the smart city - why this selectiveness is not known! Anyway when they can construct such smart busstops costing only 12 lakhs definitely they are capable of doing other smart stuffs also! They can cover busstop smartly with tarpaulin during rain like buses still using them; after all showcasing city's heritage is also a part of smart city project. Their only drawback is they don't know how to construct smart autorikshaw bays; reason could be our smart urban planners being not trained on it or they might be planning for something smarter than autorikshaws for Mangaloreans. Anyway smart Mangaloreans have ignored it as a few smart politicians have already constructed smart autostops everywhere on footpath!

After all corruption & smartness are always good friends! This project is also going to one smart gutter.

Lighter defense equipments, rockets: Mangaluru youth's discovery! To be executed in Goa 2

Summa: Goal of the project is to develop lighter military gadgets (barrels, rocket launchers, missiles) for infantry, artillery, tanks, fighter jets, warships & produce under 'Make in India' initiative. Though Mangaluru South MLA was ready to offer two acres of government land in Mangaluru itself the inventor prefered Goa due to difficulties in getting defence raw materials & defence department approval. Goa CM has promised to allot land.

As far as Mangaluru is concerned there is a proposal for defense cluster -
Defence Manufacturing Cluster at Mangaluru, Defence Manufacturing Industrial Cluster in Mangaluru: CM. And there is also proposal to set up Coastguard Training Academy - Defence Minister Visits Proposed Coast Guard Training Centre at Baikampady, Mangalore. Mangaluru has a Coast Guard Station & Coast Guard Air Enclave. There is possibility that we can set up Defense Research Facility as a part of Defense Cluster.

But look at how aggresive is Goa.

There is also a very very small chance for building Goa-Kannur defence corridor covering Goa, Naval Base in Karwar, Coast Guard Academy in Mangaluru and Naval Training Academy in Kannur.

Karnataka is only promoting the parched city for everything. Forget Karwar or Mangaluru it has totally ignored Belagavi which has good potential for defense & aerospace. Whatever Belagavi has now is because of individual effort not the government. Goa-Belagavi-Karwar form a better combination than Mangaluru for Defense.

So, I think it is better to leave defense cluster to Goa. Instead Mangaluru should go for EV cluster 1 2 3 4 5. (EV = Electric Vehicle). Even Kerala may be planning for one in Kochi - 1. EV Cluster can support component manufactures like plastic components of vehicles, batteries, electronic/electric gadgets, air conditioning systems, foundries, machineries etc for electric vehicles. We can reserve a land around 300-500 acres for EV cluster apart from 250 acres for Hungarian automobile company Csepel. As such a part of JESCO-Nagarjuna land was earlier identified for Automobile cluster - 1 2. Vicinity of this land to KIOCL & MRPL should make it cheaper to get raw material for steel & plastic components. (We don't know which land was shown to Csepel). The EV cluster should include skill development & research facilities near by with incubation centre (so far only commercially successful vehicle developed by any Tuluva seems to be this one - 1). We can also create research facility to develop batteries/Nanobatteries 2 3 4 at Belapu facility of MU. Cluster can manufacture electric buses/trucks/excavators, electric boats, amphibians, even future vehcilcles like gyrobuses 2 3 4, hyperloop capsules 2 etc for domestic and export markets. This will provide opportunities to KIOCL to supply foundry grade pig iron after recommissioning blast furnace and to plan for manufacturing automotive grade steel for electric vehicles and marine grade steel for electric boats. Main component of any vehicle is steel and then plastic which can be made available by developing KIOCL & MRPL downstream industries creating a fantastic scenario for Electrical Vehicles manufacturing cluster for both domestic and export markets. (KIOCL products will be cheaper in future when we are able to mine iron nodules from Arabian sea & manganese nodules from Lakshadweep sea economically; and then when scrap is transported through waterways for recycling). Exemption of customs duties on certain parts of electric vehicles also favours seaport based EV clusters though some automotive components are transported as air cargo - Budget 2019: Customs duty exemption on parts of electric vehicles, Electric Vehicle industry charged up, raring to go, E-buses gaining traction on Indian roads, FAME. And port based plants are definitely economical for export. So, most of new entrants seems to be interested in locating their manufacturing facility near seaport & airport so seaports like Kochi, JNPT, Mudra (Adani) etc are prefered locations. So the state government will ignore other cities as usual for EV cluster also. (In fact Karnataka lost many automobile industries to Chennai because as it failed to promote port-based developments. I was not bothered about automobiles which use fossil fuel but I do prefer electric vehicles). To overcome this drawback we need not even have full-fledged EV Park but space has to be reserved and declared as EV Cluster land bank. Let companies create their own basic infrastructure. If demand is there companies will use them just like Baikampady industrial cluster. Only thing is we have to advertise a little about existence of this land bank in stuffs like invest karnataka by adding a sentence or two on it.

And Mangaluru Smart City company can include this task in smart city schedule. Note that Csepel has already signed some kind of MoU with a few of private travels already - 1 2. Even ex urban minister had talked about discussing with MESCOM for battery charging stations - 1. No idea what are possibilities & advantages extending such scheme to electric autos, taxis, bike/car rentals etc. Anyway many of them will be switching over to CNG soon.

Do these politicians know that it was under Tuluva dynasty Vijayanagara empire was at its peak. Kempegowda was impressed by how Hampi was built by these rulers and got permission from Tuluva king Achyuta Deva Raya (younger brother of Tuluva king Krishna Deva Raya) to build a fort in the parched city replicating Hampi in some way - 1. Telugu origin Kempegowda & his descendants' province was nothing compared extent of Alupa kingdom Alvakheda Arusasira during its peak.

