Portland has 13 murders so far this year, which appears to be by far the most it has recorded so early in a year, ever. This might be a record-breaking year for violence in the city, not just in terms of raw numbers, but also in terms of rate.

Some big-city 2020 numbers (and rate/100k, using 2019 population estimates)
Some of these may be murder rates, some may be homicide rates, I wasn't too careful and just went with what number I found first from local news outlets in early January. So maybe take these as +/- 5-10%. There are tons of cities I didn't include since I got tired (Las Vegas, San Diego, Seattle, Portland, Minneapolis, Jacksonville, Pittsburgh, Buffalo...)

Very interesting. Can you tell us what populations these are based on, and if it's city proper or metro?

Oslo is very impressive. These are Quebec City-style numbers. Which is the safest large(ish) city in North America. It has gone 18 months without a murder at some points in recent years. For a city population of about 600,000 and a metro of over 800,000.

Madrid is very impressive as well.

It seems to be the numbers of City Proper, but it could also be of the respective Police Districts which sometimes cover the metro-areas.

However judging from the numbers im quite confident its City Proper.

Edit: For Oslo its actually for the police district which covers a population of 900.000. That makes the rate even lower (0,2).

Last year it was 4 murders in the police district where 3 was in the city proper.

When I was younger, my only knowledge of Norwegian culture was from Black Metal bands, so I imagined Oslo as some dangerous place

That's very good. I wish Ottawa (right across the river from me) was like that.

They have 1 million people and generally have 15-20 murders a year.

Public Safety isn't so much the issue as other crimes are falling. We just got rid of bail in Illinois (well, I think it takes effect in 2023) and you can only hold someone if they pose a direct threat to a specific individual or group. No longer being a "danger to society" is enough to keep you locked up.

Fun times ahead.

Portland up to 18 now. The city seems to have given up on any sort of crime control, with most cases going unsolved.

Portland is already up to 20 after a daytime shooting at a popular park:

One person shot to death near Dawson Park in North Portland

This was near the site of a previous shooting last year in which a bystander was killed by a stray bullet. So far as I can tell, that case remains unsolved.
