You are indeed correct. The zoning is such that taller buildings are built north of the train tracks (which are are buried in amongst the buildings) A wall of tall buildings now sits along 9th ave SW giving that effect.

I never really got it until I visited the French Quarter in New Orleans last month. You can't hardly drive through there, but it is spectacular to walk through.

Which parts? Chicago's Loop is at least as dense as downtown San Francisco, and the buildings are much taller.

^nice pictures! But Rosario has 1.2 million people, and is the third largest city in Argentina...do you really consider that small? It's much bigger than any of the other cities in that post.