Udupi was spiritual centre of Vijayanagara Empire. Tulunadu garadis were training grounds of Vijayanagara soldiers. Tulunadan Kalaripayattu (Garadi Pettu) 1 2 was the martial arts of those times. But now others are far ahead of Tuluvas in spiritual world as well as martial arts.

We and our children are fed so many stuffs glorifying the parched city & its history. And we know nothing about our own history. Anyway we are a mini India. When Indians are not proud of their past how can Tuluvas be proud of their past? We are still colonized, physically & mentally a colony of the thirsting monstrous city! No doubt celebrating Kempegowda is more important to our politicians than celebrating Alupas! How many politicians participated in Barkur Alupotsava?

Saavayava, Miyawaki forests, Rainwater harvesting

Though there was not much development in 'terrace/indoor gardening' arena a few important relevant developments have happened. I have also not made any progress on blog as I am waiting for (a) subsidy for terrace/indoor gardening (b) formation of terrace gardeners association. Forget special subsidy theough smart city project, even agriculture department subsidy is not available to urban farmers. Let us see what are relevant developments.

Hope AIMIT can go for 'Saavayava Informatics' which includes all organic 'agropocessing informatics' which is much wider than what I am trying through berake attilu for food processing in a non-formal way. (I don't think IISc Online Database of Plants is as informative as we want. Let us wait & see what Mangaluru University does at Belapu for coastal and Westernghat plants both terrestrial and marine). In the berake attilu dictionary I am listing edible usages (I thought by adding things like glycemic index, gluten index, acidic/alkaline pH 1 2 3, nutritional value it will become a wikipedia instead being a dictionary hence avoided; may just add a vaata/pitta/kapha tag later for ayurveda diet against each dish with nutritional value) of plant parts but have left out non-food/non-medicinal usages which is useful for manufacturers of saavayava products like perfumes, soaps, organic plastic (it may be preferable to use organic plastic in farming for various uses like mulching, covering against frost but bioplastics are still dangerous for animals like cow and marinelife) etc. 'Saavayava Informatics' can include agriculture informatics, manufacturing informatics, service informatics covering primary, secondary, tertiary 1 2 sectors of organic economy (i.e can cover full saavayava vertical). Who knows just like saavayava vegetables delivery apps we may soon have saavayava products delivery apps for example saavayava homefood delivery app (wait, you can buy a robocook soon to prepare fresh food in traditional style - Japan roboticists predict rise of the machines - need not bother about evils of processed food, just give order to your servent robocook through mobile phone, hot food will be waiting for you as soon as you reach home). And organic farming apps and organic manufacturing apps. Later when enough knowledge is acquired AIMIT can introduce a degree in 'Saavayava Informatics & Management'. Various regulatory requirements 1 2 3 4 (organic regulatory informatics & management, regulatory compliance management apps; currently regulations are there only on organic food/medicine? products; non-food like cosmetics, textiles & others may also be regulated soon) can also be taught as part of this degree.

Main advantage of plastic industry is extent of automation leading to high productivity hence low costs. (manual labour generates more jobs but less productive ones). Not only labour costs but material cost is also high as in many cases makers have to search for resources in forests. People have stopped using cane baskets, mats due to their high cost. If we want organic economy to compete with plastic economy then we have to increase productivity & raw materials availability levels. The best way to increase availability of raw material is cultivating them like done by budding entrepreneurs here by growing bamboos themselves - Bamboo straws to eliminate plastic. Various plant waste parts which are grown mainly for other reasons can be tried out - 1 2 3 4. There is tremendous scope for automation of saavayava economy in each of its sectors. (we have already discussed about apps). For example, for manufacturing sector automation we need machines for cane splitting/weaving/knitting (like Mallige Maalaa Making Machine, Coir/Fibre/Grass/Seagrass Matting Machine), leaves stitching (for example, Moode Making Machine), pot making (want to try moulding or 3D printing 1 pots? how about automated assembly line for this) etc to achieve neccessary productivity level. Our engineering/diploma/ITI and other colleges should help by inventing these types of affordable machines.

Organic Economy has tremendous potential for increasing rural employment. In one of old posts we discussed about strengthening rural economy by developing a homebased industrial model for textile and apparel sectors similar to beedi industry but automated. A similar model is needed for saavayava economy.

Along with raw materials an ideal/smart village should be optimally self-sustainable in energy, fuel (biogas, solar etc) to support its industries, homes & transportation.

Currently the central & the state government policies are very poor not favouring the growth of agro-based economy hence organic enconomy. Where is policy for special agriculture zone on which DK MP harps so much? - 1 2 3. But we need policy giving more importance to dometic usage of organic product & rural employment than agriproduct export per se. (we will discuss more on 'urban x rural' & economic agglomeration in my upcoming series of posts titled 'Globalization x Localization'). So, don't expect plastic/bioplastic 1 2 ban to be successful anywhere in the near future!

If we continue meat-based food habits then we need more food for feeding animals; hence need more land, more fertilizer. Endless needs. At the end some will have luxury vehicles, homes, meat and others will have nothing. If you are a socialist then your 'socialist economy' goal of equitable growth can not support luxuries like personal vehicles, meat-based food habits etc. That means along with 'organic economy' we also need 'vegan economy' (purely vegan may mean plant & human generated organic fertilizers) or at least 'vegetarian economy'. You know sugar is also unhealthy luxury product (luxury because growing canes consume lot of water) and hence we may also need 'sugar-free economy' (not rationcard supported 'free-sugar economy'). But how to build sugar-free economy? Yes, this economy will have policies to support healthy sugar substitutes just like vegan economy supports meat substitutes. Sorry if I sound like a 'communism reformer'! I will write more stuffs relevant to this in my upcoming series of posts titled "Globalization x Localization". At this stage it may be premature to talk about development of dedicated software apps for vegan or combined vegan & organic economy.

