Not sure how accurately this applies to GW Block 23 (my fault for not being up to date on the details) but it is an excellent description of what I think we'd really like to avoid being built. With respect to the response that it provides value through jobs, buildings can provide that and be interactive and useful for residents and passersby who don't work there so that the immediate, automatic reaction to the building is more positive.