Nature has blessed us with vast sea to explore for saavayava resources. As far as seaweed is concerned we can continue to focus on shallow seas of regions like Kundapura and then Lakshadweep before moving to deeper seas. Anyway from Lakshadweep seaweed raw materials, if they can not be processed there itself, can be supplied to food processing plants, animal/fish feed plants, fabric factories, fertilizer plants, biofuel plants, paper mills, packaging/labeling industries, cosmetic factories, wastewater treatment plants etc in main land through waterways. We have to explore other sea plants also like seagrass 2 3 4 for fibre, mattress/floorings/rugs/carpets, furniture/baskets, fertilizer, heat insulation, bandages, paper/packaing, biomass for biofuel 2 etc (i don't know whether seagrass straw can be used for drinking bonda; 'tape seagrass' seeds are edible). And then mangroves, marsh grass etc. There are more sea flora listed here to explore for organic usages - Coastal and marine floral biodiversity along the Karnataka coast (no idea whether CMFRI has carried out any survey for non-food seaweeds & other sea plants potential in the region). Shallow waters of Udupi-Karwar & Lakshadweep stretch is useful for growing sea plant forests 1 2 3 4 5 6 7 8. Most of sea plants are food to marine animals and we have to compete/share with them in a sustainable way unlike what we have done to terrestrial animals. And we can try to grow in abundance local varieties to preserve our local biodiversity and other sea plants from other regions of the world which can be adapted to sea climate here & then harvest in a controlled sustainable manner. By reviving marine flora we should be able to revive back marine fauna which was effected by increase in carbon dioxide level of sea (could help in controlling jellyfish population - 1 2) & scarcity of plant-based food sources. (organisms like planktons 1 could anyway enjoy plastic-free sea) All we need is one research & innovation institute to explore possibilities.

It is joyful to learn that people are coming up with ways to avoid usage of plastic in farms - multilayer farming 2 3.

One thing I missed to write while writing advantages of terrace/indoor gardening is, even if India's population hence food requirements does not grow in future drastically and hence no pressure to grow more food, urban farms will help in growing non-food farm products for supporting wider range of saavayava economy by diverting redundant farmland to this purpose and may also in converting farmlands back to forests.

By the way, one of Udayavani article was talking about water towers on top for storing water (if I remember correctly even for rainwater harvesting, link is not available now). Here is something else - West Coast Tallest Building To Use Water Tanks To Counter High Winds. I think along with storing water some of floors where enough natural lights available (higher floors are better) but wind effect is minimum (you may have to use some means to reduce wind speed in higher floors) can be used for gardening. MCC can encourage this by giving permission to additional floors for this purpose. But there is also risk of people diverting these floors to other purposes like basement floors.

Inspired by the professor I am also claiming following patents on coastal reservoir dykes usage
  • Runway on dyke - one of parallel dyke being taxiway. Hence not only seaplanes but also landplanes can land on deepsea port to make it multimode port. (Too late to claim patent on deepsea port as Gujarat government has already planned for it in Kalpasar project).
  • Planes with rail tyres for landing on railway track on dykes. (Too late to claim patent on railway track along dyke as Gujarat government has already planned for it in Kalpasar project).
  • For laying utility pipeline & conveyor belt along dyke for connecting deepsea port with industries for goods transportation purposes.
  • For running cable along dyke from deep subsea data centre till land fall point.
  • For running electrical cable along dyke for connecting with floating wind mills or solar plants on seaside or reservoir side constructed parallel to dyke. And also running electrical cable from ocean-current plants or wave energy plants or ocean thermal/hydrothermal energy plants 1 on sea or deepsea side. (what will happen if data cable and electical cable lay side by side?).
  • District cooling system with Sea Water Air Conditioning (SWAC) by having pipeline along dyke (as Makai Ocean Engineering is not allowing me to claim patent on SWAC directly). Here cold sea water is heat-exchanged with reservoir fresh water and then cold fresh water is pumped to various parts of city for various HVAC usages. Water aftering being used for cooling further is used for other purposes without circulating back to reservoir.
I thought it is silly to have reservoirs on both sides of Netravati estuary connected through subsea pipeline & other possible extensions and deleted that part in an earlier post of me here. Who knew anyone will aggrandize it as Sarovar Maalaa and claim patent? If anyone wants such patent then he has to do following things. Sarovar Maalaa will be a water grid system just like power grid system. There may be many ways to connect reservoirs. Subsea pipelines without gates can allow continuous flow to preserve same water level in all reservoirs otherwise gates may be opened from one reservoir to another as per needs. Any fault say crack in connecting pipeline or crack in dyke or malfunctioning of any lock can have disasterous effect like emptying or salinating all connected reservoirs say in a week or a month if preventive measures are not available. Reason for a fault can be anything like ship/boat collision, earthquake, tsunami, terrorism, construction & manufacturing fault. What is important is Fault Detection & Isolation. Detection may be through abnormal changes in salinity, flow rate, water level etc - some more hints are here. Valves & pipes should be of marine grade as they will be in contact with saline water although they are used for carrying fresh water. No objection if the professor claims patent for Fault Detection & Isolation System after developing it with all neccessary hardware & software. Can take help from NITK to develop such a system.

The above comment is made on assumption that reservoirs will be connected by subsea pipelines as shown in diagram in ResearchGate paper link refered at the top of this post. Otherway to connect reservoirs is to connect through inland pipeline assuming water will be pumped to this pipeline so that you need not worry about marinegrade requirement for pipes and pumping can be stopped when leak is discovered. One more way is to pump water to freshwater inland waterway - Kerala government is constructing inland waterway but I don't know whether it is freshwater or saline water (if it is freshwater then there will be evaporational losses, if it is saline water then surrounding soil will become saline unless channel wall is waterproof) as I have not gone through project to that extent - KSINC, National Waterway 3 - Inland waterways gets push in Karnataka. Also I don't know whether freshwater can be transported through waterway while vessels are moving over it.

Earlier since I had not noticed this wikipedia link with a diagram of Kalpasar coastal reservoir I had to write a lot in explanation. But now the diagram can be used as a reference. In this post I will use word Kalpasar reservoir to mean Kalpasar diagram in wikipedia as on this date and Netravati reservoir to mean third/last diagram of Netravati reservoir drawn by me. 'Chain of reservoirs' means Sarovaara Maalaa like chain but of small reservoirs. Since many of ideas are expected to be borrowed from Kalpasar project to proposed project here I am making a note of my doubts & observations on Kalpasar project.
  • Whether there is double dyke between tidal basin (saline reservoir) and freshwater reservoir? (this doubt is applicable only if we want to exloit tidal energy also through Netravati reservoir).
  • It is preferable to use mechanical/hydraulic lift instead of lock 2 for transporting boats between fresh water reservoir (fresh water reservoir can even be empty) and sea because of height differences and even for boat movements between tidal basin and freshwater reservoir. Note we are mixing up considerable amount of saline water with fresh water or vice versa if height difference is considerable and frequency of boat movements is high. (do we want such boat movements through Netravati reservoir?)
  • Fresh water is used to fillback area between parallel dykes whenever ships enter or exit the port so that port area water height is higher (about 1 meter higher) than seawater. (applicable if we need deepsea port here).
  • A negligible/considerable part of water between parallel dykes, which may be more saline than freshwater, may seep into freshwater reservoir if water height of freshwater reservoir falls considerably. Water is more saline than freshwater because you are opening locks for ships as seaport is between sea and freshwater reservoir. (applicable if we need deepsea port here).
  • What type of lock is used for moving ships between sea and port area between dykes? Single gate? What are possibility of lock failure? Is there any failsafe state for lock? (further explanation follows)(applicable if we need deepsea port here).
In case of big reservoirs like Kalpasar any disatrous event which leads to mixing of seawater with fresh water may lead to huge water losses. In case of isolatable chain of small reservoirs (chain = maalaa; small reservoirs but large in numbers) freshwater loss & other disasters may be minimum.

Tsunami waves hitting dykes (if dyke does not have sufficient height) may fill coastal reservoir with sea water though parallel internal dyke can protect against such occurance depending upon distance between parallel dykes. Anyway we can not avoid tsunami effects on deepsea port between parallel dykes. (Which seaport is safe from tsunami?). Total effect on chain of small reservoirs depends upon extent of shore width affected by tsunami.

Cyclonic/hurricane waves may also die in area between dykes. I think hurricane waves will occur for a longer time than tsunami waves. No idea what will happen if tsunami and hurricane occur together! (do we know what is the maximum height for tsunami or hurricane waves?).

In summary parallel dykes will ensure freshwater reservoir will not become saline neither by seepage from sea nor by tsunami/hurricane waves but may become slightly saline due to mixing of seawater & freshwater in port area due to ship movements in case we want to have a port in between dykes.

In case of big reservoir, disaster may be big if both parallel dykes break and sea water gushes into reservoir when it is nearly empty creating an event similar to a tsunami. This effect will be maximum if occurs during high tide & when reservoir is empty (what about during hurricane?). In case of small reservoirs the effect may be minimum as it is has lesser height. Or is it big reservoirs less dangerous than small ones? Even lock malfunctions can lead to similar events.

Is there double dyke protection against disaster? ie, whether both dykes have to break for disaster to occur? What if we have port & then lock for ship movements? If lock is single door then it is just single dyke protection. Okay, what should be failsafe state for lock? If it is 'gate open' state then double dyke is nothing but single dyke as against seawater's gushing entry to empty freshwater reservoir. If it is 'gate closed' state then if a ship is just passing through gate when failure occurs and gate is trying to close due to failure is not good for ship (I don't care for any interlock ensuring this not to happen because it just considers safety of ship but not safety against dyke breaking disaster; I do agree that proper interlock should take 'gate closed' state as failsafe against dyke breaking disaster without worrying about ship as probability of both events happening simultaneously is very low). I don't want to explore here whether double dyke protection is possible if there are more than one gates/doors in the lock interlock system. Let us forget about this as there is no plan for reservoir-based deepsea port in Mangaluru.

Disasters has to be identified for whole lifecycle of the reservoir. We should be even able to perform reservoir's last rights (decommission) without any disaster!

Disasters can occur even if we use best technology to construct dykes against effects of earthquake, tsunami etc and minimize disaster probability and even if we have non-corrupt engineers & contractors. Inspite of least probability it is better to study all possible hazards and their effects. Many of above disaster studies including other disasters like erosional effects which are posted earlier can be done through simulational modeling. Note that disaster need not be life loss; even fresh water loss or any other asset loss is also a disaster. (fresh water loss in disastrous even for parched city mafia if they encroach all remaining waterbodies of their dear city for expanding their business! on identification of such a disater a yellow alert can be issued to the mafia by including the parched city in disater/hazard map). Good that NITK is having simulation team & disaster study team now to help if needed. Disasters can be identified with severity versus probability. (Don't worry guys Mangaloreans can generate enough voice against this at international level as population residing in this region mainly of religious minority).

In the next coastal reservoir conference NITK can also discuss advantages and disadvantages of big coastal reservoirs like proposed Kalpasar versus small coastal reservoirs connected through pipelines. Definitely big ones costs less to build for having same storage capacity as chain of reservoirs.

There is one more thing to note on Netravati coastal reservoir (refer my last picture). Mangaluru receives above 3500 mm of rain annually during raiy season. So even sea may also receive same 3.5 meters amount of rain annually. Hence, if we assume coastal reservoir is having an average height of 7 meters (0 meters at shore and around 14 meters at deep sea; average height depends upon other things like shape and seabed topography) then almost 50% of reservoir will be filled by rain itself and burden on Netravati may be only other 50%. Hopefully if it rains more when reservoir is full than we just need to open flood gates (in addition we may also stop flow from river channel; but opening flood gates may reduce burden on flooding estuary to a small extent) to avoid disaster. Water will flow from reservoir to sea if water level of sea is less than that of reservoir through parallel dykes. To ensure this we need to allow reservoir to occupy additional land on shoreside. I think water can also be allowed to flow from two extreme shoresides of reservoir into sea passing through both parallel dykes.

Note that we are going to construct dyke height and shoreside length keeping in mind that sea will raise by 2 meters in next 100 years. Provision should be there to build additional height and length as per time needs. I don't know whether we need to spend money to build additional height for protecting fresh water from rare tsunami/hurricane waves. (why am I saying hurricanes are rare even after seeing so many cyclones in this year itself?).

Is it neccessary to filter/desilt water before allowing it to flow into reservoir? What are advantages and disadvantages of desilting water?

Alternatively we can construct 'offshore reservoirs' away from shore say 10 km where sea is shallow (seabed depth not more than say 14 meters). This should reduce severity of shoreside disaster caused by probable breakage of dykes though boats on sea may suffer if ever disaster happens. Water is taken from land to reservoir by subsea pipes and viceversa. Rain falling on sea is anyway stored in the reservoir. This can be implemented even near cities which don't have rivers but get good rain and have shallow sea nearby by harvesting rainwater in offshore reservoir. We have to connect pipelines from terraces of the buildings to the reservoir. Yes, we have to build extra rainwater harvesting utility pipelines. (Can we use same pipeline to fill & unfill reservoir?). 'Offshore reservoirs' are good for shoreline cities having no other way for rain harvesting. Extra pipeline means extra load on public space but under current situation, to reduce level of flood water flowing on roads, we any how need more drainage utilities (Tokyo Is Preparing for Floods ‘Beyond Anything We’ve Seen’, Tokyo’s massive flood protection facility might not be “enough” due to climate change). NITK may also develop IoT based smart rainwater filters so to control flow from a centralized command; for example, not to harvest first-rain water of unclean terrace. Leak detection & other things are as discussed earlier.

Anyway we are unable to get money for Pashchima Vahini itself then how can we get money for coastal reservoir for which cost is increased on every visit by the professor? Whether the parched city mafia will fund the project directly?

I don't know whether Mangaluru has an Earhtquake Risk Assessment & Management Plan as good as Ahmedabad (I don't know whether this document is latest one). Though the above document page#14 shows Mangaluru in Low Hazard Zone wikipedia shows in Moderate Damage Risk Zone (Zone 3). I don't know which one is authentic. Let it be so.

My worry is whether recharging ground by excessive rainwater harvesting is going to increase severity of earthquake disasters? If so, which are the places going to suffer most in Mangaluru? How buildings near rivers, streams & on paleochannels or on subterranean rivers/lakes are affected? Whether there is any safe storage level for ground water? We have to worry about old buildings which are not constructed as per recent risk mitigation plan. Whether risks for these non-complaint buildings can be reduced with a proper monitoring of ground water level?

If more ground water recharging is done near westernghat how it is going to effect flood, landslip and earthquake severity there? Whether there would be any underground flood? I don't know whether water will flow subterranean to main river beds or any other things like paleochannels or subterranean rivers before flowing into sea. If water flow to rivers then definitely rivers flooding possibility for lesser rain may also increase.

What kind of real time monitoring is useful to mitigate landslips or hills sliding severity? Whether underground water level can be monitored from space using satellites with good space/color resolutions? (BITS students fired up to realise their space dream).

I think we have to stop big developments near Westernghat slopes. For example, instead of in towns like Ujire developments can happen near Uppinangadi.

Let us now get serious about last bullet point listed in the begining of this post. NITK being already working on coastal reservoirs can further widen their scope for developing indigenous Sea Water Air Conditioning (SWAC) technology. Later when NIOT is established in Mangaluru it can take over further research on Coastal Reservoir & SWAC (& lot more on NIOT to be discussed once it is materlilized in Mangaluru). I think we can have the professor as director for this NIOT so that he can continue his research work on Sarovar Maalaa by staying in the shore of the reservoir enjoying his creation. We can also have 'Central Institute of Coastal Engineering for Fishery' near by after shifting it from the parched city (only Ghanshyam & real estate mafia know why is this institute located in the parched city).

One thing we want to know is to what an extent we can exploit hydrothermal energy of the sea. (some people say thorium is the solution for every fuel problem. some people are busy exploring for helium-3 in moon. some people say ocean has several thousands times more energy than what human needs. but so far human beings have not developed technology to exploit these energy except for a few like SWAC). District cooling system needs cold water available in sea at a depth of around 500-1000 meters. We don't know whether GSI is conducting survey only for sea floor minerals or whether it has surveyed for ocean energy resources also. Whether we can exploit cold water of sea for district cooling in a sustainable way? (ucold water undercurrent, in our case may be from south pole, is a continuous phenomenon; south pole cools in every winter; hence energy is sustainable in general). DK has hot springs (but we don't have district heating requirement so to utilize available thermal energy), if seabed has them then water will also be hot (central indian ridge is far away to effect temperature; exploitation of their heat is a separate subject altogether). Question is at what an distance & depth enough cold water is available.

Imagine energy savings if we can exploit a good percentage of HVAC cooling energy requirement of country through SWAC. I think many cities in Ratnagiri-Kochin, Paradip-Chennai corridors can exploit SWAC. Of course we need more people to stay near these resources if their benefits have to be exploited to a larger extent. Note that currently Kochin-Ratnagiri belt is under negative population growth and suffering from brain drain problems. NITK, GSI and other institutes like Mangalore University (oceanology department), Goa Oceanography Institute may also contribute to this work. What I think is Goa, Kerala are in a better position to exploit SWAC than Mangaluru as the parched city real estate mafia does not like any threat to their interest. (communist Kerala may be more interested in sending people to the parched city through either Bundipur highway or Kaniyur railwayline)(not keen on east coast which is under greater climate change threat). Sagarmala project does not even have plan to exploit sea floor minerals. What we need is a thorough study of Ratnagiri-Kochin corridor advantages/disadvantages compared to other proposed indusrial corridors on energy/fuel costs (including transportation costs - for example, waterways are cheaper, electricity transmission costs etc), other resource costs, climate change costs, disaster costs, security costs etc (including construction, operation, maintenance, rebuilding costs of all infrastructures). NITK can in colloboration with other institutes like IIM Kozhikode and IIT Goa come up with a report on this corridor. If the corridor can prove to be more cost productive taking into consideration all costs then it can relieve four tier-1 cities in the central vertical line of India from pain of neagtive effects of economic agglomeration by attracting IT/BT industries towards it. Negative population growth in productive regions will definitely affect economic growth of the country.

I think other than for cooling buildings SWAC can even be exploited for cooling of walkways, public plazas/squares, tourist places etc. As far as freshwater is concerned SWAC can alternatively use any other water sources apart from coastal reservoir.

KIOCL has plan for DISP pipe manufacturing. It can extend this plan for marine grade insulated pipe 2 manufacturing (I think seawater used for cooling going back to see through outerlayer of pipe provides better insulation for cold seawater coming in to SWAC through inner pipe). One worry of SWAC and subsea pipelines is mostly they use plastic components though of high grade.

Alright. Final question is what do with all animation models we have developed for studying the disasters of Netravati Reservoir? Here is Bollywood storyline to mint money from it.

Story has a hero from Coast Guard Training Academy. A heroine from Mangaluru University. Another heroine from MIT Manipal. A Hybrid Robot named 'Saagara Talesha' (सागर तल+ ईश) abbreviated as Talesha - an advanced version of Mars rover. And villans. Let me tell you climax of the story in the begining itself so that you are not lost in suspense - the story is all about saving people at Netravati Reservoir shore from reservoir wall breakage disaster which happens when reservoir is empty during a seasonal drought. Let us make the story more sensational by generating the disaster from earthquake and in addition add a hurricane. To know how exactly the hero saves people you need to contact the ex-MP mentioned in this news piece - MP asks Centre to set up Coast Guard Academy in Mangaluru. I will charge money only for the rest of the story. There are many sensational flashbacks in the story.

First flashback, the person who created Hybrid Robot is MIT Manipal young lady professor who studied there itself and joined the institute later. Hybrid Robot being bionic and mechatronic hybrid can use any of electricity, mitochondrial, photosynthesis and chemosynthesis technology for its energy requirements. In technical terms robot is a hybrid unmanned autonomous underwater vehicle with both marine and terrestrial capabilities. A vehicle which can fly like an aircraft in water & air and work on ocean floor and also ground. It can breathe through lungs, gills & skin and also has photoautotrophic and chemoautotrophic biosynthesis capabilities. Obviously it can operate in hydrothermal vents also. A special type of machine developed to explore sea in high depths of ocean. Its brain is also a hybrid computer - one half is biocompuer and the other half is another kind of nanocomputer. That is Talesha. Actually many of its capabilities will be exploited in sequels to this story. For this story it is enough to understand that it can work inside and outside ocean. As in Kollywood movie heroine falls in love with her creation. I have actually copied this romantic part of the story not from Kollywood but directly from Hollywood.

Second flashback, the young & handsome hero, a lecturer in coast guard academy, is in deep love with the Oceanology PhD student of Mangalore University. There will be many romantic songs. Most important one is surf dance in Sasihitlu where hero and heroine stretch their hands like in Titanic movie while surfing inside a coiling hurricane wave. Another one is bungee jumping dance in Saint Mary's island where hero and heroine sing a song while bungee rope oscillates up and down - sorry I forgot to say they were just watching oscillating bungee rope while singing.

Third flashback, this is the most important & most suspensive flashback of all. This is about the real estate mafia. Mafia had finally encroached all lakes successfully in the parched city. They did not have any more waterbody left in the parched city for further encroachment. After reading about Sarovar Maalaa project on skyscraperpage their thirst increased and they contrived a plan to encroach vast Arabian sea and illegally mine Sarovar Maalaa water in colloboration with mining mafia. The plan was for building a new unparched offshore satellite city of the parched city. You know at that time there were water wars happening throughout the world. Water had become more scarce commodity than crude oil. Iron ore had become such a cheap commodity because of technolgy advancement in seabed mining and hence mining mafia had to shift from illegal iron ore mining to illegal water mining business. The real estate mafia had already built a doughnut shaped city on Arabian sea. Actually this city was designed to harvest all rainwater falling on city in a reservoir in the circular central region. The real estate mafia had plans to build a cluster of such offshore cities whose central reservoirs are connected through subsea pipelines to each other. Now unless I move to next flashback nobody will understand the story.

Fourth flashback, the mafia had deployed biosharks (shark robots) all over Tulunadu seas. Yes, your guess on the source from where the mafia purchased biosharks is absolutely correct. These biosharks had different roles - drillers, dredgers, pumpers, fighters, bombers, multirole etc. The biosharks were highly stealthy not even detectable by any sonar or radar as they simulated normal sharks perfectly. They used to switch on in-built mechatronic system aiding their roles in the times of need only. There will be some fighting masaalaa scenes (including Tulunadan Kalaripayattu) between Talesha (the hybrid robot) and biosharks but due to time limits I will not detail them here. Main role currently assigned by mafia to biosharks is to drill Netravati reservoir for stealing water. Their plan was to pump water from this reservoir to their own offshore city reservoir. The stolen water from there used to be smuggled into other countries in need. On that day biosharks had to complete the drilling work. They were in hurry. You know hurry is worry. Suddenly the reservoir wall cracks!

All I can say is Talesha had to do a lot of diving works and his gills & lungs were in perfect synchronization for entire duration of the calamity. You can guess the rest of story easily but of course for complete story you need to contact the ex-MP.

Those are immediate benefits, in future they (including labour cost) may or may not be there as city expands, wages get normalized. Now there may be a scenario of IT/ITES companies searching for more economical destinations as global economy is receding 1. If we can convince that shifting to coastal region will also end up in long term benefits who knows industries may start shifting.

Permanent benefits to IT/BT will come in the form of emerging technologies like SWAC (savings in air conditioning cost), subsea data centre (savings in energy for cooling data centre) etc. In addition all industries (irrespective of whether IT/BT or not) or employees will benefit from water cost, power transmission cost, water transportation etc. (I don't know whether the parched city users pay any extra amount to cover power transmission cost compared to cities/regions which are source of power production).

Many of companies are exiting China and region should be able to exploit that situation.

Moral Police - If moral police was criteria for having IT/BT then a city at the centre of khap panchayats & honour killers would never have been one among top five IT cities of India.

I don't know whether Fisheries College has started teaching 'Fisheries Informatics & Management'. I have not made 'Agriculture Technology Management' as detailed as 'Health Technology Management' listed in page #16 post #303.

I had already meantioned about need to have Maricultural/Aquacultural Engineering college. If this is in Mangaluru than Udupi can have others like Ocean Engineering, Indian Maritime University etc.

Even Udupi politicians are making news on agriculture college - MLA to hold talks with CM over starting agri college.

I think centrally funded Super Speciality Hospital is more needed for Coorg/Kodagu than Dakshina Kannada. People of Coorg are crying for it. Nobody is listening including heartless local MP who got such a huge lead in 2019 election thanks to Kodavas. Coorg MP is behaving as if he is MP of a single city and totally neglecting Coorg. Hope Kodavas will defeat him in 2024 election. Kodagu should have Super Speciality Hospital in Madikeri and 'Sports University' in Kushalnagar near Mangaluru University campus there.

As far as AIIMS is concerned Tuluvas can use the one demanded for Kasargod - Request To Set Up AIIMS Centre In Kasaragod 2. Let AIIMS alloted to Karnataka go to 'Hyderabad Karnataka'.

As far as central government funded hospitals are concerned in Mangaluru, we have to strengthen ESI Hospital. Though there is a chance of getting very good 'Coast Guard Hospital' or 'Naval Hospital' when there is enough coast guard personnel once coast guard training institute is materialized they treat civilians in extreme emergency cases only. Anyway I don't deny need for a public hospital near Padil transportation hub. (we had proposals to build hospitals in lands of port, airport, railway etc now let us have one near transportation hub at least).

We need Central 'Environment and Forest University' focusing on Forest, Environment, Tribal etc in Kudremukh Township using its existing infrastructure. This will help entire Malenadu and coastal Karnataka. This suggestion is as demanded by Western Ghats Task Force 1 2. If heayweights like Mangaluru MP and Chikka Magaluru MLA works for this it can happen. (Keep away Udupi-Chikkamagaluru MP as she can create problems rather than helping the cause may be due to her parched city interests. She is more like 'Visiting MP' similar to 'Visiting Professors' in colleges). Even Institute of Wood Science & Technology has to be shifted from the parched city to Kudremukh township. Current land in the parched city can be offered to proposed Space War Research Institute. What we will have is all building infrastructure without spending any money. Even other places in the parched city like HPCL research facility, Central Institute of Coastal Engineering for Fishery could also be freed for laboratories of this institute after shifting them to coast. As I post this look who has ditched Tulunadu - 1. What else can we do other than cursing? Let curse be upon all those politicians who try to establish CIPET in the parched city. If you want to honour anyone then you divert same land to a Space War Research Institute Laboratory named after him.

Forensic Science

Central Home Minister is already urged to setup NIA office in Mangaluru, BJP promises to recommend setting up NIA office in city. If NIA comes up with Forensic College then a good synergy will be created - Police, Forensic Science University will be set up at national level: Amit Shah. There is also a possibility of Rapid Action Force (RAF) base coming up in Mangaluru. Then we have Police Training School planned at Udupi. Note that there is a possibility of having forensic information technology, computational criminology along with forensic animation, digital forensics, computer forensics, forensic biotechnology (OMICS), forensic psychology training courses at Forensic College. For all subdivisions check Forensic Science. To create a good agglomeration effect in this sector DK MP can ask for a single package of RAF, NIA, Forensic College with home minister. He we can also demand on a specialized subject like Marine/Maritime Forensics 2 3 4 5 6 7 8 to secure marine/maritime resources & investigate marine/maritime crimes & accidents and to augument coastguard traing academy coming up here. Auguments well with GSI here. NITK disaster team can also develop skills to colloborate with forensic college for investigating marine disasters (of course there are marine disaster & crime simulation opportunities).

Here are a few other developments in Tulunadu on forensics arena -

And the assembly election manifesto of the ruling party has promised for a 'Cyber Forensics Lab' in Mangaluru.

Hence there is every chance for DK MP to exploit his close relationship with his party national president to get something for his voters. If he fails in this also then we voters have to blame ourselves.

That means there is enough scope for setting up Indian Institute of Materials Management or Indian Institute of Logistics or Indian Institute of Cargo, Shipping, Logistics and Port Management. This provides DK MP an opportunity to prove his skills (are we missing an MP skills development centre?) to negotiate but better somebody from say KCCI negotiate with NMPT and get funds for this institute. If NMPT wants to keep this institute under its administrative fold let it be so. Institute is a better place to hold this type of summits - Ports, shipping, logistics summit on Nov. 22. Possibility of forming joint venture among NMPT, KCCI, Karnataka Maritime Board and Logistics companies can also be tried out. Later if needed it can be merged with 'Indian Maritime University' when it materializes. By the way which are the new logistics companies showing interest to open facilities in Mangaluru? What happened to Orient Source HK proposal? We are also waiting for Multimodal Logistics Park!

BJP Manifesto: Karnataka Assembly Election - 2018 promised following things for Dakshina Kannada.
  • International Convention Centre (ICC)
  • National Investigation Agency
  • 2 Raitha Bandhu Mega-Farmers’ Markets
  • K-Hubs incubators / co-working spaces
  • Upgrade the runway at Mangaluru Airport
  • Shiradi Ghat tunneling project
  • Fast track court for crimes on women and children

  • University of Petroleum and Energy Studies in Surathkal
  • University of Agricultural Sciences in Belthangady

Udupi was promised

Apart from this for coastal Karnataka following things were promised (I am not listing exclusive promises for Uttara Kannada).

The Union Minister for Petroleum & Natural Gas was heading election campaign 1 and also participated in preparation of manifesto and promised for 'University of Petroleum and Energy Studies' in Surathkal in the manifesto. Though party could not form government in the state his campaign was highly successful and his party on 7 out of 8 seats in assembly election. The party was happy with his performance and he is not only Union Minister for Petroleum & Natural Gas but alo Minister of Steel. Party was even please with DK MP performance and made hime Karanataka party president once vacancy was empty once his party formed goverment in the state after forcing coalition government to fall. Although a few MLAs expressed their unhappyiness over not getting a ministerial berth when their party government came back to power they were also happy later for whatever they got.

But in their happiness after getting power, MLAs & MPs have comfortably forgotten what was promised in the manifesto. They have already diluted manifesto. Does any one of the MLA talked anything in the manifesto? Here is the extract of what a few of them have said with Udayavani daily.

So, Union Minister for Petroleum & Natural Gas and Steel now has control over both MRPL & KIOCL. He can decide not only on Petroleum Uiversity but also whether KIOCL can manufacture automobile grade steel to support Electric Vehicle cluster or marine/medical grade steel to support Boat Building and Medical Equipment manufacturing cluster. How is the relationship between DK MP and Union Minister for Petroleum & Natural Gas and Steel? Is it as strong as between DK MP and Union Home Minster to get 'Marine Forensics University'?

For upcoming MCC elections most of demands are now about 24x7 water supply, lake development, groundwater recharging, 30% green space, 100% waste recycling, formation of ward committes & area sabhas, better traffic management, better public transportation infrastructure (let us find out when any party promises to introduce electric buses and then amphibian buses mainly to Tannirbhavi & Ullal from State Bank), better pedestrian infrastructure, transparency in administration, better grievance redressal, women & children security, playgrounds (demand for hobby grounds or hobby theme parks also to kindle startup/entrepreneurial spirit in children), better tourism infrastructure, faster implementation of smart city project.

Corporation polls: BJP promises online payment, certification gateways

It said planned satellite townships would be developed in the city. The party promised the traffic problem in Karavali Circle at Bendorwell in the city will be addressed.

The party promised that all the issues in the underground drainage network laid in the city using the loan from the Asian Development Bank would be addressed.

The BJP, which won the council elections for the first time in 2007 and lost it subsequently in 2013, said more Miyawakai Urban Forests would be developed in the city.

It promised of developing ponds, cleaning, and maintaining open wells in the city.

Insurance cover

According to the party, it will cover Scheduled Caste and Scheduled Tribe families in the jurisdiction of the corporation under an annual ₹50,000 health insurance scheme and ₹1 lakh accident insurance scheme.

Some of the other promises made included making rainwater harvesting mandatory in government and other residential buildings, effective management of landfill site at Pachchanady, constructing another stadium in the city, taking up construction of a ranga mandir in the city, organising an investors’ meet in the city in association with the State government, and the like.

Ganesh Karnik, convener of the manifesto committee, said civil society members had been consulted before preparing the manifesto.
I hope enough people will join me to vote against multilevel grade separator at Hampankatta Junction <- a lousy bullshit to spend money on.

Overall, it seems that this party is going to encourage personal vehicles in a big way by creating every inconvenience to public transportation users. I would have appreciated if they had promised to force people staying in Central Business District to use public transportation compulsorily. We have to ban people staying in CBD area from using personal vehicles (except for a few whose profession necessities usage of personal vehicle) where buses are available with high frequency but not outsiders entry with personal vehicles to CBD.

In which election we will have a promise on 'Healthcare Gateway' (Medical Interoperability Gateway 2)? General Election 2029? I think if we get promise in 2029 then we can hopefully have useful one in 2059 only.

So, from Rs. 12 lakhs smart bus-stops the politicians ate Rs. 6 lakhs. From clock tower project also they might have eaten half of the expenditure. And for footpath in addition to eating public money they might have also taken bribes from builders & shoppers to create parking places & taxiways on footpaths! Even if ruling party changes same kind of corrupt administration continues. Smart city goal of transparency in administration will never be met.
